BEIJING, July 23 (Xinhua) — The construction of a hydropower project on the lower reaches of the Yarlung Tsangpo River in southwest China will contribute to disaster prevention and mitigation in the entire river basin and will not have a negative impact on downstream areas, Chinese Foreign Ministry spokesperson Guo Jiakun said in Beijing on Wednesday.

As the Chinese diplomat reported at a regular departmental press conference, the project is within the sovereign jurisdiction of China and is aimed at accelerating the development of environmentally friendly energy, significantly improving the well-being of the local population and actively responding to climate change.

China has always taken a very responsible approach to developing transboundary rivers and has rich experience in developing hydropower projects, Guo Jiakun said, adding that the planning, design and construction of this project on the Yarlung Tsangpo River strictly adhere to China's highest industry standards.

The project is being implemented taking into account all aspects of construction, environmental safety and environmental protection, bypassing many important ecologically sensitive areas and maximally preserving the pristine ecosystem, he added.

The diplomat noted that China has established cooperation with downstream countries in areas such as hydrological information exchange, flood control and disaster mitigation, and has made necessary contacts on the project in question.

China will continue to enhance cooperation with downstream countries to benefit the people living in the Yarlung Tsangpo River basin, Guo Jiakun said. -0-

MINSK, July 23 (Xinhua) — The project "Protection of Belarus Forests: A Comprehensive Initiative for Local-Level Fire Preparedness, Prevention and Response" was launched in Minsk on Wednesday. This is the first project under the Global Development Initiative, supported by the Chinese government's Global Development and South-South Cooperation Fund, in Belarus. The financial assistance will amount to 2 million U.S. dollars.

The project is financed by the Global Development Fund and South-South Cooperation and is being implemented jointly with the United Nations Development Programme /UNDP/ and the Ministry of Forestry of Belarus. It envisages equipping Belarusian forestry enterprises and fire departments with the latest fire-fighting equipment and machinery, increasing the effectiveness of early warning and rapid response to forest fires, and reducing the threat of natural disasters to natural resources, life and property of citizens.

During the ceremony, the Minister of Forestry of Belarus Alexander Kulik expressed sincere gratitude to the Government of China and UNDP for their support and cooperation. He noted that global climate change creates serious challenges in the field of forest fire protection, and for Belarus, where forests cover more than 40 percent of the country's territory, this issue is of particular importance. He noted that the project of the Global Development Fund and South-South Cooperation will strengthen the material and technical base of the forestry of Belarus in the field of fire prevention.

During the event, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Belarus Zhang Wenchuan noted that since its establishment in 2015, the Global Development and South-South Cooperation Fund has managed to significantly improve the well-being of people, strengthen the potential of recipient countries and make a significant contribution to the implementation of the UN Agenda for Sustainable Development until 2030. "I am confident that this project will become a new model of cooperation between China and Belarus in the joint implementation of the Global Development Initiative, giving new impetus to the friendship between the two countries and practical cooperation in various fields," Zhang Wenchuan said.

In turn, UNDP Resident Representative in Belarus Liu Renfei noted that the program welcomes the Global Development Initiative put forward by China as a contribution to accelerating the achievement of sustainable development goals by developing countries. The initiative reflects a commitment to multilateral cooperation under the auspices of the UN and South-South cooperation, and the Global Development and South-South Cooperation Fund turns these commitments into concrete results, helping developing countries implement projects in practice. This provides unique opportunities to strengthen global partnership and improve people's lives. “UNDP cooperates with all member countries, including China, following the principles of international development, strengthening the multilateral framework and accelerating the achievement of the SDGs,” Liu Renfei summarized. -0-

Sergei Sobyanin visited the house-museum of Fyodor Konyukhov, located on Balchug Island (Sadovnicheskaya Street, Building 77, Building 4).

"More than 20 years ago, Konyukhov founded a creative workshop in the center of Moscow, and over time it grew into a full-fledged museum exhibition. And now Fyodor Filippovich has decided to donate it to Muscovites. Now the building houses Konyukhov's expedition headquarters, where his paintings, books, photographs, and a unique collection of artifacts brought back from his travels are kept. Here you can also see the Turgoyak boat that conquered the Pacific Ocean, the legendary gondola of the super-high-altitude balloon, and much more," Sergei Sobyanin wrote in

on your telegram channel.

The history of the house-museum on Sadovnicheskaya Street began in 2000, when Fyodor Konyukhov received this building for use as a member of the Moscow Union of Artists to create a creative workshop.

The walls of the house are decorated with memorial plaques dedicated to the exploits of Russian travelers and explorers such as Khariton Laptev, Nikolai Przhevalsky, Nikolai Miklouho-Maclay and pilot Valery Chkalov.

The adjacent territory features sculptures of Semyon Dezhnev, Grand Duke of Moscow Ivan III Vasilyevich, St. Sergius of Radonezh, busts of Fyodor Ushakov, Vladimir Vysotsky, Pavel Nakhimov and Ermak Timofeevich. There is also a large exhibition, which includes ship anchors of various shapes and sizes, bells, anchor chains, steering wheels and mountaineering ice axes.

In 2024–2025, the house-museum underwent renovation.

"We are doing this for you, so that your feat, your achievements, unique, absolutely unique, are preserved and so that the younger generation learns what you have done," said Sergei Sobyanin. "The most important thing in this museum is you yourself. Your feat, your love of life, your energy. May God grant you health."

Fyodor Konyukhov (born in 1951) is an outstanding modern traveler who has conquered all five oceans and the seven highest peaks of the continents, and was the first person in the world to cross the five poles of the planet. He made a round-the-world flight in a hot air balloon on his first attempt, rowed across the Atlantic, Pacific and Southern Oceans alone, crossed the Atlantic 17 times, circled the Earth five times, became the oldest ocean rower and set a record of 269 days in the Southern Ocean.

"But, you see, I will say: I love Moscow. I can't explain why I love it. Well, I've traveled a lot… It has a soul. Well, thank you, of course, to everyone, and especially to you," shared Fyodor Konyukhov.

Fyodor Konyukhov is a member of the Moscow Union of Artists, the Union of Writers of Russia, an academician of the Russian Academy of Arts, the author of more than three thousand paintings and over 20 books. He is also ordained a priest of the Russian Orthodox Church.

Road "Dakhovskaya – Deguakskaya Polyana", Republic of Adygea

During the period of operation of the infrastructure budget programs (IBK) and special treasury loans (STL) in Russia, more than 500 km of roads have been put into operation, Deputy Prime Minister Marat Khusnullin reported.

"Russia is currently actively modernizing its road network – both by building new roads and by reconstructing and repairing existing ones. The President recently opened traffic on the M-12 Vostok expressway to Yekaterinburg, part of the West-East international transport corridor. At the same time, we are working to connect major highways with the rest of the road network. This can be compared to large rivers where federal, regional, and municipal roads flow. The regional financial support mechanisms – IBC and SKK – are helping to solve the problem of upgrading the entire road network. Since they have been in effect since 2022, 102 road facilities with a total length of 504 km have been commissioned in 36 regions of our country," said Marat Khusnullin.

The Deputy Prime Minister explained that with the involvement of IBC funds, 98 road infrastructure facilities with a total length of 488.7 km were commissioned in 33 regions, and thanks to the SKK instrument, 4 facilities with a total length of 15.7 km were commissioned in 4 regions.

Among the commissioned objects, for example, the Alekseyevskoye-Almetyevsk road as part of the Shali (M-7) – Bavly (M-5) highway in the Republic of Tatarstan. Also in the Samara Region, a bypass of Tolyatti with a bridge across the Volga was built as part of the international transport route Europe – Western China. In addition, in the Republic of Adygea, the Dakhovskaya – Deguakskaya Polyana road was laid, which leads to the Dakhovskaya Polyana tourist and recreational park.

Marat Khusnullin added that this year, as part of the national project "Infrastructure for Life", in continuation of the IBC program, treasury infrastructure loans (TIL) are being launched. The Government Commission for Regional Development has begun approving the first applications from the regions. Thus, thanks to the TIL, it is planned to build the Bolshoy Smolensky Bridge in St. Petersburg. It will improve transport links between the banks of the Nevsky District, providing city residents with alternative routes without having to travel through the city center.

According to the First Deputy Minister of Construction and Housing and Public Utilities Alexander Lomakin, with the use of budget loans, work continues in 43 regions on 114 road facilities with a total length of 282.9 km.

"In 39 regions, work is ongoing on 103 road sections with a length of 260.6 km. Among them is the reconstruction of the road along Arkhitektorov Boulevard with the installation of a contact trolleybus network in Omsk Oblast. Also underway is the construction of a transport interchange at the junction of the bypass of the village of Ozhogino to the R-254 Irtysh highway in Tyumen Oblast, in Tomsk – the construction of the Small Transport Ring, in Leningrad Oblast – the Eastern Bypass of the city of Murino, and in Nizhny Novgorod they are building a new four-lane alternate for Gagarin Avenue. Within the framework of the SCC, 11 road facilities with a length of 22.3 km are still underway. In particular, the construction of a road from the village of Zaozerny to Khalaktyrsky Beach in Kamchatka Krai with a length of 4.5 km is underway," said Alexander Lomakin.

Vasily Kupyzin, General Director of the Territorial Development Fund, the operator of the infrastructure budget and special treasury loan programs, noted that a total of 216 road infrastructure facilities were allocated: approximately 229.4 billion rubles for 201 facilities under the IBC and 7.8 billion rubles for 15 facilities under the SKK.

"These are roads and bridges with a total length of 788.4 km in 53 regions of Russia. New road projects, which regions have the opportunity to implement on favorable terms without a heavy burden on the local budget, facilitate the movement of residents and goods, improve the accessibility of remote settlements and help attract investment. This helps us achieve the main goal – improving the quality of life of citizens," said Vasily Kupyzin.

Dmitry Patrushev held a working meeting with the Governor of the Voronezh Region Alexander Gusev

Deputy Prime Minister Dmitry Patrushev held a working meeting with Voronezh Region Governor Alexander Gusev. The main topics were agriculture and the creation of infrastructure for handling municipal solid waste in the region.

Alexander Gusev said that the agro-industrial complex of the Voronezh Region shows consistently high results. In terms of agricultural production, the region took fourth place in Russia in 2024 and first in the Central Federal District. The Voronezh Region is in the top 5 in meat and milk production. Much attention is paid to the development of organic agriculture: in terms of the number of certified production facilities, the region is the leader in the country. A powerful seed cluster has been created in the region, which includes certified seed farms and breeding centers, scientific institutions and seed production plants.

This year, despite the weather conditions, Voronezh farmers have already harvested 1 million tons of grain.

Particular attention at the meeting was paid to environmental issues. Alexander Gusev reported that over the past five years, work has been carried out in the region to eliminate unauthorized dumps and reforestation, and processes for clearing water bodies and overhauling hydraulic structures have been established. This work will be continued within the framework of the national project "Environmental Well-Being".

Dmitry Patrushev and Aleksandr Gusev discussed the work of the Voronezh Region within the framework of incident No. 58 "Organization of the system for handling municipal solid waste". The Deputy Prime Minister drew attention to the need to comply with the deadlines for the implementation of "road maps" for the construction of ten waste management facilities.

Following the meeting, Dmitry Patrushev instructed the Russian Ecological Operator PPC, together with the Voronezh Region, to step up work on creating infrastructure for waste management on time, since the comfort of the region's residents depends on the results of this work.

On July 23, 2025, a delegation from the Chinese company Ruston GEEGE visited the State University of Management on a working visit.

The foreign guests were represented by Ruston GEEGE CEO Wang Changchun and the company's scientific and educational institute director Jiang Nannan. The delegation was received by GUU Rector Vladimir Stroyev, Vice-Rectors Dmitry Bryukhanov, Maria Karelina and other university representatives.

In his welcoming speech, Vladimir Stroyev noted that contacts between China and Russia have been expanding more and more actively lately. GUU also cooperates with colleagues from universities in China and wants to move to a new level, to agreements with Chinese commercial companies.

"As the leaders of our countries believe, we have a greater future together. GUU has been training Russian businessmen in China for several years now, in particular, in 2023 we conducted internships in Shanghai, and in 2024 – in Beijing. I think it is right to begin direct interaction between the university and Chinese companies," the rector suggested.

Vladimir Vitalyevich told the guests a brief history of the State University of Management, from the Aleksandrovsky Commercial School to the creation of a school for training personnel for the first five-year plans under the leadership of Sergo Ordzhonikidze.

"Since then, our university has been training managers in various sectors of the economy. If you look at the list of our graduates, they are very high-ranking leaders. Currently, this includes Deputy Prime Minister of Russia Dmitry Patrushev, Minister of Transport Andrei Nikitin, deputy ministers, and heads of production. Therefore, we feel a high responsibility in training people of such rank. I believe that future leaders should know China and understand the specifics of your technologies, production, and principles of building work processes, so that the common future of our peoples is happy," Vladimir Stroyev summed up.

Ruston GEEGE CEO Wang Changchun thanked the university leadership for the warm welcome and the opportunity to share his project ideas.

"Our company has been developing in the field of digital trade for over 10 years. We have our own warehouses in Russia, the USA, Brazil, Japan and other countries. We have received 60 patents and developed 20 educational products, which have already been used by about 100 thousand students. We will be happy to discuss with you the possibility of creating our Institute of Digital Economy on the basis of the State University of Management. Mutual integration will give us many new opportunities," said Wang Changchun.

Vice-Rector of the State University of Management Dmitry Bryukhanov spoke about the university’s cooperation with the Shanghai business incubator and the training of our 3rd and 4th year students in China.

"Last year, we conducted an internship in China for 50 Russian businessmen, which Vladimir Vitalyevich already mentioned. All the established connections led to the conclusion of contracts, but this is a drop in the ocean compared to the needs of the businesses of our countries. Now we are faced with the task of creating a training program for Chinese students in Russia and Russian students in China, so that they better understand each other's cultural characteristics and quickly establish interaction. In this regard, your project to create an institute of digital economy seems important and interesting to us," Dmitry Bryukhanov admitted.

Vice-Rector Maria Karelina agreed that the project proposed by the Chinese side was very interesting, but noted that time would be needed to study it in detail and determine ways to join it so that the partnership would be equal and would not violate the established order of the activities of the State University of Management as a state organization.

Director of the scientific and educational institute of Ruston GEEGE Jiang Nannan acquainted the management of the State University of Management with the plans for the creation of the Institute of Digital Economy and the stages of its implementation. Among other things, the project involves the creation of a common scientific and technical base, joint training programs in the field of digital business and the formation of a team of scientific leaders with a three-dimensional matrix of competencies.

Jiang Nannan also spoke about the new project of the Eurasian Alliance for Education in the Sphere of Cross-Border E-Commerce, the result of which will be integration with Russian marketplaces, the creation of a logistics system of the Ruston GEEGE company in Russia, support for Russian enterprises and the training of specialists in the field of cross-border online trade with an expected employment rate of up to 85%. Particular attention in the project will be paid to building a system of security measures for cross-border trade and dynamic pricing.

In response to this, Vladimir Stroyev told the guests about the partnership agreement between GUU and the united company Wildberries and Russ, as well as a business meeting at the SPIEF with its CEO Tatyana Kim. The rector reported that within the framework of the agreement with the marketplace, GUU is already developing an Olympiad for schoolchildren, which means it is moving in the direction that interests its Chinese colleagues.

At the end of the meeting, the parties exchanged contacts, discussed the possibility of further mutual visits and exchanged gifts. Wang Changchun presented Vladimir Stroyev with a traditional scroll with calligraphy by a famous master, which contains wishes for success and prosperity for the university and its students.
