Beijing, September 19 (Xinhua) — Infrastructure improvements have been comprehensive across the board in Northwest China's Xinjiang Uyghur Autonomous Region, according to a white paper published Friday by the State Council Information Office, titled "The CPC's Strategy for Governing Xinjiang in the New Era: Practices and Achievements."

In order to optimize the location, structure, functions and system integration of infrastructure, the region carried out overall planning for the construction of 10 networks, including railways, highways, aviation, energy, natural gas, logistics and computing, the White Paper says.

According to the document, the operational length of Xinjiang's railways as of 2024 was 9,202 km, up from 4,914 km in 2012. The region's railway network covers all prefectures and over 80 percent of counties.

The Xinjiang Autonomous Region's highway network also expanded from 165,900 km in 2012 to 230,000 km in 2024, covering all prefectures and over 90% of counties.

There are currently 595 civil aviation routes in Xinjiang, 25 of which are international and connect 17 countries and regions. A network of routes covering all of Xinjiang has now been largely established.

Furthermore, according to the document, an information highway is being developed, with the current length of fiber-optic cables amounting to 1.78 million kilometers. All cities are connected by 5G networks, and villages by broadband internet.

Beijing, September 19 (Xinhua) — Northwest China's Xinjiang Uyghur Autonomous Region (XUAR) has consciously integrated its regional opening-up strategy into the country's overall plan for opening up to the West. This was stated in a white paper published Friday by the State Council Information Office, titled "The CPC's Strategy for Governing Xinjiang in the New Era: Practices and Achievements."

Xinjiang aims to carve a "golden path" across the Eurasian continent and create a channel for openness to the West, the document says.

According to the White Paper, Xinjiang has successfully established broad channels for opening up to the outside world. Nineteen checkpoints have been opened, including the Khunjerab checkpoint, which is now open year-round.

In 2024, 16,400 freight trains passed through Xinjiang on international China-Europe rail routes. This means the number of such trains passing through Xinjiang annually has exceeded 10,000 for five consecutive years, according to the white paper.

The number of countries and regions that are Xinjiang's trade and economic partners has also increased significantly, from a small number in the 1950s to 196 in 2012, and rose to 211 in 2024, according to the document.

The platform for openness is constantly being improved. In October 2023, the establishment of the China Xinjiang Pilot Free Trade Zone was approved, with over 9,000 enterprises relocating there over the following year. The combined import and export volume of these companies accounted for over 30 percent of the Xinjiang Uygur Autonomous Region's total foreign trade.

In 2025, the Polytechnic University's Open Education Center celebrates its 10th anniversary. The journey from the first experiments with posting educational materials on a website to the creation of a full-fledged digital educational environment, "Open Polytechnic," and the launch of over 150 online courses on the national platform was both challenging and rewarding. Svetlana Kalmykova, head of the Open Education Center, spoke with the newspaper "Polytechnic" about the origins and success of distance learning at the Polytechnic University, and the projects that have become the Center's key focus.

This interview is both a look into the past and a conversation about the future, but most importantly, it is the story of Svetlana Vladimirovna herself.– a person for whom education has become a matter of life.
