SHIJIAZHUANG, Dec. 30 (Xinhua) — Twenty-one suspects, including senior staff at a nursing home, have been handed over to judicial authorities for criminal investigation following a fire in April this year that killed 20 people.

A fire broke out on April 8 in a nursing home in Longhua County, Hebei Province, North China, where 39 elderly people were living at the time.

According to a report released Tuesday by the provincial Fire and Rescue Service, the fire was caused by a short circuit in an extension cord. The emergency was detected too late, the walls in the hallways were not fireproof enough, and the automatic fire suppression system partially malfunctioned, resulting in numerous casualties.
