Bogota, December 23 (Xinhua) — The Colombian government on Monday issued a decree declaring a state of economic and social emergency in the country for 30 days, local media reported.

According to reports, the move is aimed at overcoming the difficult situation the country is going through and taking the necessary measures to contain the spread of the crisis.

Media analysis shows that the direct cause of the state of emergency was the government's proposed tax reform bill, which was rejected by Congress on December 9, leaving Colombia's 2026 national budget facing a budget deficit of approximately 16 trillion Colombian pesos (approximately US$4.2 billion).

The decree states that after declaring a state of emergency, the government may issue legally binding decrees to address the crisis and prevent its spread. It may also temporarily introduce new taxes or amend existing ones.

BEIJING, Dec. 23 (Xinhua) — China's Ministry of Housing, Urban-Rural Development vowed to stabilize the property market by unveiling a package of city-specific measures to reduce inventory and optimize supply.

Key measures include adjusting new supply to local conditions, activating existing land resources, improving the provision of state-subsidized housing, and more active support for the reasonable financial needs of real estate developers, according to Ni Hong, Minister of Housing, Urban-Rural Development, at an industry meeting in Beijing.

He stated that municipal authorities should make full use of their autonomy in regulating the real estate market, adjusting and optimizing real estate policies as necessary to support residents' basic and growing housing needs, thereby promoting the stable functioning of the real estate market.

Regarding housing sales, Ni Hong emphasized the need to promote the sale of completed new housing to reduce the risks of delivery of properties and strengthen control over down payments in pre-sale real estate projects.

The Ministry will also improve the housing savings fund system and take measures to improve real estate services. -0-

SHENZHEN, Dec. 23 (Xinhua) — Chinese drone giant DJI expressed disappointment on Tuesday over the U.S. Federal Communications Commission's (FCC) decision to add foreign-made drones to a list of banned products.

Updated Monday, the "Blocked List" identifies communications equipment and services that the FCC believes pose an unacceptable risk to U.S. national security or the safety of U.S. citizens.

Inclusion on this list means that new foreign-made drone models and critical components are prohibited from obtaining FCC approval, effectively banning their import and sale in the country, the FCC noted.

DJI's statement said that while DJI was not singled out, no information about the data used by the executive branch to make that decision was made public.

The company noted that its products are among the safest and most reliable on the market, citing years of testing by U.S. government agencies and independent third parties.

Concerns about DJI's data security are not factually based and reflect protectionism that runs counter to open market principles, the company said.

This amendment follows a defense bill passed by the US Congress a year ago that highlighted the national security risks posed by Chinese drones. Under this bill, DJI and another Chinese drone manufacturer, Autel, were threatened with a ban on selling new models in the US if a safety assessment found them to pose a threat.

This measure does not apply to previously purchased drones. Consumers can continue to use any drones they have already legally purchased or received, the FCC noted.

BEIJING, Dec. 23 (Xinhua) — Northwest China's Xinjiang Uygur Autonomous Region (XUAR) has imported live king crabs worth more than 100 million yuan (about 14.23 million U.S. dollars) since the beginning of 2025 as of Dec. 22, China Central Television reported, citing data from the local Jimunai port.

The Jimunai checkpoint, located in the Jimunai county of Altay Prefecture in the Xinjiang Uygur Autonomous Region, at the junction of the borders of China, Kazakhstan, Russia, and Mongolia, is the only border crossing in Xinjiang through which live king crabs are imported. The first import of such products took place in October 2024.

After customs clearance, some of the imported crabs will be immediately delivered to the market, while others will be transferred to a special temporary breeding pond at the checkpoint. The pond simulates the natural aquatic environment of the Arctic Ocean, and the water temperature is maintained between 0 and 1 degree Celsius to ensure the crabs maintain maximum viability and can be shipped to the domestic market at any time according to orders.

Currently, king crabs imported through the Jimunai Port are quickly delivered to major consumer markets in China, such as Beijing, Shanghai and Guangzhou, through an efficient cold chain logistics system. -0-

The Ecology Foundation of the Russian Agricultural Bank will warn 3 million drivers in Transbaikalia about the endangered gazelles on the road.

At least 3 million motorists will be warned annually about the dangers of hitting rare Mongolian gazelles thanks to new information boards installed along highways in Transbaikalia. The project to preserve the population of this endangered animal was implemented by the Ecology Foundation and the Daurian Nature Reserve.

The initiative aims to inform drivers about the need to slow down in areas where Mongolian antelopes migrate seasonally. Winter is a special time in the region, when the local population of Mongolian dzerens is joined by their relatives from Mongolia, forming large herds along the roads.

Six banners have been placed along the Byrka-Aksha and Borzya-Solovyovsk highways, in areas where animals cross the roads en masse. Given the high traffic volume (up to 10,000 vehicles per day), the stands will serve as a major tool for prevention and environmental education.

"The return of Mongolian gazelles to Russia after a long absence is a major conservation achievement. Projects like these highlight the importance of maintaining the delicate balance between infrastructure development and wildlife. We are pleased to support the Daursky Nature Reserve in this important work and hope that this project will help preserve this unique population for future generations," comments Elmira Morozova, Director of the Ecology Foundation at the Russian Agricultural Bank.

Since 2021, the Fund, established by Rosselkhozbank, has been implementing long-term programs in several key areas: forest restoration, biodiversity conservation, waste recycling, environmental education, and scientific research. Over the past four years, the Ecology Fund has implemented 72 environmental initiatives. The total funding raised for these projects has reached approximately 128.9 million rubles.

Financial News: The Future of the Cryptocurrency Market: Proposals from the Bank of Russia.

Translation. Region: Russian Federation –

An important disclaimer is at the bottom of this article.

The Bank of Russia has prepared a concept for regulating cryptocurrencies in the Russian market. Both qualified and non-qualified investors will be able to acquire crypto assets, but each category will be subject to its own rules. The Bank of Russia has submitted proposals for legislative amendments to the government for review.

At the same time, the Bank of Russia continues to consider cryptocurrencies a high-risk instrument. They are not issued or guaranteed by any jurisdiction and are subject to increased volatility and sanctions risks. When deciding to invest in crypto assets, investors should understand that they assume the risk of potential loss of their funds.

According to the concept, digital currencies and stablecoins are recognized as monetary assets; they can be bought and sold, but they cannot be used for domestic payments.

Unqualified investors will be able to acquire the most liquid cryptocurrencies, for which criteria will be established in legislation, but only after passing testing and within a limit of no more than 300,000 rubles per year through a single intermediary.

Qualified investors will be able to purchase any cryptocurrency, except anonymous ones (whose smart contracts conceal information about token transfers to recipients), without any transaction volume restrictions, but only after passing a risk assessment.

Cryptocurrency transactions will be possible through the existing infrastructure: exchanges, brokers, and trustees will be able to operate under their existing licenses. Separate requirements will be established only for specialized depositories and exchangers that work with cryptocurrencies.

Residents will also be able to purchase cryptocurrency abroad (paying for it from foreign accounts) and transfer previously purchased cryptocurrency abroad through Russian intermediaries, but they will need to notify the tax service of such transactions.

The new regulation will also affect the digital financial asset (DFA) market. The circulation of DFAs and other Russian digital rights (utilitarian and hybrid) will be permitted on open networks. This will allow issuers to freely attract investment from abroad, and clients to acquire DFAs on terms no worse than those for cryptocurrency.

The concept calls for the development of a legislative framework by July 1, 2026. And starting July 1, 2027, it is planned to introduce liability for the illegal activities of intermediaries in the cryptocurrency market, similar to the liability for illegal banking activities.

Dmitry Grigorenko: Serial production of base stations has been launched in Russia.

Russia has launched the first mass production of key equipment for mobile communications and internet – domestically produced carrier-grade base stations. Yadro launched the production line at its full-cycle plant in Dubna. Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko visited the facility.

The launch of domestic base station production is a key step toward the country's technological independence and ensuring citizens have stable access to digital services. Base stations connect subscribers' phones and tablets to the operator's backbone network, receiving signals from the device and transmitting them to the operator's network and back.

To equip Russia's telecommunications infrastructure with domestically produced equipment, the national "Data Economy" project requires the production and installation of 75,000 base stations by 2030. Yadro plans to supply 55,000 base stations to the three leading telecom operators by this date, thereby meeting 75% of market demand. By the end of 2025, 3,000 base stations will be supplied to mobile operators Beeline, MegaFon, and T2.

Yadro successfully launched serial production of base stations in a record-breaking three years. Previously, the fastest launch of modern telecommunications equipment was in China, where the entire development-to-production cycle took 10 years. The rapid launch of Russian production was facilitated, in part, by the forward contract mechanism offered by the government. This allowed the manufacturer to sign contracts with telecom operators in advance as early as 2022 to guarantee demand and align delivery plans with the production cycle.

The development and implementation of domestic base stations is also carried out in close cooperation with telecom operators, taking into account current market demands. Approximately 6,000 operator requirements were taken into account during equipment development. Specifically, domestic stations support modern global communications standards—LTE and 5G technology, which can be activated by telecom operators through a software update without replacing the hardware. The telecom equipment is adapted for a variety of operational scenarios, from large cities to remote areas.

"The launch of domestic base station production allows us to take a significant step toward technological independence. There are fewer than a dozen base station manufacturers worldwide. Previously, we had to import telecom equipment. This meant dependence on supplies and prices from foreign manufacturers. I would like to point out that the transition to domestic base stations was supported by the Russian telecom market. In fact, production itself was launched at the request of telecom operators and with their requirements in mind. Thanks to forward contracts, we were able not only to quickly establish serial production but also to meet the projected demand for domestic base stations," noted Dmitry Grigorenko.

Yadro's plant is the largest full-cycle manufacturing facility in Eastern Europe, supporting import substitution for all base station assembly technologies. Specifically, the facility manufactures and assembles printed circuit boards, manufactures and assembles electronic modules, configures and assembles telecommunications equipment, performs automated testing, and prepares it for shipment.
