Tbilisi, Sept. 3 (Xinhua) — The Georgian Parliament on Wednesday approved the candidacy of Mamuka Mdinaradze for the post of head of the State Security Service (SSS) of the country at a plenary session.

According to information distributed by the press service of the legislative body, all 85 deputies present voted unanimously for the appointment of M. Mdinaradze.

Parliament Speaker Shalva Papuashvili congratulated the new head of the State Security Service on his appointment and expressed confidence in his ability to strengthen the national security system.

Prior to his appointment, M. Mdinaradze held the post of executive secretary of the ruling party “Georgian Dream – Democratic Georgia”.

He succeeds Anri Okhanashvili, who was appointed head of the SSS in April 2025 for a six-year term but resigned in August. According to the government, Okhanashvili will continue to work as an adviser to the prime minister on national security issues. –0–

ALMATY, Sept. 3 (Xinhua) — A concert dedicated to the 120th anniversary of the birth of Chinese folk composer Xian Xinghai and the 80th anniversary of the Victory in the World Anti-Fascist War was held in the Kazakh city of Almaty.

The event was organized with the support of the Consulate General of the People's Republic of China in Almaty and was held within the walls of the Kazakh State Academic Philharmonic named after Zhambyl.

Consul General of the People's Republic of China in Almaty Jiang Wei noted in her speech that Xian Xinghai is a shining pearl not only in the history of Chinese music, but also in the history of modern world music.

She also recalled that this year marks the 80th anniversary of the victory in the Chinese People's War of Resistance against Japanese Aggression and the World Anti-Fascist War.

“The peoples of China and Kazakhstan fought shoulder to shoulder on the anti-fascist front, defending peace throughout the world with their blood and their lives, which became our common historical memory and spiritual heritage… The Chinese side expresses deep respect to all international friends, including the people of Kazakhstan, who provided invaluable support to the Chinese people during the difficult years of the war,” the consul general said.

KHABAROVSK, Sept. 3 (Xinhua) — A photo exhibition titled "Shoulder to Shoulder – Towards a Common Victory" dedicated to the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War opened at the Platinum Arena in the Russian city of Khabarovsk on Tuesday.

The exhibition features 60 valuable historical photographs from the Xinhua News Agency, reflecting the glorious history of the Chinese People's War of Resistance against Japanese Aggression and the joint struggle of the Chinese and Soviet peoples against fascism and militarism. The event was attended by more than 400 representatives of the general public of the Khabarovsk Territory of Russia.

A large section of the exhibition is dedicated to the participation of Soviet volunteer pilots in the war against the Japanese invaders in China. From 1937 to 1941, over 2,000 Soviet soldiers took part in battles in the Chinese skies, and many of them gave their young lives. Among them was the commander of a squadron of Soviet bombers, Grigory Kulishenko. On October 14, 1939, he died in battle over Wuhan, when he was only 36 years old. A photo portrait of the hero is presented at the exhibition.

In addition, there are photographs dedicated to preserving the memory of the events of those years and the heroes. They show the visit of Soviet leaders to the memorial to the fallen pilots in Wuhan, the laying of flowers by the descendants of the heroic pilots, and touching meetings of Chinese and Russian veterans.

Many visitors were moved to tears. They said that through the photographs, they deeply felt the suffering and indomitable spirit of the Chinese people in the war of resistance. Preserving the memory of history and preserving peace for the future of humanity was the general sentiment that emerged among the visitors.

At the opening of the exhibition, the Consul General of the People's Republic of China in Khabarovsk, Jiang Xiaoyang, recalled that the leaders of China and Russia had reached an important consensus on mutual support in holding events in honor of the 80th anniversary of the Victory in World War II and in jointly defending its results. Deputy Prime Minister Dmitry Patrushev held a working meeting with the head of the Republic of Dagestan Sergey Melikov. The central topics were the achievements of the regional agro-industrial complex, as well as environmental issues, including the progress of projects in the field of solid municipal waste management and plans for infrastructure development.

The Head of the Republic of Dagestan spoke about the progress of the harvesting campaign. At the moment, grain harvesting in the region has been carried out on an area of about 103 thousand hectares. Sergey Melikov also reported record indicators in the field of agriculture. The growth rate of agricultural production in the republic over the past year amounted to more than 106% – this is the highest result in the last decade, which allowed the region to enter the top 10 subjects of the Russian Federation for this indicator. Speaking about the environmental protection sphere, the Deputy Prime Minister drew attention to the region's work in the sphere of solid municipal waste management. Three projects are being implemented in Dagestan. Dmitry Patrushev instructed to complete their construction within the timeframe agreed upon with the Russian Ministry of Natural Resources and the Russian Ecological Operator, since ensuring the comfort of citizens directly depends on this. In addition, timely completion of construction will also affect the achievement of the indicators of the national project "Ecological Well-Being".

As part of the national project "Ecology" in the Republic of Dagestan, work was carried out to eliminate unauthorized dumps, create solid municipal waste disposal facilities, clean water bodies and reforestation. According to Part 2 of Article 7 of Federal Law No. 353-FZ of 21.12.2013 "On Consumer Credit (Loan)" (hereinafter referred to as Law No. 353-FZ), if, when providing a consumer credit (loan), the borrower is offered additional services for a separate fee, rendered by the lender and (or) third parties, including life and (or) health insurance of the borrower in favor of the lender, as well as other insurable interests of the borrower, an application for the provision of a consumer credit (loan) must be completed in the form established by the lender, containing the consent of the borrower to the provision of such services, including the conclusion of other agreements that the borrower is obliged to conclude in connection with the consumer credit (loan) agreement. In such an application for a consumer credit (loan), the creditor is obliged to indicate the cost of the additional service of the creditor offered for a separate fee and must provide the borrower with the opportunity to agree or refuse to provide him with such additional service for a separate fee, including by concluding other agreements that the borrower is obliged to conclude in connection with the consumer credit (loan) agreement. The creditor is not allowed to make notes on the borrower's consent to the provision of additional services.

The specified provisions of Law No. 353-FZ are aimed at ensuring that the interests of the borrower are respected in terms of making an informed decision on the acquisition of additional paid services and preventing the creditor from taking actions that do not allow the borrower to make an informed choice or make it difficult.

In order to protect the interests of the borrower as the weaker party in the credit relationship, Law No. 353-FZ obliges the creditor to provide the borrower with the opportunity to freely express his/her will regarding the provision of additional paid services, and also prohibits the creditor from making notes on the borrower’s consent to the provision of additional paid services.

At the same time, in practice there are cases when the application for a consumer loan (credit) provides for a mark to be put only if the borrower does not agree to the provision of additional paid services. If the borrower does not put such a mark, it is considered that the borrower has given consent to the provision of additional paid services.

The use of unequal methods of expression by the borrower of his will regarding the provision of additional paid services is complex and confusing to understand, especially for the elderly and citizens with low financial literacy, and, as it seems, has as its actual goal the circumvention of the requirement of Part 2 of Article 7 of Law No. 353-FZ on providing the borrower with the opportunity to decide whether to agree to the provision of such services or to refuse them.

Thus, when implementing such a practice, the lender actually predetermines the borrower’s consent to the provision of additional paid services, which is unacceptable.

In connection with the above, taking into account that the obligation of the creditor to provide the borrower with the opportunity to agree or refuse to provide him with additional services for a separate fee, established in Part 2 of Article 7 of Law No. 353-FZ, is aimed at making an informed choice by the borrower regarding additional paid services, and this decision is an alternative for the borrower at a certain point in time, we believe that the appropriate practice would be to implement in the application for the provision of a consumer loan (credit) equivalent, easy-to-understand ways for the borrower to express his will.
