The Presidium (headquarters) of the Government Commission on Regional Development, headed by Deputy Prime Minister Marat Khusnullin, approved new applications for the implementation of projects financed with the use of treasury infrastructure loans (TIL).

"The majority of the application campaign for the implementation of projects under treasury infrastructure loans has been completed, so we have begun active work on approving projects so that the regions can promptly begin implementing them. All projects are socially significant. I thank the Ministry of Construction, the Territorial Development Fund, and the teams of governors for their responsible approach and carefully selected projects that will directly impact the quality of life of people and the comprehensive and long-term development of the region. The Deputy Prime Minister reported that, in particular, the headquarters approved an application for the construction of heating networks for apartment buildings in the developing microdistricts of Preobrazhensky and Radio Station in the urban-type settlement of Kaa-Khem in the Republic of Tyva with a KIK volume of 357.53 million rubles.

A treasury infrastructure loan in the amount of 1.14 billion rubles will be allocated for the construction of a gas boiler house and heating networks, the construction and reconstruction of sewer networks and a collector in Vologda, Vologda Oblast.

In the Irkutsk region, a CIC in the amount of 2 billion rubles has been approved for the construction of a sewer collector and reconstruction of a water pipeline.

In the Tula region, a 19.8 km long water supply system will be reconstructed; financing in the form of a CIC in the amount of 3.07 billion rubles has been approved for this.

Also, the Republic of Bashkortostan with a CIC volume of 8.51 billion rubles has been approved an application for the design and reconstruction of a water intake, the design and construction of a water pipeline and clean water reservoirs, gravity and pressure collectors, a sewage pumping station with a capacity of 44 thousand cubic meters per day.

In the Rostov region, a treasury infrastructure loan in the amount of 8.71 billion rubles will be used for the reconstruction of the storm sewer system of Rostov-on-Don.

In addition, the Penza Region has approved an application with a CIC volume of 2.58 billion rubles for the implementation of 4 projects. They include the design, construction and technological connection of public infrastructure facilities in Kuznetsk along Okruzhnaya Street and the Raiki microdistrict in Penza, as well as the design and construction of a main water pipeline in the area of Izmailova Street, Novo-Kazanskaya Street in Penza with a length of 440 m.

The Tambov Region has approved an application with a CIC volume of 917.45 million rubles for the construction of treatment facilities with a capacity of 10.7 thousand cubic meters per day.

The headquarters approved 3 projects for Krasnodar Krai with a CIC volume of 12.3 billion rubles. The funds are planned to be used for the reconstruction of treatment facilities in Anapa with a capacity of 100 thousand cubic meters per day, the construction of a sewage pumping station and a pressure pipeline and a main sewage collector in Krasnodar with a capacity of 400 thousand cubic meters per day.

Vasily Kupyzin, CEO of the Territorial Development Fund, the operator of the treasury infrastructure loan program, noted that the President has set the task of improving the quality of public services for 20 million Russians by 2030.

CHENGDU, Aug. 7 (Xinhua) — Chinese State Councilor Shen Yiqin announced the opening of the 12th World Games at a ceremony at the Tianfu International Conference Center in Chengdu, capital of southwest China's Sichuan Province, on Thursday evening.

Under the Tianfu Roof, the largest single wooden structure in Asia, stretching 430 meters, some 10,000 spectators greeted Shen Yiqin with thunderous applause as she officially declared the Games open. Also present at the ceremony were International World Games Association (IWGA) President Jose Perurena and International Olympic Committee (IOC) Executive Committee member Li Lingwei.

The 12th World Games will be held from August 7 to 17 under the theme of “Unlimited Sports, Countless Wonders”. This is the first World Games to be held in mainland China. Chengdu previously successfully hosted the 31st FISU World Summer Universiade in 2023.

A truly historic event was the torch relay of the World Games in Chengdu, which took place on July 26 at the iconic Sanxingdui Ruins Museum, the cultural “heart” of Sichuan Province. The relay involved 120 torchbearers.

The Chengdu World Games are the largest in history, with a record 6,679 athletes and officials from 116 countries and regions taking part. 3,942 athletes will compete in 256 disciplines across 34 sports.

NAIROBI, Aug. 7 (Xinhua) — A light aircraft carrying four people crashed in a residential area on the outskirts of Nairobi, Kenya's capital, on Thursday, the Kenya Civil Aviation Authority (KCAA) said in a statement.

According to official information, the air crash involved a Cessna Citation 560 air ambulance aircraft, tail number 5Y-FDM, which took off from Wilson Airport in Nairobi at 14:14 local time, heading to the city of Hargeisa in northern Somalia. The aircraft crashed in the Mwihoko area three minutes into the flight, it was reported.

The plane, which belonged to air ambulance service provider African Medical Research and Development Foundation (AMREF Flying Doctors), went down under unclear circumstances, KCAA CEO Emile Arao said, but did not provide any information on the fate of those on board.

Speaking at a handover ceremony in the Zimbabwean capital Harare, Zimbabwe's Deputy Minister of Public Service, Labour and Social Welfare Mercy Dinha thanked China for the donation of about 3,000 tonnes of rice and wheat, saying it would go a long way to helping vulnerable people.

BEIJING, Aug. 7 (Xinhua) — The Beijing Meteorological Department on Thursday issued a blue alert for rainstorms, forecasting heavy rainfall across the city.

The meteorological service predicts moderate to heavy rainfall from the morning to midnight on August 8, with particularly intense rainfall expected in suburban areas including Yanqing, Huairou, Miyun and Pinggu. Over the course of 24 hours, rainfall in these areas could reach more than 30 mm per hour, with some areas experiencing more than 100 mm per hour.

Almaty, Aug. 7 (Xinhua) — Kyrgyzstan and Uzbekistan will send 600 million cubic meters of water to Kazakhstan, the Interfax-Kazakhstan news agency reported on Thursday, citing Kazakh Deputy Prime Minister Kanat Bozumbayev.

The Deputy Prime Minister noted that a tense situation with irrigation water has developed in the south of Kazakhstan, which can be resolved thanks to agreements on the passage of approximately 600 million cubic meters of water.

KUALA LUMPUR, Aug. 7 (Xinhua) — Cambodia and Thailand reached consensus on the details of a ceasefire and signed a relevant agreement at an extraordinary meeting of the bilateral General Committee on Boundary Issues held in Kuala Lumpur on Thursday.

The meeting was attended by officials from Cambodia and Thailand, as well as representatives from China, Malaysia and the United States as third-party observers.

According to a joint statement following the talks held at the Malaysian Ministry of Defence, the parties agreed to a comprehensive ceasefire, including a ban on the use of all types of weapons against civilians, civilian objects and military targets, pledged to avoid unprovoked shelling of each other's positions and troops, and not to increase military presence along the border.
