Marat Khusnullin held a meeting with the head of the Republic of Karelia Artur Parfenchikov

Deputy Prime Minister Marat Khusnullin held a working meeting with the Head of the Republic of Karelia Artur Parfenchikov, during which the parties discussed key issues of the socio-economic development of the region.

"We see serious positive changes in Karelia in a number of areas. The republic is particularly confident in increasing the pace of housing construction: 224.7 thousand square meters have been commissioned since the beginning of the year, which is 18% higher than last year's figures. We are systematically engaged in infrastructure development. For example, last year, 33 large-class buses were delivered to Karelia using special treasury loans and 27 trolleybuses under preferential leasing from GTLK. Three projects are being implemented in Karelia using infrastructure budget loans, which made it possible to commission 33.4 thousand square meters of housing and attract 6.9 billion rubles in extra-budgetary investments. I would like to separately note the work on integrated development of territories: 6 territories with an area of 71.8 hectares have been identified for KRT, and projects have already begun to be implemented on 5 of them. There are still many tasks ahead; together with the head of the republic, we have outlined areas where we need to step up our work,” said Marat Khusnullin.

The Deputy Prime Minister added that today at a meeting of the Presidium of the Government Commission for Regional Development of Karelia, an application for 640 million rubles within the framework of treasury infrastructure loans was approved. The funds will be used to modernize heat supply systems.

"Thank you for your support! We will use the funds to modernize the heating systems of our Arctic regions – Kemsky and Belomorsky, as well as Pudozhsky. The project is extremely important for thousands of residents of the republic," explained the head of the Republic of Karelia Artur Parfenchikov.

At the meeting, the parties also discussed issues of road construction, including the reconstruction of sections of the Kola road.

At the meeting, participants reviewed and approved a number of applications for financing projects using Treasury Infrastructure Loans (TIL) funds.

Now, within the limits of the CFC for the modernization of housing and communal services, taking into account today's projects, applications from 57 regions have been approved for a total of 146.75 billion rubles. I draw the special attention of the heads of the subjects to the need to personally control the signing of all agreements and the implementation of planned work. The participants also discussed the progress of the national project “Infrastructure for Life”.

"The main tasks of the construction industry remain maintaining a high level of housing construction projects and preventing delays in the delivery of keys. Despite all the difficulties, thanks to the constant attention of the President and the support of the Prime Minister, we are able to maintain a fairly high pace and systematically solve the tasks set. A number of regions consistently show high performance. Today, the Saratov and Penza regions, Perm Krai, the Republics of Tatarstan, Adygea, Buryatia, and the Chechen Republic are in the green zone. Keep it up! The construction season is now in full swing, so I ask all regional teams to more actively begin accepting objects, close existing issues, in order to end the year on a positive note," said Marat Khusnullin.

In his report, Minister of Construction and Housing and Public Utilities Irek Faizullin drew the regions' special attention to the timely contracting and cash execution of federal projects, programs and events of the national project "Infrastructure for Life", and also spoke about the status of the review of applications for treasury infrastructure loans in terms of the limit on housing and public utilities.

"General program activities for the implementation of the national project "Infrastructure for Life", as well as federal projects included in it in 2025 are generally on schedule. Within the limits of treasury infrastructure loans for housing and communal services, applications from three more regions are ready to be submitted to the headquarters – Zabaikalsky Krai, the Republic of Sakha (Yakutia) and Oryol Oblast. Another 11 applications from subjects of the Russian Federation are at a high level of readiness, and 12 applications are being finalized," said Irek Faizullin.

The headquarters meeting also discussed the progress of restoring the rights of citizens participating in shared construction who suffered from the actions of unscrupulous developers.

Vasily Kupyzin, General Director of the Territorial Development Fund, reported in his report that, in general, the rights of more than 257 thousand affected equity holders in 77 regions of the country have been restored, of which 121.5 thousand people – with the help of federal mechanisms and more than 135.5 thousand citizens – with the help of regional mechanisms.

"The Territorial Development Fund continues to work on the implementation of the decisions of the supervisory board to restore the rights of affected equity holders. Currently, the FDT has 15 facilities to complete in 7 regions for 2.25 thousand citizens. In addition, there are currently 78 facilities in the area of responsibility of the constituent entities of the Russian Federation – this is 7.5 thousand citizens in 23 regions. We continue to monitor this work. The priority task remains compliance with the established deadlines and the restoration of the rights of defrauded people. In addition, we are dealing with the sale of property of bankrupt developers after compensation payments to citizens. There are still a number of land plots to be transferred to the fund. We interact with the regions on an ongoing basis in this area," Vasily Kupyzin emphasized.

Financial news: Fraud risks in the region will affect the cost of the MTPL policy

Translation. Region: Russian Federal

Source: Central Bank of Russia –

An important disclaimer is at the bottom of this article.

The Bank of Russia proposes to change the procedure for determining the territorial coefficient (TC). If a region has a long-term high risk of unfair actions in MTPL, then when calculating the cost of the policy, the TC there will be twice as high as the base value. New pricing rules are provided draft instructions Bank of Russia, which was published for public discussion.

The Bank of Russia will determine such regions taking into account their location in the high-risk zone. According to data "Monitoring regional risks of unfair actions in compulsory motor third party liability insurance", these include the Republic of Ingushetia (since 2019) and the Novosibirsk Region (since 2021). For 8 territories located in these regions, it is proposed to establish an increased value of CT. From 2023 to 2025, the number of regions with high risks of unfair actions (the "red" zone according to Monitoring) decreased from 12 to 2, over the past year as a result of the active work of regional authorities from the "red" zone came outRepublic of Dagestan and the Chechen Republic.

The Bank of Russia also updates the base value of the CT for a number of regions, taking into account the current loss ratio of MTPL.

In addition, the document expands the tariff corridor in both directions: by 40% for motorcycles and by 15% for all other categories. The revision of the boundaries is necessary to maintain fair pricing in the context of rising spare parts costs and the size of OSAGO payments. For ordinary motorists, the tariff corridor has not changed since September 2022. At the same time, the average payment has increased significantly: its value for 6 months of 2025 was 56% higher than for the same period in 2022, and 17% higher than for the first 6 months of 2024.

After the expansion of the tariff corridor, insurers will still be able to offer experienced and careful drivers policies at low prices due to more correct pricing for drivers with high losses. In the second quarter of this year, 58% of classic policies (excluding short-term ones) for motorcycles and 29% of policies for ordinary motorists were issued at the upper limit of the current corridor. According to the results of 6 months of this year, the average premium for ordinary motorists decreased by 4%. Such a decrease with a simultaneous increase in the average payment occurs due to the possibility of correct pricing within the boundaries of the expanded corridor for policies of high-risk policyholders and competition for low-risk drivers.

Comments and suggestions regarding the draft directive will be accepted until September 7 inclusive.

Financial news: Portfolio of loans to developers in the second quarter grew by 8%

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

The growth of the housing construction project financing portfolio in the second quarter amounted to 0.7 trillion rubles (0.4 trillion rubles in the previous quarter). Loan issuances increased slightly due to the launch of new projects, while repayments, on the contrary, decreased due to a slowdown in the commissioning of buildings.

Project financing provided about 60% of the total growth of the corporate loan portfolio for the quarter. Developers' debt at the end of the second quarter exceeded 9.3 trillion rubles (48% of the banking sector capital).

Sales of apartments under equity participation agreements in construction in value terms decreased slightly (-6%, to 1.3 trillion rubles). At the same time, receipts to escrow accounts remained at the level of the first quarter (1.1 trillion rubles). The difference between sales and receipts is mainly due to the provision of installments. At the same time, the volume of sales by installments is slightly higher than can be judged by this difference, since part of the receipts to escrow accounts are payments on previously taken installments.

The average weighted rate on the project financing portfolio increased to 10.7% per annum (0.4 percentage points per quarter), but remains significantly lower than the average lending rate in the corporate segment (18.9%).

ST. PETERSBURG, Aug. 28 (Xinhua) — A story of heroism that future generations should remember — that's how visitors described rare photographs on display in St. Petersburg, where a photo exhibition "Remembering the Past, Creating the Future" was officially opened to mark the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

The exhibition was organized by the Consulate General of China in St. Petersburg, the Xinhua News Agency and China Image Group. Visitors were presented with dozens of photographs that revived memories of the exploits of the past war. Particular attention was paid to the feat of Soviet volunteer pilots who fought shoulder to shoulder with their Chinese comrades. The exhibition shows the deep military friendship, sealed with the blood of the peoples of China and Russia during the World Anti-Fascist War.

Speaking at the opening ceremony, Consul General of the People's Republic of China in St. Petersburg Luo Zhanhui emphasized that 80 years ago, the peoples of China and Russia, fearlessly fighting on the frontlines, made an invaluable historical contribution to the protection of state sovereignty and national dignity, the preservation of peace and justice throughout the world. According to him, now China and Russia are permanent members of the UN Security Council and partners in comprehensive strategic interaction in the new era, so they are jointly responsible for protecting the results of the victory in World War II and preserving the post-war international order.

"This exhibition is a visible memory of how our peoples fought against a common enemy," noted Olga Migunova, Deputy Chairperson of the Russian-Chinese Friendship Society in St. Petersburg. The exhibition evokes warm feelings; the photographs on display show a real brotherhood of peoples, she added, pointing out the importance of the younger generation knowing this history of Russian-Chinese brotherhood, on which the future of our world depends.

“This is a story of mutual respect, willingness to share and learn new things about another people and culture. We fought and shed blood together,” says exhibition visitor Anna Sokolova, deputy director of the Krasnogvardeisky cultural and leisure center. She remembers most of all a 1937 photo from Shanghai, in which a baby is crying by the railroad tracks after a Japanese bombing. That day, more than 200 women and children waiting for a train were killed in the raid.

As Deputy Chairperson of the Leningrad Region Committee for External Relations Inna Bigotskaya emphasized, China has made a very significant contribution to the fight against fascism and militarism. “We must remember the heroism of the fighters, Chinese and Soviet, who fought against the occupiers. The historical memory of the joint fight against fascism lives in the hearts of our peoples and influences modern Russian-Chinese relations,” she believes. –0–

European countries announce plans to reimpose sanctions on Iran

TEHRAN, Aug. 28 (Xinhua) — Three European countries — France, Germany and Britain, known as the E3 or "Euro-3" group, and the European Union on Thursday informed Iran of their intention to reimpose sanctions on Tehran.

According to a statement released by the Iranian Foreign Ministry, during a telephone conversation, Foreign Ministers David Lammy of the United Kingdom, Jean-Noël Barrot of France, Johann Wadephul of Germany and EU High Representative for Foreign Affairs and Security Policy Kaja Kallas informed Iranian Foreign Minister Abbas Araghchi of their plans to formally notify the UN Security Council about the launch of the sanctions snapback mechanism.

The snapback mechanism is part of the 2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action. It allows other parties to reimpose international sanctions if Iran fails to comply with the agreement.

According to the Iranian Foreign Ministry, European representatives also expressed their readiness to find a diplomatic solution to the disagreements within the next 30 days and prevent the return of UN Security Council sanctions resolutions.

Iran's foreign minister described the European move as "unjustified, illegal and devoid of legal basis," recalling Iran's "responsibility and goodwill" in remaining committed to a diplomatic solution to nuclear issues.

A. Araghchi assured that Iran will respond to this decision in an “adequate” manner in order to protect its rights and national interests.

The Iranian diplomat stressed Iran's seriousness in defending its interests and legitimate rights under international law and the Nuclear Non-Proliferation Treaty, and expressed hope that the EU-3 would properly "correct this wrong step" in the coming days. –0–
