You head the State Corporation for Space Activities, which is responsible for space research. And here there is a very large influence on related industries. The corporation is also actively involved in science and technology.

The President emphasized that when implementing national projects, “we must not simplify our tasks, but, on the contrary, set ambitious but adequate goals and accumulate all possible means and resources to confidently achieve them.”

It should be said that the active work over the past few months under the leadership of the President has made it possible to complete the development of a new national project on space activities. About 4 trillion rubles are allocated for its financing until 2036. First of all, we will direct these funds to maintaining the competitiveness of the Russian space industry.

Tell us what is already being done in the direction of implementing the national project, which has begun its countdown, and in the corporation as a whole.

A new national project in the field of space was approved, which includes eight federal projects, a number of which are aimed at absolute competitive advantages in the field of space – this is nuclear energy in space and scientific space.

The main challenge today is that if just five to ten years ago only two or three countries had the necessary space technologies, now this number has grown to 10–12 – they are also competing on pricing.

In order to be a leader, we have two main directions.

First. This is competition in launch vehicles. Several countries already have the technology of a returnable first stage. And we have also gone in this direction. And, as you know, the Amur launch vehicle, which will be on methane, on liquefied natural gas, will have a returnable first stage.

By the end of the year, we are implementing the Baiterek project at the Baikonur Cosmodrome together with our Kazakh partners. The Kazakh side has undertaken obligations to build the launch pad, and Roscosmos has undertaken obligations to launch the new Soyuz-5 rocket, and this launch is planned for December of this year.

The second direction is the conveyor assembly of satellites. Now orbital groups are growing massively. Russia also has the corresponding technologies. One of the operators is deploying a group of more than 300 devices. And at the end of this year there will be the first serial launch. This is a technology when we will work out and adapter their distribution in orbit. And in principle, the Russian Federation has not yet created a group of more than 300 spacecraft.

M. Mishustin: I ask you to strengthen your work in two more areas.

First of all, it is necessary to increase the economic efficiency and financial stability of enterprises in the industry. Provide for the possibility of involving private business in production chains. This is very important. And this, of course, must be done jointly with the Ministry of Finance, which will strengthen the competitive potential as a whole and attract extra-budgetary financing. And this is the second task, since private business has a huge interest in space technologies. And capitalizing on this interest should also be a target task for Roscosmos.

And one more thing. Special conditions are imposed on the activities of Roscosmos. The technologies used in the state corporation must be domestic and meet the highest safety requirements.

You have been involved in digital technologies for many years, responsible for digital transformation. How do you assess the level of digitalization in Roscosmos? And what technologies are you going to continue to work with, taking into account the need to use mainly domestic software?

D. Bakanov: Yes, production efficiency can no longer be increased without the use of digital tools. Here we plan to move in three directions.

First, this is the so-called heavy software. Two most striking examples.

Firstly, this is mathematical modelling when testing engines on a stand. Thanks to this mathematical modelling, the Keldysh Centre was able to reduce the number of burns from eight to four, i.e. the efficiency increased twofold. Due to the modelling of a number of processes, we do not go to the stand with the engine, but do it on the computer. This directly affects the cost of the product.

Secondly, this is the so-called PLM. This is a full development cycle. Here, in addition to import substitution, we must also increase the efficiency of production processes by introducing such technologies. And we are developing the Russian orbital station, which will replace the international space station, using a similar Russian software product.

Moreover, as we reported to you at CIPR, in addition to one organization – RSC Energia, the lead agency for the development of our new orbital station, we are also connecting the entire list of cooperation partners. This includes the Khrunichev Center, which will make the Angara launch vehicle for it, and TsENKI – the Center for Operation of Ground-Based Space Infrastructure Facilities, which is preparing the cosmodrome. Thus, we will have a comprehensive view of the entire chain of product creation.

The second, no less important area is work with personnel. Here, too, there is a domestic development, when we do not just conduct personnel administration, but involve employees in the so-called social network of Roscosmos. When, in addition to the fact that we evaluate them, we also receive feedback from them: how they evaluate the employer.

And if we talk about digital development, we cannot fail to mention artificial intelligence. Here, together with one of the market leaders, we are preparing two products. The first is an astronaut assistant on board the ISS, so that the research and testing that are carried out there are most effective. And the second area is the use of a neural network to improve the accuracy of Earth remote sensing (ERS) images. When mentioning this market, you asked about attracting private investors. The ERS market is precisely one of these areas.

What do you mean? That it is expensive for the state to constantly maintain an orbital group of 30-40 optical imaging devices in orbit. And here, by attracting private capital, we could unload the cost part of Roscosmos. For this purpose, together with the Ministry of Finance, on your instructions, we have provided the appropriate funds for the purchase of these services from qualified customers – government agencies. Thus, government customers buy highly detailed resolution, pay for it at a market rate, the same as on the world market, and at the expense of this money, private individuals return their CAPEX.

M. Mishustin: In the course of updating the Roscosmos development strategy, it is necessary, of course, to analyze the competitors' solutions. You yourself said that several countries are currently working in the field of space research, producing return stages. Therefore, it is necessary to look very carefully at where what solutions are used, and to prioritize the use of Russian products, software, in particular heavy software, automated design systems, life cycle systems as much as possible. It would be very good if this were implemented on Russian systems.

In terms of personnel, this is undoubtedly the most important issue. You mentioned personnel training. For the space industry, this takes a lot of time. Here, the artificial intelligence system will not replace the professionals who traditionally work in this field in Russia. These are people respected in society – astronauts, technicians, engineers, scientists.

New research into nutrition for patients undergoing radiation therapy

IAEA launchesnew five-year coordinated research projectto improve nutritional quality and clinical outcomes in patients undergoing radiation therapy. If this project can provide insight into how radiation therapy affects body composition and clinical outcomes, it will help guide cancer centers in implementing palliative care programs.

Research shows that 20-40 percent of cancer deaths are caused not so much by the cancer itself as by poor nutrition, so addressing nutritional issues will be critical to increasing survival.

Cancer remains a major global health problem, accounting for nearly 17 percent of deaths worldwide. It is a particularly pressing issue for people living in low- and middle-income countries (LMICs), who often have limited or no access to radiotherapy, a common treatment for many cancers.

To ensure that cancer care reaches those who need it most, the IAEA launched an initiative in 2022 "Rays of Hope"However, despite the potential effectiveness of radiation therapy, when treating some types of tumors it can lead to changes in body composition – this is the ratio of fat, muscle, bone and other tissues in the body – in particular muscle mass.

“Recent data, mainly from high-income countries, indicate that radiotherapy-induced changes in body composition lead to adverse clinical outcomes, including increased toxicity, treatment interruption and decreased survival,” says Timoaki Tamaki, Head of the IAEA’s Applied Radiobiology and Radiotherapy Section, Department of Human Health.

“It is noteworthy that only limited data are available from low- and middle-income countries, where cancer patients often face additional barriers to care and experience poorer treatment outcomes,” said Cornelia Loechl, Head of the Health-Related Nutrition and Environment Research Section, Division of Human Health, IAEA. “Raising awareness and promoting a better understanding of the proven clinical and economic benefits is essential to ensure continued investment in cancer nutrition.”

A new coordinated research project (CRP) will provide contextually relevant evidence to support nutrition considerations in cancer care. Specific research objectives include:

To assess the effects of radiation therapy on body composition and energy expenditure using nuclear techniques used in nutritional research; To study the etiologic factors associated with changes in body composition in patients undergoing radiation therapy; To investigate the effects of body composition on clinical, functional, and self-reported health outcomes in patients undergoing radiation therapy; To determine the efficacy and feasibility of assessing body composition to detect loss of muscle mass and strength (sarcopenia) in patients undergoing radiation therapy.

How to participate in this PKI

This CRP is open to all member countries. Research contracts will be awarded to LMICs, while high-income countries will be able to enter into research agreements. Participating institutions must meet the criteria specified in the Other Resources section.

Research institutes interested in participating in this CRP should submit their proposal for a research contract or agreement by email toIAEA Research Contracts Sectionno later than July 31, 2025, using the appropriate form at web portal DKI. The same form can be used for both a research and a technical contract. The IAEA encourages institutes to involve women and young professionals in their proposals to the extent possible.

Over 300 people evacuated after landslide on China-Nepal border

LHASA, July 9 (Xinhua) — More than 300 people, including Nepalese nationals, affected by a landslide in Gyirong County on the China-Nepal border have been evacuated, the county government of southwest China's Xizang Autonomous Region said Wednesday.

On Tuesday at 05:46, a landslide occurred near the Gyirong checkpoint. As a result of the incident, 11 people on the Chinese side went missing. After receiving the information, local authorities immediately launched a search and rescue operation.

Double success: the first graduates of SPbPU and Lanzhou University of Economics and Finance received diplomas

• Low risk level.

• Legal protection from claims of third parties.

• Possibility to appoint a successor.

• A minimum guaranteed return is established for the first 3 years of the contract.

• Possibility of transferring pension savings under the OPS to the PDS.

Joint projects of SPbPU and KRSU: contribution to the development of scientific potential

Another working visit of the Polytechnic University delegation to the Kyrgyz-Russian Slavic University (KRSU) took place. This time, the participants discussed joint events aimed at developing the scientific potential of KRSU. The delegation of SPbPU included the head of the Project Office "Slavic Universities" Nikita Golovin, associate professor of the Higher Engineering Physics School of the Institute of Economics and Technology Viktor Malyugin, representatives of the Higher School of Hydraulic Engineering and Power Engineering of the Institute of Scientific Research – Professor Natalia Politaeva and Associate Professor Alexander Chusov, as well as the head of the Quality Control Department Maxim Dyuldin.

The program of the visit focused on two main areas: the development of a comprehensive plan for the development of the High-Mountain Observatory of Atmospheric Physics of KRSU (VGOFAP) and the joint implementation of applied projects in the interests of KRSU’s industrial partner, Alliance Altyn LLC.

The high-mountain observatory is located in the north-east of Kyrgyzstan and is a unique scientific laboratory conducting scientific research in the field of atmospheric physics, ecology, climate change, interaction of geospheres, geodynamics and seismology. To get acquainted with the scientific equipment and areas of research, the Polytechnic delegation visited the observatory and assessed the capabilities of the infrastructure.

The Polytechnics also held a field meeting with the Vice-Rector for International, Scientific and Innovative Activities of KRSU and the Director of the Observatory Leonid Sverdlik, where they discussed the observatory's development directions and possible applied projects. Dean German Lotsev, Deputy Dean for Research Natalia Ershova and Director of the Scientific and Technical Center Dmitry Glazunov participated in the meeting on behalf of KRSU. The Polytechnic representatives proposed solutions to problems aimed at maintaining a safe environmental situation in the Issyk-Kul Lake area and in Bishkek.

In particular, they discussed a project to measure the parameters of dust aerosol flows (concentration, quantitative and granulometric composition of dust particles, direction and speed of dust flow transfer) based on the observatory, as well as dustiness within Bishkek (comparative diagnostics method). To do this, it is necessary to modernize the infrastructure and place additional equipment on the territory of KRSU in Bishkek. It is possible to use the existing mobile environmental laboratory of KRSU. The project will result in recommendations for improving the environmental situation. It is planned to involve specialists from the Civil Engineering Institute and the Institute of Electronics and Telecommunications in the work.

The Polytechnic delegation visited the scientific station of the Russian Academy of Sciences in Bishkek, which conducts research into modern geodynamic processes as a basis for earthquake forecasting, seismological research based on the digital telemetry seismological network in the territory of the Bishkek forecasting polygon and a number of other works related to seismic processes in the region. For KRSU, the scientific center is a partner for student practices and internships, as well as in conducting scientific work, including jointly with the High-Mountain Observatory of Atmospheric Physics of KRSU.

The station's director, Anatoly Rybin, introduced the polytechnicians to the laboratories, main areas of work and results. SPbPU professor Viktor Malyugin shared with his Kyrgyz colleagues proposals for the implementation of a joint (with KRSU and the RAS) applied project to develop fiber-optic sensors for measuring seismic activity and predicting catastrophic situations. Its goal is to measure displacements and stress distribution in the Issyk-Ata fault area (Bishkek is located in a seismically dangerous region, and most of the city is in the 8-9-point zone). In the future, it will be possible to use the measurement results to predict seismic activity in the region. It is planned to involve specialists from the Institute of Electronics and Telecommunications and the Institute of Power Engineering.

The final stage of the visit was an extended meeting of representatives of the two universities. The parties confirmed their interest in developing the infrastructure of the KRSU VGOFAP and implementing scientific and educational projects on its basis. The participants also discussed cooperation between the research groups of the universities and interaction with industrial partners. According to the roadmap of joint events of SPbPU—KRSU, by the end of 2025 they will develop a comprehensive plan for the development of the KRSU High-Mountain Observatory of Atmospheric Physics and determine the range of work, including the modernization of the scientific infrastructure.

In addition, a meeting was held with the industrial partner of KRSU "Alyans Altyn" to coordinate joint projects. At the first stage, SPbPU specialists will participate in the implementation of developments in three areas:

implementation of lean manufacturing principles to optimize processes, reduce losses and improve the efficiency of all departments (PISh CI SPbPU); automation and digitalization of production and management processes to improve efficiency, reduce costs and ensure transparency (Higher School of UKFS IKNK SPbPU); implementation of technologies and practices aimed at reducing the negative impact on the environment, based on environmental monitoring data (ISI SPbPU).

The meeting participants discussed the conclusion of contracts for R&D, as well as the involvement of students and young scientists in applied developments and industrial projects. The polytechnics shared their experience of cooperation with large industrial companies and gave recommendations on contractual work with Alliance Altyn. The parties agreed to consider in more detail the issue of opening a specialized scientific and educational center at KRSU together with a partner company.
