HANGZHOU, July 28 (Xinhua) — Typhoon Ko Mei, the eighth to hit China this year, re-intensified into a typhoon on Sunday evening after weakening into a low-pressure weather system as it approached eastern Zhejiang Province, the provincial flood and drought control headquarters said Monday.

Zhejiang provincial authorities have issued a Level 4 emergency response to the approaching typhoon, whose epicenter was about 700 kilometers southeast of Zhoushan city on Monday morning, with wind speeds of up to 18 meters per second.

The typhoon is expected to move northwestward at a speed of 15 to 20 km per hour and reach the eastern part of the East China Sea, approaching the coastal areas of Zhejiang Province with increasing intensity.

The approaching typhoon is forecast to bring heavy rain to coastal and northern parts of Zhejiang Province over the next three days, with the heaviest rainfall expected from Monday evening to Wednesday.

Professor of the State University of Management, member of the Council under the President of the Russian Federation for Interethnic Relations Vladimir Volokh spoke on all issues on the agenda, covering in detail the current challenges and opportunities associated with migration processes, and emphasizing the importance of a balanced approach to regulating migration. He supported practice-oriented proposals aimed at improving the mechanisms of adaptation and legal regulation of the targeted organized recruitment of foreign workers, and also proposed strengthening the vector of development of "public diplomacy" institutions in the sphere of regulating migration processes and strengthening the international positions of the Russian language in the activities of the Working Group.

TIANJIN, July 28 (Xinhua) — Participants in a meeting of quarantine phytosanitary control mechanisms of member states of the Shanghai Cooperation Organization (SCO), held recently in Tianjin, north China, learned about phytosanitary work and intelligent surveillance technologies at the port of Tianjin.

The meeting was organized by the General Administration of Customs (GAC) of the People's Republic of China. It was attended by more than 40 representatives of the SCO member states, the SCO Secretariat and diplomatic missions of the relevant member states of the organization accredited in China.

At the centralized inspection site of one of the international container terminals of the Tianjin port, guests from the SCO countries observed the process of customs inspection of a batch of fresh bananas delivered from Southeast Asia.

They asked numerous questions, including those related to random sampling of plant products, mutual recognition of electronic certificates, and the procedure for submitting products for inspection if pests and diseases are detected.

According to Dai Gongyuan, a local customs official, if there are no problems after inspection, the batch of bananas will hit supermarket shelves through a reliable logistics system in the Beijing-Tianjin-Hebei region in just one to two days.

Representatives of the quarantine phytosanitary control mechanisms of the SCO member states also visited the intelligent container terminal of Tianjin Port and the animal, plant and food testing center of Tianjin Customs, where they inspected transport robots based on artificial intelligence technology, an automatic nucleic acid extractor, a fluorescence PCR device and other equipment.

They noted the need for joint prevention and control of cross-border spread of plant epidemics, as well as commitment to promoting the digital transformation of the quarantine system.

China has been steadily expanding its imports of high-quality agricultural products from other SCO member states. According to the data of the State Customs Service of China, agricultural products worth a total of US$13.66 billion were imported to China from other SCO member states in 2024, with an average annual growth rate of 13.3 percent since the organization was founded in 2001.

In addition, to date, more than 290 types of plant-based products from other SCO member states have been approved for export to China.

BEIJING, July 28 (Xinhua) — China's National Development and Reform Commission (NDRC) said Monday it has allocated 50 million yuan (about 7 million U.S. dollars) to support flood relief efforts in north China's Hebei Province.

On July 24-27, 2025, the forum “KVN as a resource for the development of creative economies in the region” was held in the city of Kaliningrad. The organizer of the forum was the Methodological Center for the Study and Strengthening of the KVN Movement in Higher Education Institutions of the State University of Management.
