The Government approved the priorities for regional development until 2030. The Russian Government approved the Plan for the implementation of the Strategy for the Spatial Development of the Country until 2030 with a forecast until 2036.

If the Strategy itself establishes general priorities and approaches to territorial development, then the Plan is a specific guide to action: what exactly to do, in what time frame and who is responsible for it.

"The plan creates a basis for coordinated work of various federal and regional authorities on territorial development. It contains specific tools – from new approaches to the development of various territories to financial mechanisms that will help improve the quality of life in various regions of the country. Particular emphasis is on key settlements, the list of which was determined last year. There are 2,160 of them across the country – primarily small towns and villages where millions of Russians live. The Plan's activities will help balance the country's development," said Maxim Reshetnikov, Minister of Economic Development of Russia.

Federal subsidies will now be distributed taking into account spatial development objectives, so that money goes to where it is most needed.

Territorial priorities will appear in the strategies of key industries, in particular transport and construction. When planning housing construction and infrastructure, the logic of spatial development will be taken into account so that investments are not directed to “abstract areas”, but to specific territories — cities and towns. The “take or pay” principle will be introduced in energy and on the railway — so that the infrastructure does not stand idle, but works. This is an approach in which businesses undertake to either use pre-booked capacities (for example, in energy or transport), or pay for them, even if they do not use them. As a result, there will be fewer unclaimed facilities, and budget funds will be redistributed to other important areas.

The plan also takes into account demographic challenges. Its objectives are not just economic growth, but also stabilization of the population of settlements, primarily outside the largest agglomerations, in the Arctic and the eastern regions of the country – in Siberia and the Far East. As well as an increase in the volume of transportation on international routes, an increase in the transport mobility of citizens, and an increase in the commissioning of housing in Siberia and the Far East.

A digital platform is being created that will allow real-time monitoring of how each locality in the country is developing, where the needs are, and where roads, social and energy facilities should be planned first. This will help federal agencies, regions and municipalities in preparing regional strategies, territorial planning schemes, general plans and master plans for cities.

The work on the implementation of the Plan is coordinated by the Ministry of Economic Development of Russia. All key ministries, departments and regions participate in it. The implementation of the Plan is the main condition for the practical implementation of the key strategic document determining the spatial development of the country.

"The Spatial Development Strategy approved at the end of last year primarily defines the task of clarifying territorial priorities within the framework of existing mechanisms. This is especially important in the context of limited budget resources. Key instruments for the development of regions and municipalities are currently concentrated within the framework of sectoral state programs and several programs for the development of individual geostrategic territories. The prepared action plan sets forth a list of such programs, as well as individual types of support, interbudget transfers, strategic and territorial planning documents that are subject to updating in accordance with the provisions of the Strategy. It is necessary to note the general flexibility of the plan's wording. It is assumed that it sets forth the task of updating, but not the wording itself, which must be taken into account. This leaves room for additional elaboration and agreements between federal authorities," said Dmitry Zemlyansky, Director of the Research Center for Spatial Analysis and Regional Diagnostics of the Institute of Applied Economic Research (IPEI) of the Presidential Academy.

"The adopted plan for the implementation of the Spatial Development Strategy is a step from concept to action. It includes specific measures that allow spatial priorities to be integrated into the regulatory framework and budget allocation system. It is especially important that the document covers sensitive and long-term topics: criteria for the development of rural areas and single-industry towns, the creation of new settlements. This is an applied tool that will ensure balanced development of the country for years to come," said Pavel Smelov, General Director of the Center for Strategic Research.

BEIJING, Aug. 12 (Xinhua) — China's commercial vehicle sector posted solid year-on-year growth in both production and sales in July, data released by the China Association of Automobile Manufacturers (CAAM) showed Monday.

Commercial vehicle production last month totaled 298,000 units, up 16.3 percent from a year earlier, while sales rose 14.1 percent to 306,000 units, CAAM data showed.

However, in this sector, sales of natural gas vehicles in July fell by 5.9 percent year-on-year to 16,000 units.

In January-July of this year, the production of commercial vehicles increased by 6 percent compared to the same period last year to approximately 2.4 million units, while sales rose by 3.9 percent, amounting to almost 2.43 million units.

CAAM data also showed that China's total auto output in the first six months of this year rose 12.5 percent year-on-year to 15.62 million units, while auto sales increased 11.4 percent to 15.65 million units.

Specifically, in the first half of 2025, NEV vehicle output soared 41.4 percent year-on-year to nearly 6.97 million units, while non-NEV vehicle sales jumped 40.3 percent year-on-year to about 6.94 million units. -0-
