Denis Manturov held a meeting of the Supervisory Board of the Murmansk Arctic University.

First Deputy Prime Minister Denis Manturov held a meeting of the Supervisory Board of the Murmansk Arctic University (MAU). The event was attended by the Governor of the Murmansk Region Andrei Chibis.

Denis Manturov noted the successful conduct of the admission campaign. The number of applications for admission has doubled compared to 2024, and young people from 50 subjects of the Russian Federation, including the Donetsk and Lugansk People's Republics, expressed a desire to study at MAU.

"The educational and social infrastructure of the university has been significantly updated for the new academic year. 30 new facilities have been put into operation, and ten more are planned for commissioning in the coming months. The total funding for this item in 2025 will be about 740 million rubles – these are almost entirely extra-budgetary funds attracted through industrial partners," Denis Manturov noted.

The meeting participants discussed the progress of the university development program in 2025.

"The canteen in the main building of the MAU has undergone major repairs and has been equipped. We have opened a training complex for the fight for the ship's survivability – the first stage of the Coastal Training and Simulator Center. This is the only such complex among Russian civilian maritime universities, and from this year it will already accept cadets. It is important not to slow down the gained pace," said Andrey Chibis.

The First Deputy Prime Minister outlined the key task until 2030 – the creation of a world-class campus in Murmansk, which will become a center for training personnel for the development of Arctic territories.

Deputy Prime Minister Dmitry Chernyshenko launched a series of thematic programs “Platform of the Future: 100 Projects of Russia” at the National Center “Russia”. They are dedicated to the results in achieving the national development goals established by Decree No. 309 of the President of Russia Vladimir Putin.

The cycle of eight meetings, which will run from September to December 2025, will be dedicated to the presentation of key initiatives covering the social sphere, infrastructure, ecology, industry, economy and culture.

Dmitry Chernyshenko spoke about projects for children and youth within the framework of the national goal “Realization of the potential of each person, development of their talents, education of a patriotic and socially responsible individual.”

"Our actions together will determine how much the future will correspond to the image of the result set by President Vladimir Putin. The head of state defined it in the form of national development goals for Russia until 2030. The most important and special thing is the realization of the potential of each person. Our task is to create conditions so that you want to study, study, create, develop in the areas that interest you. This year, on the instructions of the President, a new national project "Youth and Children" was launched, and it included 183 events that provide more than a hundred – I think, thousands of opportunities," said Dmitry Chernyshenko.

The Deputy Prime Minister noted that the Government is building a comprehensive support system that covers various areas. These include the creation of reliable basic living conditions, the development of educational infrastructure at all levels – from kindergarten to postgraduate studies, broad opportunities for development and self-realization, volunteer and socially useful activities.

Thus, over the past five years, 1.7 thousand schools have been built and more than 5 thousand have been renovated. By 2030, another 12 advanced schools and at least 25 world-class university campuses should be created (at least 40 by 2036). The “Professionality” program is already being implemented throughout the country.

Dmitry Chernyshenko spoke about the wide range of opportunities for self-realization of young people in Russia, which are provided, among other things, by the presidential platform "Russia – the Country of Opportunities", the development program "Another Thing", as well as 17 year-round youth educational centers. Rosmolodezh forums are held throughout the country in various areas, this year there are 27 of them.

In addition, the "Big Change" is held – a competition of the "Movements of the First". This is the most massive children's and youth movement in Russia, with over 12 million participants.

Young people can also become participants in a large-scale volunteer movement. More than 1,000 “Dobro.Centers” and about 3,500 headquarters have been opened across the country.

"Your energy, determination, desires and talent of youth are the main resource of our country, which will help us achieve the goals set by the President. Therefore, dare, create, search, try – the road will definitely be mastered by the one who walks! You will succeed. We boldly look to the future and move forward!" – said the Deputy Prime Minister.

The presentation of projects aimed at achieving national goals and included in the national project "Youth and Children" was held by the heads of ministries and departments, as well as the heads of specialized public organizations. They are aimed at revealing the potential and developing the talents of each person, as well as raising patriotic and socially responsible citizens who deeply respect and preserve the traditional spiritual, moral, cultural and historical values of the country.

Minister of Education Sergey Kravtsov presented the “Ticket to the Future” project, thanks to which a unified model of early career guidance is in effect in schools.

"We are implementing the course "Russia – My Horizons" in all schools for more than 8.5 million students in grades 6-11. Starting from the 2025/2026 academic year, a regional career guidance program will be approved in each region. It takes into account the needs of the labor market of a particular region and local employers. More than 6 million schoolchildren have registered on the single portal for career guidance for schoolchildren "Ticket to the Future" since 2021. Students have completed over 13 million career guidance diagnostics. We strive to actively attract employers, and more than 13 thousand are already participating in career choice events," said Sergey Kravtsov.

The head of Rosmolodezh Grigory Gurov noted that from September 17 to 21, the World Youth Festival will take place in Nizhny Novgorod, which will bring together 2,000 participants from Russia and 120 countries.

"International youth cooperation is one of the main areas of our work within the framework of the largest national project "Youth and Children", which provides opportunities for self-realization for 50 million young people. A separate federal project "Russia in the World" is dedicated to this. The World Youth Festival, which last year brought together 20 thousand young people from 190 countries, opened a new stage in the development of cooperation with other countries. On behalf of the President of Russia, the legacy of the WYF is preserved and expanded. New projects that we are implementing together with our foreign partners are designed to show that Russia is a country of opportunities, where every person can realize their talents, make their dreams come true," said Grigory Gurov.

Deputy Minister of Science and Higher Education Denis Sekirinsky recalled that Russian President Vladimir Putin set the task of ensuring the country's global leadership in science, technology and innovation. Thus, in the science city of Koltsovo in the Novosibirsk Region, the Center for Collective Use "Siberian Ring Photon Source" (SKIF) is being built. It is a complex of 34 buildings and structures, as well as engineering and technological equipment, ensuring the implementation of scientific research on synchrotron radiation beams.

"Without science, it is impossible to build the present and especially the future of the country. The creation of megascience class installations, such as SKIF, is one of the key tools on the path to achieving technological leadership and competitiveness of our country on the world stage," Denis Sekirinsky emphasized.

The final of the high-tech championship will be held in Veliky Novgorod from September 17 to 21, 2025. This year, the competition is dedicated to ensuring national security and the use of dual-use technologies.

Deputy Prime Minister Dmitry Chernyshenko noted that Russian President Vladimir Putin has set a national goal – ensuring and achieving technological leadership of the country. This requires an influx of qualified personnel into strategically important industries.

"As part of the federal project "Professionality" of the national project "Youth and Children", a high-tech championship is being held, where competencies in demand by the Russian economy are being improved. Each year, the championship covers new relevant areas. This season, these are issues of national security and the use of dual-use technologies. This year, more than 2.3 thousand people from 52 regions of Russia took part in the regional stage of the championship. 144 of the best of the best – college and technical school students, as well as high school students – reached the final. We expect that a total of 15 thousand people will take part in the events of the championship final," the Deputy Prime Minister said.

The organizer of the championship is the Ministry of Education, the federal operator is the Institute for the Development of Professional Education.

The competition program will be organized according to 15 innovative competencies, united into five blocks: “Unmanned Systems Technologies”, “Production and Engineering Technologies”, “Medical Technologies”, “Agriculture and Agricultural Technologies”, and “Information and Communication Technologies”.

194 industrial experts took part in developing the competition tasks and evaluating the works at the regional stage. 119 college and technical school students, as well as 25 schoolchildren from 41 regions of the country, reached the championship finals.

"We are proud that the SPO system, celebrating its 85th anniversary, is developing dynamically to meet the most pressing demands of the economy. It is important that thanks to projects such as the High Technology Championship, we can work ahead of the curve: promptly update educational standards and programs so that training in colleges and technical schools corresponds to the spirit of the times and keeps pace with modern technologies. This year, the finalists will demonstrate their knowledge and skills in such areas as cyber-immune security, industrial robotics, and the study of new substances and materials. It is precisely such competitions that give a powerful impetus to the development of the modern SPO system, strengthen ties with employers, and open the way for young people to the sought-after professions of the future," emphasized Minister of Education Sergey Kravtsov.

Veliky Novgorod will host the final of the high-tech championship for the third time.

"Each time, the championship expands its horizons and proves that the future of high technology and its superiority has already arrived. The development of secondary vocational education is one of the main tasks set by the President of Russia Vladimir Vladimirovich Putin. For this purpose, new specialties are opened in colleges and technical schools. We continue to develop the infrastructure – update production workshops, repair educational buildings and student dormitories," said Acting Governor of the Novgorod Region Alexander Dronov.

The championship events include not only a competitive program, but also a business program, as well as a series of career guidance events for schoolchildren.

"The High-Tech Championship is one of the most striking projects in the secondary vocational education system. As the federal operator of the championship movement, we see our key task in ensuring the accelerated development of the project, expanding partnerships with leading Russian companies, and forming a list of innovative competencies that meet the needs of the country's economy," commented Sergei Kozhevnikov, Rector of the Institute for the Development of Professional Education.

The partners of the high-tech championship will be the Prosveshchenie Group of Companies, Sberbank, 1C, R-Pharm, Natsproektstroy, Sibur, Roscosmos, Rostec, UAC and others.

The All-Russian championship movement in professional skills "Professionals" includes the "Professionals" championship and the high-tech championship. It is aimed at supporting talented youth, strengthening human resources and ensuring Russia's technological sovereignty. The organizer is the Ministry of Education, the federal operator is the Institute for the Development of Professional Education.

The High-Tech Championship is a design bureau of new professions. Competitions are held in innovative competencies that are in demand in the conditions of high-tech production and the digital economy.

The competition is held within the framework of the federal project "Professionalism", which since 2025 has been part of the national project "Youth and Children".

Tatyana Golikova: All-Russian Occupational Safety Week is of particular importance in the context of solving strategic tasks to strengthen human capital

Translation. Region: Russian Federal

Source: Government of the Russian Federation – Government of the Russian Federation –

An important disclaimer is at the bottom of this article.

The main strategic theme of the business program of the All-Russian Occupational Safety Week 2025 is "National Preservation – a Guarantee of Sustainable Development". The forum will bring together over 10 thousand managers and specialists from federal and regional authorities, leading employers, representatives of trade unions, the scientific and expert community to develop consolidated solutions on current issues of ensuring safe working conditions and maintaining the health of workers.

As Deputy Prime Minister and Chairperson of the VNOT Organizing Committee Tatyana Golikova noted, the central theme of the anniversary week is more relevant than ever in light of the implementation of the new national project and the tasks of strengthening human capital.

"In the context of solving strategic tasks to strengthen human capital, the All-Russian Occupational Safety Week is of particular importance. It is a key platform for developing solutions that directly affect one of the main goals of the national project "Personnel" – preserving the lives and health of workers. Saving the people is not an abstract goal, but specific work on introducing modern safety standards at every workplace. The sustainable development of our economy and the well-being of every citizen of Russia depend on how effectively we use the best practices and technologies presented here in Sirius," said Tatyana Golikova.

The forum programme includes plenary sessions and round tables devoted to the discussion of strategies for increasing labour productivity, issues of platform employment and achieving national goals in the field of human capital.

According to the Minister of Labor and Social Protection Anton Kotyakov, the successful implementation of national projects and the training of personnel needed by the economy in the future is impossible without close cooperation between the state and employers.

"This year we are launching the tenth anniversary All-Russian Occupational Safety Week. Our goal is to assess the changes that have occurred over the year, to talk about the opportunities that have been added to the social and labor sphere. Thanks to our concerted efforts, against the backdrop of the growing importance of labor protection as a factor in the attractiveness of jobs and saving working time, we see positive dynamics. The result achieved in recent years has become possible due to many years of constructive interaction between all parties involved in the work at the VNOT forum: businesses, government agencies, employers and trade unions. This year, VNOT is planned to be visited by over 10 thousand people, including over 2 thousand guests from foreign countries. The business program includes over 150 events dedicated to current issues of labor protection and employment. About 200 companies will take part in the industry exhibition of the forum. The VNOT platform, which traditionally brings together representatives of leading Russian companies, is the best place for dialogue and development of solutions on these issues," emphasized Anton Kotyakov.

According to the Advisor to the President of Russia Anton Kobyakov, the agenda of the All-Russian Occupational Safety Week is becoming more and more extensive every year, and its international component is growing from year to year.

"Over the years of its existence, the All-Russian Occupational Safety Week has evolved from a conference into the country's main forum on social protection, occupational safety, industrial safety and other issues of supporting working people. About 10 thousand participants are expected at the anniversary forum, and it is planned to increase the number of foreign guests, manufacturing, consulting companies and participants in the exhibition of manufacturers of personal protective equipment," he noted.

The All-Russian Occupational Safety Week will open with Youth Day. Its program includes career quizzes, master classes on developing flexible skills, networking and case championships aimed at attracting young specialists to the industry and forming a personnel reserve. On the same day, September 15, a meeting of the BRICS network of countries on occupational safety will be held, which emphasizes the importance of the practical implementation of political dialogue and the establishment of business ties between Russian and international companies on the sidelines of the forum.

The central event of the anniversary week will be the strategic plenary session on September 16. The session will focus on systemic issues of increasing labor productivity through the prism of safety, challenges of platform employment, as well as national development goals in the field of human capital. Participants will discuss the integration of approaches to labor protection into the overall strategy of the country's socio-economic development, measures to reduce professional risks and create a culture of prevention in production.

The forum will pay special attention to the digital transformation of occupational safety. This topic will be covered in separate sessions, such as "Safety Technologies: Digital Transformation in Occupational Safety and Human Resources Management" and "Innovative Digital Solutions to Achieve Zero Injuries", focusing on practical tools.

A significant block of the program is addressed to small and medium businesses. Entrepreneurs will be offered step-by-step algorithms for building occupational safety management systems, analysis of economic aspects, features of conducting a special assessment of working conditions and organizing training taking into account limited resources.

At the session "New approaches to the risk-oriented model of supervision in the sphere of labor", experts together with representatives of control and supervisory authorities will discuss the evolution of the supervision system aimed at preventing violations. Special attention will be paid to the issues of accident investigation and law enforcement practice.

Also at VNOT-2025, special attention will be paid to modern personal protective equipment (PPE) as an important element of the labor protection system. Experts will discuss the risks associated with poor-quality PPE at a thematic session with the participation of regulatory authorities and business representatives. A spectacular event will be a fashion show of PPE, demonstrating that protective clothing can be not only functional, but also stylish. The latest PPE developments will be presented at a large-scale exhibition.

In addition, the program includes awarding the winners of all-Russian competitions in the field of labor protection. The forum will also pay attention to the development of human resources, including support measures provided by the national project "Personnel", and issues of maintaining the health of employees, including the introduction of health-saving technologies in production.

Let us recall that VNOT-2025 will be held from September 15 to 18 at Sirius University in the Sirius federal territory (Krasnodar Krai).
