More than 180 “life situations” services have been launched in the regions since their introduction in 2024. Work on the formation and launch of the “life situations” services is being carried out within the framework of the implementation of the federal project “State for People”, which is supervised by Deputy Prime Minister – Head of the Government Staff Dmitry Grigorenko.

"Regional services "life situations" help people solve their problems quickly and comfortably, regardless of which region of Russia they live in. Thanks to these services, citizens, on the one hand, receive quality that is not inferior to the federal one. And on the other hand, problems that are relevant specifically for a certain region are solved. This could be living in a house – a cultural heritage site of St. Petersburg or receiving measures to support the tourism business in the Krasnoyarsk Territory," said Dmitry Grigorenko.

The "life situations" services combine services that are necessary for people and businesses in certain circumstances, provided comprehensively and in one place. With their help, the time required to receive government services, the number of necessary visits to departments and documents that need to be provided are reduced.

Regional “life situations” allow us to resolve a wide range of issues relevant to a specific territory – from social aspects to support measures.

Thus, in the Sverdlovsk region, "life situation" helps in caring for a seriously ill family member. The service includes information for determining the possibility of receiving social services for home care, and also helps to prepare a package of documents for receiving social services.

In the Yamalo-Nenets Autonomous Okrug, senior citizens become participants in the Yamal Longevity program with the help of a “life situation.” The service helps sign up for free painting, recreational swimming, Nordic walking, handicrafts, and computer literacy classes.

The opportunity to apply for measures to support the tourism business is provided by the "life situation" in Krasnoyarsk Krai. Small and medium-sized enterprises that provide tourism services in the territory of the region, as well as implement investment and infrastructure projects, can use the service.

Thanks to the "life situation" in St. Petersburg, people and organizations that purchase real estate will find out whether it is a cultural heritage site. The service also allows you to apply for permission to carry out repairs in listed buildings.

You can obtain a certificate of registration of a specialist in the field of veterinary medicine using the "life situation" in the Komi Republic. Within the framework of one regional service “life situation”, the following indicators decreased on average:

— the time to receive services by 41% – from 57 days to 33 days,– the number of documents by 41% – from 10 to 6 units,– the number of visits by 66% – from 6 to 2 visits to departments.

By the end of 2025, another 245 regional “life situations” services are planned to be launched. Thus, it is planned that by the end of 2025, 425 regional “life situations” will be available.

The state program "Construction" was adopted in 2022 to develop the construction industry and effectively manage budget investments. Within the framework of this state program, a register of capital construction projects (ROKS) is maintained, which currently includes 1,190 address objects and large-scale events. "The comprehensive state program "Construction" helps to competently manage budget money for the construction of facilities that people really need. Currently, 1,190 targeted facilities and events are in progress. Among the projects completed in the first half of the year, there is, for example, a polyclinic for 400 visits per shift in the Moscow region. Also, reconstruction was carried out and work on technical re-equipment of the regional monitoring center and the regional information center in Murmansk was completed. A new research and production building was created on the basis of the St. Petersburg State Marine Technical University. I would like to separately note the receipt of permission to commission the N.A. Rimsky-Korsakov Conservatory in St. Petersburg, the reconstruction of which was completed a year ahead of schedule," said Marat Khusnullin.

The state program is actively implementing key projects in various areas. In healthcare, the construction of the neurosurgical complex of the V.A. Almazov National Medical Research Center in St. Petersburg and the reconstruction of the Meshalkin National Medical Research Center in Novosibirsk continue. Infrastructure is also being developed: the Bagaevsky hydroelectric complex on the Don is being created, the Murmansk transport hub is being modernized, and the Simferopol-Yalta highway is being built. In the scientific sphere, the Kurchatov synchrotron radiation source in Moscow is being updated and the Ivan Frolov research vessel is being created. At the same time, airports are being reconstructed, including the construction of new runways.

In addition, work is underway to reduce unfinished construction projects within the framework of the comprehensive state program "Construction". Today, there are 755 unfinished construction projects in the federal register, of which 752 have already been approved, including 382 projects planned to be completed.

"Liquidation of unfinished construction projects is not only the fulfillment of obligations to citizens, but also an important factor in the economic development of territories. Each commissioned facility creates new jobs and improves the infrastructure of the Russian Federation. Currently, appropriate systemic measures are being taken to inventory and reduce unfinished construction projects within the framework of the created regulatory framework of Russian legislation and the developed "road maps". Starting from 2022, 135 objects have been excluded from the federal register, including 43 completed, 31 privatized, 30 demolished," emphasized Deputy Minister of Construction and Housing and Public Utilities Yuri Gordeev.

The state program "Construction" is supervised by the Ministry of Construction of Russia. The construction and renovation of facilities are carried out by the main administrators of federal budget funds.

ALMATY, Aug. 6 (Xinhua) — The Kazakh army has begun implementing the PSY-RISK recruit selection method aimed at early detection of suicidal tendencies, the press service of the Kazakh Defense Ministry reported on Wednesday.

As noted by the department, the innovation is intended to increase the psychological stability of personnel and prevent tragedies in the army.

"The method was developed by military psychologists of the Ministry of Defense and was successfully tested during the spring conscription of 2025. Based on its results, over 470 young people with signs of suicidal predisposition were promptly identified. All of them were released from service or sent for additional examination," the statement says.

PSY-RISK includes primary screening, in-depth psychological examination and, if necessary, a psychiatric examination.

The issues of implementing PSY-RISK were discussed at a meeting of the interdepartmental working group, which included representatives of the ministries of defense, internal affairs, health, science and higher education, as well as specialists from the National Security Committee, the State Security Service and other government agencies.

The PSY-RISK method will be gradually implemented in all regions of the country. “It is expected that the innovation will increase the efficiency of selection, reduce the number of emergency situations in the army and will become an important step in strengthening the mental health of young military personnel,” the defense department emphasized. –0–
