HONG KONG, Aug. 13 (Xinhua) — The Office of the Special Representative of the Chinese Foreign Ministry in the Hong Kong Special Administrative Region (SAR) on Wednesday lodged a strong protest against the so-called "2024 World Human Rights Report" released recently by the U.S. State Department.

The document ignores the reality and deliberately denigrates the human rights and rule of law situation in China and the Hong Kong SAR, the official said. The United States, turning a blind eye to its own dismal human rights record, fabricated false information in the report about the so-called “deteriorating” human rights situation in Hong Kong, he said.

He noted that the United States, by raising individual court cases involving anti-China and anti-Xiangang elements, fully exposes the vile intentions of the United States: to politicize human rights issues, use them as a tool, and restrain China's development through Xiangang. Such methods are deeply contemptible, the official added.

The spokesperson stressed that Hong Kong is a society governed by the rule of law, where laws must be upheld and violators must be held accountable. He noted that the Hong Kong SAR administration impartially handles legal cases and resolutely deals with acts that threaten national security, which is a necessary measure to safeguard national security and the authority of law and does not deserve reproach.

In fact, the official representative stated, since the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region and the Regulations on Safeguarding National Security in the Hong Kong Special Administrative Region came into effect, the rights and freedoms of its residents and the media have been fully guaranteed. Today, Hong Kong is the freest economy in the world, ranks third in the ranking of international financial centers, and is also among the world leaders in such indicators as "global competitiveness", "talent competitiveness" and "investment climate". This clearly demonstrates the recognition and trust that Hong Kong has earned from the international community, he added.

The central government firmly supports the HKSAR administration in safeguarding national security in accordance with the law and punishing crimes that endanger national security, the spokesperson concluded, calling on the US to immediately stop slandering Hong Kong and interfering in China's internal affairs. -0-

TALLINN, Aug. 13 (Xinhua) — The Estonian Foreign Ministry on Wednesday declared the first secretary of the Russian Embassy in Tallinn persona non grata and demanded that the diplomat leave the country.

According to the department, the corresponding decision was transmitted to the Russian chargé d'affaires in Estonia along with an official note.

The Estonian Foreign Ministry indicated that the Russian diplomat was directly and actively involved in undermining the constitutional order and legal system of Estonia, dividing society, and also facilitating the commission of crimes against the state.

Foreign Minister Margus Tsahkna said that the Russian Embassy's constant interference in Estonia's internal affairs must cease. "The expulsion is a clear signal: there will be no room for coordinated and organised actions by a foreign state on our territory," the Estonian minister stressed.

Commenting on the decision taken by the Estonian Foreign Ministry, Deputy Director of the Information and Press Department of the Russian Foreign Ministry Alexey Fadeyev stated that Estonia’s expulsion of a Russian diplomat is not the first hostile action on the part of Tallinn, and Moscow will work out retaliatory steps.

“This is not the first such hostile action on the part of Estonia. It must be said that we have even become accustomed to this,” he noted. “As for retaliatory steps, they are usually worked out for some time and then made public. Therefore, we will provide a timely commentary on what measures we will take against Estonian diplomats.” –0–

Kyiv, August 13 (Xinhua) — The leaders of Ukraine, Europe and the United States have agreed on five principles for upcoming talks with Russian President Vladimir Putin. Ukrainian President Volodymyr Zelensky said this in Berlin during a joint press conference with German Chancellor Friedrich Merz, the Ukrinform news agency reported.

V. Zelensky noted that the approved principles included the desire for a ceasefire, providing Ukraine with security guarantees, and strengthening sanctions against the Russian Federation if it refuses to stop hostilities during negotiations in Alaska.

In addition, the parties agreed to prepare peace talks with the participation of Ukraine, the United States and the Russian Federation and not to make decisions concerning Ukraine without taking into account its opinion, V. Zelensky emphasized.

Earlier on Wednesday, the Ukrainian president arrived in Berlin, where he took part in a video conference with European leaders, European Commission President Ursula von der Leyen, NATO Secretary General Mark Rutte and US President Donald Trump.

On August 15, a meeting between US and Russian Presidents D. Trump and V. Putin is scheduled to take place in Alaska to discuss ways to end the Russian-Ukrainian armed conflict. –0–

BEIJING, Aug. 13 (Xinhua) — Chinese authorities have allocated 1.15 billion yuan (about 162 million U.S. dollars) to support agricultural disaster prevention and mitigation in major grain-producing regions, the Ministry of Finance said Wednesday.

The central government budget will support 13 key grain-producing regions at the provincial level to apply spraying technology during the autumn harvest, which will help prevent disasters, reduce risks and stabilize yields.

The funds will be used to subsidize spraying of plant growth regulators, foliar fertilizers, fungicides and insecticides on fall crops, including corn, soybeans and rice, to help ensure a bumper harvest this year. –0–

BEIJING, Aug. 13 (Xinhua) — China urges the United States to stop interpreting national security too broadly and stop denigrating and obstructing China's economic and trade cooperation with other countries, Foreign Ministry spokesman Lin Jian said Wednesday.

The diplomat made the call in response to accusations from U.S. officials and analysts that Chinese companies have built a network of seaports around the world to control global trade, engage in so-called espionage and facilitate China's naval operations on the high seas.

“We hope that the American side will stop interpreting the concept of national security too broadly and stop inflating the thesis of the so-called ‘Chinese threat’, as well as denigrating and obstructing China’s normal trade and economic cooperation with other countries,” Lin Jian emphasized. –0–

BEIJING, Aug. 13 (Xinhua) — China's Ministry of Commerce on Wednesday announced that it will begin reviewing anti-dumping measures on Indian-origin single-mode optical fibers on Aug. 14 due to their expiration.

According to the agency's statement, the review, initiated by domestic fiber optic manufacturers, is intended to determine whether the repeal of current measures will lead to a resumption of dumping and damage.

According to the ministry, the Customs Duty Commission under the State Council of China will maintain anti-dumping duties during the review, while their volume and rates will remain unchanged.

China imposed anti-dumping duties on imports of single-mode optical fibers from India in August 2014 at rates ranging from 7.4 percent to 30.6 percent. In 2020, the measures were reviewed and extended for five years. –0–
