New restrictions from 2026 – Russians with debts will be denied microloans

Why are the authorities introducing new restrictions for microloan lovers?

Additional restrictions on the market loans from MFO will be introduced at the initiative of the Central Bank of the Russian Federation. The State Duma explained the tightening of regulation by several reasons:

high level of indebtedness of the population – in 2024 alone, over 6.4 million people became new clients of microfinance organizations; easy access to microloans provokes Russians to make impulsive purchases; many borrowers find themselves in a debt hole, because they take out a new loan to pay off the previous one; also, due to low financial literacy, citizens fall into the trap of unscrupulous lenders and fraudulent companies.

Cooling the industry has been discussed by industry participants since 2024 – the Bank of Russia has planned a large-scale reform: MFIs are planned to be divided into three categories, which will determine the list of services offered and the amount of capital required.

How will the restrictions on issuing more than one loan work?

In 2026, it will become more difficult for Russians to get a loan from microfinance organizations – the State Duma is preparing to introduce several bans that will cool the market:

it will not be possible to have more than one loan in an MFI at the same time; a new microloan can be issued three days after the old debt is closed; the maximum overpayment will be reduced from 130 to 100% per annum; the authorities will introduce a three-day “cooling-off period” for microloans – this is already in effect for credit products of banks (money does not become available immediately after signing the contract).

“Tighter regulation could lead to the growth of the shadow segment, which will entail additional risks for borrowers – in pursuit of “easy” money, Russians could become victims of fraudsters,” experts express their concern.

Measures are also planned to be taken to combat illegal lenders – supervision of the industry will be strengthened and advertising of organizations that do not have a license but offer loans at high interest rates and property collateral will be prohibited. Such companies often disguise themselves as pawnshops and consignment shops, concealing fraudulent activity.

SPbGASU has summed up the final results of the admissions campaign

The Saint Petersburg State University of Architecture and Civil Engineering has summed up the final results of the 2025 admissions campaign. The university has not only recruited another class, but also confirmed its status as one of the key centers of attraction for future engineers, designers and architects of the North-West.

This year, the university opened its doors to 4,708 talented applicants. This figure speaks of the trust of applicants and their parents in the quality of education at SPbGASU.

The competition for budget places was especially intense, as always. 1930 people were able to successfully pass the competitive selection and become budget students. These are the most motivated and strong applicants, which guarantees a high level of future graduation.

Full-time education traditionally remains the most popular. 2,765 people are enrolled in it, and almost every second of them (1,237 students) will study at the expense of state funds.

The part-time and correspondence forms showed stable demand, bringing together 896 students. This format is ideal for those who combine education with work in their field, which is especially valuable in the construction and design industries.

The university is growing not only in breadth but also in depth, actively training highly qualified specialists and scientific personnel.

The Master's program accepted 955 people, and the vast majority (796 people) chose full-time education. It is important that 80 percent of full-time Master's students (637 people) will study on a budget, which indicates the priority of research training for the state.

The postgraduate program has been expanded by 92 new researchers. More than half of them (56 people) will work on their dissertations at the expense of budgetary funds.

The 2025 admission campaign has become another confident step forward for SPbGASU. The university not only maintains, but also increases its educational scale, offering high-quality programs for students with different educational trajectories – from a classic bachelor's degree to fundamental postgraduate studies.

A school building will be built in the Kotlovka district

A modern quarter will be built in Presnensky and Khoroshevsky districts

A decision was made on the comprehensive development of three non-residential development sites with a total area of 73.62 hectares in the Presnensky district of the Central Administrative District and the Khoroshevsky district of the Northern Administrative District. The corresponding resolution was signed by Sergei Sobyanin.

The reorganized areas are located along Zvenigorodskoe Shosse, between 3rd Magistralnaya Street and the Third Transport Ring. Currently, the territory houses outdated warehouses, administrative buildings and other facilities.

Over 3.2 million square meters of real estate will be built here — a modern city block, including residential complexes, public, business and social facilities, including schools for 4,050 students and kindergartens for 1,775 children.
