During the meeting, issues related to the implementation of the most important innovative projects of national importance, industry strategies, and fundamental scientific research programs were discussed.

One of the main topics was the development of approaches to working on the most important innovative projects of national importance.

The Scientific and Technological Development Commission approved the draft strategy for the development of the rehabilitation industry of the Russian Federation for the period up to 2030 in terms of personnel and scientific support for its implementation, subject to taking into account comments.

The draft strategy under consideration is aimed at ensuring a sustainable level of development of the rehabilitation industry in our country.

"The project presents a comprehensive picture of the development of the entire industry: from fundamental science and personnel training to production and logistics. It was prepared taking into account fundamental documents for the sector, including decrees of President Vladimir Putin and orders of the Russian Government. It is expected that the implementation of the strategy will, among other things, promote Russia's national interests in rehabilitation technologies, science, personnel development, and production," stated Dmitry Chernyshenko.

Ekaterina Priezzheva added that the project was sent to more than 230 interested organizations and presented to an expert community and the heads of large enterprises.

Gennady Krasnikov reported that the Scientific and Technical Council of the Scientific and Technical Revolution Commission carefully reviewed the draft strategy: "It provides for truly priority research, including the development of neural interfaces, the use of artificial intelligence, the creation of biocompatible materials, and other important studies. Furthermore, it provides for the integration of medical organizations with leading scientific organizations, and a detailed review of human resources policies is underway. At a strategic session chaired by Prime Minister Mikhail Mishustin, the status of the implementation of the unified digital platform "GosTech" was discussed. It functions as a platform for the development and operation of government information systems (GIS).

Specifically, the platform enables ministries, agencies, and regions to access modern software solutions, government service development tools, and infrastructure that meet high security requirements. This ensures the rapid launch of new GIS systems and significant cost savings on their implementation, as it eliminates the need to redevelop existing solutions. The platform is being developed under the supervision of Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko.

There are currently 52 departmental and regional systems and services operating on GosTech. Another 30 services are in the development or pilot phase.

Among the platform's services is the My School GIS. The system helps track up-to-date information on lesson schedules, homework, and academic progress, and allows parents to manage a unified schedule for their children, adding clubs, sections, and other extracurricular activities. The system also allows students to access a library of electronic learning materials, which currently includes over 30,000 lessons from leading Russian educational platforms. Teachers can assign homework to their class in the form of a link to a specific digital module.

During the event, the platform's updated operating format, "GosTech 2.0," was presented. Its key advantages will include fully automated procedures for ordering government information systems, as well as the creation of a competitive environment by incorporating IT solutions from various Russian developers into the platform.

"GosTech 2.0 will allow us to create new services faster and easier and ensure a high level of security. Our goal is to make government digital solutions as efficient and convenient as possible for citizens and businesses," said Dmitry Grigorenko.

He recalled that the GosTech project was launched in 2020. The platform was designed based on the best technical solutions available at the time. Currently, the development of the unified digital GosTech platform involves the integration of modern technologies to improve efficiency and automate the development of government services.

Thus, within the framework of the platform, it is planned to create a special cluster for working with large language models and implementing artificial intelligence in government services.

The platform's development is part of a larger-scale change in the government's approach to managing the state IT infrastructure. The new IT management model envisions a clear division of responsibilities in the development of government services, platforms, and other digital projects. Specifically, all government IT solutions are planned to be developed with the support of the Center for Expertise and Coordination of Information Technology. At the same time, the Federal State Institution "GosTech" will become the single coordinator for the technical design of IT solutions for the state.

BEIJING, Sept. 24 (Xinhua) — China has established a complete industrial chain system for key intelligent connected vehicle technologies, covering intelligent cockpit, autonomous driving, and cloud connectivity and control technologies, according to the Chinese daily Keji Ribao (Science and Technology).

The scale of China's intelligent connected vehicle industry is growing rapidly, Guo Shougang, an official with the Ministry of Industry and Information Technology (MIIT), said at a press conference held for the 2025 World Conference on Intelligent Connected Vehicles (WICV-2025) in Beijing.

According to Guo Shougang, from January to July 2025, 7.76 million new passenger cars equipped with Level 2 (L2) combined driver assistance functions were sold in China, representing a penetration rate of 62.58 percent, with more than 3 million cars equipped with 5G and C-V2X (cellular communication that allows the car to communicate with other road users and the network) technologies.

China is accelerating the development of 20 pilot cities for the integration of the "car-road-cloud" process, with more than 35,000 km of test and demonstration roads opened during the construction, he said.

The country will also accelerate the development of urgently needed standards for combined driver assistance systems, automated driving systems and automatic emergency braking systems.

China's Ministry of Transport plans to release an action plan for integrating AI into the transportation sector, bringing together the industry and the public to build a comprehensive transportation megamodel and accelerate the popularization of intelligent assistant technologies.

As a key link in the integrated development of automotive technologies with AI, ICT, cloud computing, and big data, intelligent connected vehicles have become a strategic compass guiding the transformation and modernization of the global automotive industry.

Since 2018, WICV has been held for the seventh time in a row, and WICV-2025 is scheduled for October 16-18. -0-

Moscow, September 24 (Xinhua) — Russian President Vladimir Putin is prepared to meet with Ukrainian President Volodymyr Zelensky, but without preparation, it would be a PR stunt doomed to failure. This was stated by presidential press secretary Dmitry Peskov in an interview with RBC radio on Wednesday.

"Putin said he was ready for the meeting. Putin, however, clarified that it would make sense to meet after the parties had done their homework, after preparations had been made at the expert level. Meeting without preparation is more of a PR stunt, doomed to failure," he said.

At the same time, a Kremlin spokesman pointed out that Ukraine had not responded to the Russian leader's proposal for a meeting and had shown no desire to establish working groups as part of settlement negotiations. "The Kyiv side has not responded at all. It's all hanging in the air. No working groups have been established, and, what's more, no response has been received. Kyiv has shown no desire to do so," he emphasized.
