Deputy Prime Minister and Chief of the Government Staff Dmitry Grigorenko held a working meeting with representatives of digital platforms from Russia and China at the World Expo for Digital Commerce in Hangzhou. The key topic of the dialogue was a discussion of current trends in digital economy regulation and the exchange of experience between the two countries.

The meeting focused on a new federal law adopted in Russia in July of this year, which establishes basic rules for regulating digital intermediary platforms. The law aims to increase the transparency of online platforms and protect consumer rights. Key innovations include mandatory identification of sellers through state information systems, as well as a ban on the distribution of certain categories of goods, such as dietary supplements and medications, without a state registration certificate.

According to the law, foreign platforms must also comply with the new rules. To this end, foreign partners are required to establish branches or representative offices in Russia.

"Next year, a law regulating the platform economy will come into force, including new rules for foreign platforms. It's important for us to coordinate our efforts with our Chinese partners to ensure the practical implementation of these regulations and the protection of citizens' interests on digital platforms," noted Dmitry Grigorenko.

Russia was one of the first countries to adopt a law regulating the platform economy. This July, Russian President Vladimir Putin signed the law. The new measures will come into effect on October 1, 2026.

The meeting was attended by Minister of Economic Development Maxim Reshetnikov and Minister of Digital Development Maksut Shadayev, as well as representatives of the largest e-commerce platforms from Russia and China.

On World Tourism Day, Deputy Prime Minister Dmitry Chernyshenko and Minister of Economic Development Maxim Reshetnikov congratulated industry workers and travelers and presented tourist data for the first eight months of this year.

The Deputy Prime Minister noted the significance of the achieved indicators.

"According to Rosstat, the number of tourist trips within Russia increased by 5% over the first eight months compared to the same period last year, exceeding 61 million. In our country, measures under the national project 'Tourism and Hospitality' are helping to develop domestic tourism. Thanks to them, regions are improving infrastructure and creating new tourism products. This contributes to the goal set by President Vladimir Putin of ensuring that tourism accounts for 5% of the country's GDP and 140 million tourist trips by 2030," said Dmitry Chernyshenko.

He wished Russians to travel more, discovering the beauty and sights of the country.

Dmitry Chernyshenko added that, thanks to support measures from the federal government, positive trends have been maintained for the fifth year. Following a decline caused by the coronavirus pandemic, the number of tourist trips is steadily growing: 66.5 million in 2021 (40% more than in 2020), 73.1 million in 2022 (almost 10% more than in 2021), 83.6 million in 2023 (14% more than in 2022), and 90 million in 2024 (almost 8% more than in 2023).

Last year, 2024, was a record year for tourist trips across Russia, with the number increasing by 37% compared to 2021.

Based on the results of the first eight months of 2025, Moscow (8.2 million trips), Krasnodar Krai (6.5 million), and St. Petersburg (4.8 million) traditionally received the largest number of tourists. The top six also included the Moscow Region (3.8 million), the Republic of Tatarstan (2 million), and the Republic of Crimea (1.8 million). Particularly impressive growth rates were demonstrated by regions actively developing tourism infrastructure: the Karachay-Cherkess Republic, the Republic of Adygea, the Republic of Kalmykia, Tver Oblast, and the Jewish Autonomous Oblast.

"It's encouraging to see domestic tourism growing in popularity. This shows that our efforts to diversify the tourism market are paying off," commented Maxim Reshetnikov.

On World Tourism Day, celebrated on September 27, Dmitry Chernyshenko and Maxim Reshetnikov also congratulated industry workers and travelers.

"I congratulate all industry representatives on this holiday. I wish you creative and professional growth, new ideas, health, and inspiration. I am confident that through our joint efforts, we will make our regions even more attractive for travel," the Deputy Prime Minister said.

"I express my gratitude to everyone who contributes to the development of the tourism industry. Through the combined efforts of the government, regions, and businesses, the industry will continue to build its potential, facilitating economic growth and creating a comfortable environment for millions of tourists," Maxim Reshetnikov noted, addressing tourism industry workers.

UN High Commissioner for Human Rights Volker Türk said on Monday that he was appalled by the brutal actions of security forces against protesters in Madagascar. At least 22 people have been killed and more than 100 injured.

The victims included demonstrators and bystanders. Some were killed by security forces, while others died as a result of the widespread violence that followed the protests, perpetrated by individuals and gangs unaffiliated with the protesters.

Residents of Madagascar have taken to the streets to protest water and electricity shortages. The protests are now in their fifth day.

"I urge the authorities to ensure respect for the rights to freedom of speech and peaceful assembly in accordance with their obligations under international law," Türk said.

Peaceful protests began in the capital, Antananarivo, on September 25. Law enforcement responded with violence, using tear gas, beating, and arresting demonstrators. Some police officers reportedly also used live ammunition. Protests eventually erupted in eight major cities across Madagascar.

"I call on security forces to refrain from using unnecessary and disproportionate force and to immediately release all arbitrarily detained protesters," Türk said.

Speaking about the use of firearms, the High Commissioner recalled that “law enforcement officials may use them only when strictly necessary to protect life or prevent serious injury.”

Türk also called on the Madagascar authorities to conduct a prompt, thorough, independent and transparent investigation into the violence and bring those responsible to justice.

Reducing food waste benefits society, the economy, and the planet.

September 29, 2025 Sustainable Development Goals

Around 733 million people worldwide are hungry. Yet, more than a billion servings of edible food are wasted every day. This amount of food would be enough to feed everyone suffering from hunger at least once a day. The UN reminds us of this on the International Day of Awareness of Food Loss and Waste, celebrated on September 29.

Globally, about 13.2 percent of food produced is lost between harvest and retail, with households, food service establishments and retail outlets losing about 19 percent – or 1.05 billion tonnes – of the world's total food supply.

Food loss and waste lead to higher prices. Furthermore, food waste ending up in landfills is a source of greenhouse gas emissions, accelerating climate change.

“By taking action to reduce food loss and waste, we can achieve a triple win: improving food security and nutrition, providing economic benefits to producers, businesses and consumers, and reducing environmental and climate impacts while protecting biodiversity and reducing pollution,” said Qu Dongyu, Director-General of the Food and Agriculture Organization (FAO), at a special event co-organized with the United Nations Environment Programme (UNEP) at FAO headquarters in Rome.

UN agencies are calling on governments, businesses, producers, consumers, and the research community to take action. This means fostering innovation, integrating circular economy principles into agricultural and food systems, scaling up successful solutions, and changing consumer behavior.

What each of us can do:

Plan your shopping so you only buy what you need. Store food properly, extending its shelf life. Pay attention to "best before" and "best before" labels. Prepare food in reasonable quantities and store any excess, such as by freezing. Donate excess food to those in need. Compost food scraps.

The UN Security Council meeting on the Middle East acknowledged the deepening crisis in the Palestinian territories.

September 29, 2025 Peace and security

The UN Deputy Special Coordinator for the Middle East Peace Process, Ramiz Alakbarov, presented to the Security Council the Secretary-General's report on the implementation of Resolution 2334 (2016), concerning Israel's settlement activities in the occupied territories. The document covers the period from June 18 to September 19, 2025, and documents the further escalation of the situation in the Gaza Strip, the West Bank, and East Jerusalem.

Resolution 2334 demands that Israel immediately cease settlement construction in the occupied Palestinian territories. However, according to Alakbarov, "settlement activity has nevertheless accelerated." During the reporting period, approximately 20,810 residential units were built or approved for construction.

Alakbarov particularly noted the progress of settlement plans in the E1 area (a 12-square-meter area between Jerusalem and Maale Adumim), which, according to him, if implemented, “will effectively sever the connection between the northern and southern parts of the West Bank, further undermining the integrity of a future Palestinian state.”

House demolitions and evictions

Israeli authorities have accelerated the demolition of Palestinian homes, citing a lack of building permits, which are virtually impossible to obtain. Over the course of three months, 455 properties were demolished or confiscated, displacing 420 people, including 175 children.

"I call on the Israeli government to stop the demolition of Palestinian structures in accordance with its international obligations," Alakbarov said.

Escalation of violence

The report recorded an increase in civilian casualties. In Gaza, according to the Ministry of Health, at least 7,579 people were killed and more than 37,000 wounded during the reporting period, the majority of whom were women and children.

Israel reported the deaths of 37 soldiers. According to Israeli authorities, Hamas continues to hold 48 hostages. There are grounds to believe that 25 of them are dead.

"I am appalled by the escalation of Israeli military operations throughout the Gaza Strip, which is leading to an unprecedented number of casualties and destruction," Alakbarov said. He condemned the killing of civilians and emphasized that "collective punishment of the Palestinian people" cannot be justified and must stop immediately.

According to the rapporteur, there has also been an alarming increase in violence in the West Bank. During the reporting period, 46 Palestinians were killed, including 12 children, and nearly 900 were injured. According to Israeli data, seven Israelis were killed and another 62 were injured in Palestinian attacks.

Humanitarian disaster

The UN has confirmed a famine in Gaza – the first in the history of the Middle East. More than half a million people are on the brink of starvation.

"The famine in Gaza is a man-made disaster," Alakbarov said, calling on Israel to ensure the unimpeded delivery of humanitarian aid.

The report noted the Palestinian Authority's steps towards internal reforms, including preparations for elections to the National Council and the drafting of an interim constitution.

Alakbarov called for an immediate ceasefire and a return to political dialogue.

"The UN stands ready to support all efforts to advance a just, comprehensive, and lasting peace," he said. "The ongoing catastrophe and suffering of the past two years underscore the absolute need to take urgent steps that will end the illegal occupation and allow Israelis and Palestinians to return to a path to resolving the conflict in accordance with international law and UN resolutions."

On September 27, Russia celebrates a professional holiday: Day of the Teacher and All Workers in the Preschool Education System. This day is intended to highlight the immense importance of the work of those who lay the foundations of a child's personality and help them take their first steps into the world of knowledge. Deputy Prime Minister Dmitry Chernyshenko and Minister of Education Sergei Kravtsov congratulated Russian teachers on this professional holiday.

"Our President, Vladimir Vladimirovich Putin, has repeatedly emphasized the important role of education in the development of individuals and society. Today, over 637,000 teachers work in Russia's preschool education system. These are incredibly responsible, caring, and attentive people who instill traditional values in our children and foster a continued interest in learning and exploring the world. I thank each of them for their contribution to shaping our future—the younger generation. And congratulations on your professional holiday! I wish you responsive students and parents, bright ideas, an inexhaustible passion for your work, and as many reasons as possible for joy in each day," the Deputy Prime Minister noted.

Dmitry Chernyshenko added that the "Teachers and Mentors" federal project, part of the "Youth and Children" national project, includes a range of support measures aimed at enhancing professional status and creating comfortable working conditions.

The Deputy Prime Minister reported that there are more than 32,000 independent kindergartens and over 44,000 organizations implementing preschool education programs in the country.

The industry's human resources potential is impressive in its diversity and professionalism.

"The profession of a teacher requires not only the highest level of professionalism but also boundless generosity of spirit. We place special emphasis on creating conditions for the continuous professional growth of preschool teachers. One of our most important tasks is to provide them with all the necessary resources and teaching materials to ensure that their work in kindergarten is modern, engaging, and effective," added Minister of Education Sergey Kravtsov.

Professional excellence competitions are an important tool for enhancing the prestige of the profession and disseminating best practices. These competitions identify talented teachers and innovators in their field, and provide an opportunity for the entire professional community to adopt best practices. The main competition in the preschool education system is "Teacher of the Year in Russia."

Educator's and All Preschool Workers' Day has been celebrated in Russia since 2004. The date of September 27 was chosen for a reason: on this day in 1863, the first kindergarten in Russia opened in St. Petersburg.

The so-called visits organized by Taiwanese authorities are futile attempts to challenge the one-China principle, the Chinese Foreign Ministry said.

Beijing, September 29 (Xinhua) — Taiwanese authorities' attempts to send people to other countries on so-called private or unofficial visits cannot change the fact that Taiwan is part of China, nor the international community's fundamental commitment to the one-China principle, Chinese Foreign Ministry spokesperson Guo Jiakun said on Monday.

Guo Jiakun made the announcement at a regular press briefing.

He noted that the Lai Qingde administration sends envoys in so-called private or unofficial capacity to other countries under the pretext of developing economic, trade, scientific, technical, and cultural contacts. Through these visits, the Taiwanese authorities relentlessly spread lies and absurd ideas to advance their separatist agenda, actively recruit external forces to support their quest for "Taiwan independence," and futilely attempt to conceal their political incompetence through self-aggrandizement.

According to the official spokesperson, these clumsy performances merely allow the international community to once again see the ugly nature, malicious designs, and dirty methods of the Taiwanese administration. They cannot change the fact that Taiwan is part of China, nor the international community's fundamental commitment to the one-China principle.

"We emphasize once again that there is only one China in the world, Taiwan is an inalienable part of Chinese territory, and the government of the People's Republic of China is the sole legitimate government representing all of China," Guo Jiakun emphasized. He emphasized that this is the prevailing consensus of the international community and the fundamental norm of international relations, and the one-China principle is the prerequisite and foundation for the establishment and development of diplomatic relations between the PRC and all other countries.

According to the diplomat, some Western politicians, driven by selfish interests, stubbornly seek official contacts with Taiwan, which inevitably impacts mutual trust and mutually beneficial cooperation between their countries and China.

“We call on the relevant countries to honor their political commitments to China, demonstrate their commitment to the one-China principle in practice, take measures to disassociate their respective politicians from Taiwan separatists, and not persist in confronting the Chinese people, who number more than 1.4 billion.

Nothing will stop the Chinese people from achieving the just cause of national reunification, Guo Jiakun said, noting that the international community's shared commitment to the one-China principle will remain unwavering.

“Any attempt to challenge the one-China principle, the rule of international law, or the international order will be collectively rejected by the entire Chinese nation and the people of any peace-loving country that upholds justice,” the official added. –0–

Ukraine: Children injured in another massive attack

September 29, 2025 Peace and security

Four people, including a teenage girl, have reportedly been killed in massive Russian airstrikes last night that continued into the early hours of Monday morning.

According to Ukrainian authorities, the attack lasted about 12 hours and involved the launch of nearly 600 drones, 46 cruise missiles, and five rockets.

"People have lost their lives again… residential buildings have been damaged, and children are among the victims," the UN Office for the Coordination of Humanitarian Affairs (OCHA) stated. Kyiv and Zaporizhzhia were hit, destroying and damaging residential buildings and public infrastructure.

The World Health Organization (WHO) reported that a cardiology center in Kyiv was hit, killing two people.

Risks for nuclear power plants

Meanwhile, emergency generators at the Zaporizhzhia Nuclear Power Plant (ZNPP) continue to operate, providing power to the six shut-down reactors and performing critical nuclear safety functions. The dangerous situation arose as a result of the plant's complete loss of external power last week.

The International Atomic Energy Agency (IAEA) said the plant had enough fuel to run generators for at least 10 days and said agency representatives were in contact with both sides to restore off-site power as quickly as possible.

The IAEA also warned of a nuclear safety threat after a drone was shot down and exploded approximately 800 meters from the South Ukraine Nuclear Power Plant last week. According to the agency's on-site team, 22 drones were detected near the facility overnight between Wednesday and Thursday, some of which flew as close as 500 meters. One of the downed drones left a crater measuring four by four meters and approximately one meter deep. No casualties were reported.

Winter threats

Russian attacks continue to cripple Ukraine's energy infrastructure, leaving thousands without power as winter approaches.

In the first half of 2025, the UN and its partners provided various types of assistance to 2.4 million people across the country, with a particular focus on frontline regions. However, the total number of people in need is more than double this number.

In addition to significant difficulties accessing territories under Russian occupation, humanitarian efforts remain limited amid a sharp increase in attacks in recent months. These attacks are leading to further displacement and increased needs.

Introduced in July Winter Response Plan for 2025–2026 The program provides $280 million in funding. Donors have provided approximately 40 percent of that amount.

In line with updated aid priorities for Ukraine – in the context of reduced global humanitarian funding – work is focused on four areas:

assistance to residents of frontline areas, facilitation of evacuation, provision of emergency aid after strikes, support for internally displaced persons.

At the same time, OCHA emphasized that humanitarian aid continues to be provided outside of priority areas, including efforts in the western and central regions of Ukraine.
