Forty years ago, states united to adopt Vienna Convention for the Protection of the Ozone Layer, and agreed on measures to protect people and the planet from harmful ultraviolet radiation. Soon, on September 16, 1987, a new scientific data-driven Montreal Protocol, under which chlorofluorocarbons began to be gradually phased out, allowing the ozone layer to begin to recover.

On September 16, 2009, the Vienna Convention and the Montreal Protocol became the first treaties in the history of the UN to receive universal ratification. International Day for the Preservation of the Ozone Layer – September 16 – The UN celebrates this historic achievement and looks to the future with hope. The ozone treaties embodied the vision of moving from science to global action and will remain its solid foundation for many years to come.

"This achievement reminds us that when countries heed scientific warnings, progress is possible," said the UN Secretary-General. Antonio Guterres in his message on the occasion of the International Day.

At the same time, “scientists are sounding the alarm again,” he continued, as the world rapidly approaches increase in global temperature by 1.5 degrees Celsius compared to pre-industrial levels, which “is fraught with catastrophic consequences.”

The Vienna Convention and the Montreal Protocol continue to play a key role in monitoring ozone and ultraviolet radiation levels, as well as controlling ozone-depleting substances and other chemical compounds, including hydrofluorocarbons – highly potent greenhouse gases used primarily in refrigeration technologies and being phased out under the Kigali Amendment to the Protocol.

The UN chief called on governments to fully ratify and implement the Kigali Amendment, which commits them to phase out hydrofluorocarbons. He also noted the need to incorporate this commitment into new national climate plans. According to Guterres, implementing the Kigali Amendment will reduce temperature rise by 0.5 degrees Celsius by the end of the century, and when combined with energy-efficient cooling, these gains can be doubled.

“Every fraction of a degree counts. Every action counts,” the Secretary-General said, calling on the global community to renew its commitment to preserving the ozone layer and protecting people and the planet for future generations.

Specialists from the city services complex have begun rehabilitating the pond in the 50th Anniversary of October Park in the west of the capital. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

"The pond in the 50th Anniversary of October Park was artificially created in the floodplain of the Ramenka River, and for many years it has remained a favorite recreation spot for local residents. But now the reservoir is in an unsatisfactory condition: large volumes of silt have accumulated at the bottom, and the coastal strip is being destroyed. In this regard, a decision was made to carry out its comprehensive rehabilitation, and we plan to complete the work by the end of this year," said Pyotr Biryukov.

The 0.6 hectare reservoir will be cleared of silt, the coastal strip will be repaired and the bioplateau zone will be restored.

The project will involve the extraction of silt deposits with a total volume of about 2.3 thousand cubic meters, which will restore the necessary depth and minimize overgrowing. After that, specialists will solve the problem of shallowing – they will form the pond bed by installing an aquiclude. The restoration of the 348-meter coastal strip will be carried out with the preservation of the old and the installation of new gentle slopes convenient for waterfowl to come ashore. The concrete bank section will be repaired, the rest of the bank will be reinforced with biomaterial and a lawn will be laid out.

At the final stage, the bioplateau zone with a total area of about 300 square meters will be updated, where aquatic plants will be planted during the warm season.

Specialists regularly conduct surveys of the capital's water bodies, and if problems are identified, a decision is made on rehabilitation. The list of water bodies is compiled annually taking into account the wishes of Muscovites. In total, 19 ponds are planned to be renovated in Moscow this year.

HANGZHOU, Sept. 16 (Xinhua) — More than 4,000 vessels set out for the East China Sea on Tuesday after a four-month summer fishing ban ended, maritime affairs departments in eastern China's provinces said.

Maritime affairs departments in Zhejiang, Fujian and Jiangsu provinces and Shanghai have launched operations to ensure marine fisheries safety.

As part of these efforts, 81 patrol boats, 38 aircraft and more than 700 law enforcement personnel have been deployed to patrol key shipping routes and areas where commercial and fishing vessels converge.

Marine and fisheries authorities have also joined forces to monitor waters where incidents frequently occur around the clock.

The summer fishing ban aims to restore fish stocks and ensure sustainable development. On August 5, the ban in the East China Sea was partially lifted for certain types of licensed fishing vessels.

Once the fishery fully resumes, fishing vessels are expected to mainly catch sea creatures such as scimitar fish, small yellow croaker and squid. -0-

BEIJING, Sept. 16 (Xinhua) — A new international regular passenger transportation route by road has recently opened in North China's Inner Mongolia Autonomous Region, linking the city of Manzhouli with Russia's Aginskoye, the Neimenggu Ribao newspaper reported, citing information from the Inner Mongolia Autonomous Region's Transportation Development Center.

The new route, which is about 350 km long, passes through the Manzhouli checkpoint and the Zabaikalsk border crossing in Russia. Buses depart from Manzhouli at 7:50 a.m. Monday through Friday, and from Aginskoye at 3:30 p.m. on Tuesday, Thursday and Sunday. The purpose of opening this route is to strengthen trade and economic ties and people-to-people exchanges between Inner Mongolia and neighboring areas of Russia.

The Manzhouli-Aginskoye route is the sixth international regular passenger automobile transportation line between China and Russia, passing through the Manzhouli road checkpoint. The Moscow Multifunctional Cultural Center will host a master class called “Acorn and Mouse.”

Teacher Maria Fedotova will introduce participants to the technique of drawing with wax crayons in combination with watercolors. The unique properties of wax allow you to create unusual textures and color effects: watercolors are applied only to unpainted areas of paper, creating bright contrasts. This mixed technique is easy to master, but gives an impressive result.

Four pharmaceutical companies lease land at a preferential rate

Translation. Region: Russian Federal

The city has granted land lease benefits to four pharmaceutical companies with industrial complex status. The sites are located in the Southern, South-Eastern, Northern and Zelenograd administrative districts. This was reported by Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

"The city provides comprehensive, including property, support to the capital's enterprises. For companies with the status of an industrial complex, special conditions apply to land lease for the operation of buildings – the rate is 0.3 percent of the cadastral value of the site. This benefit is provided to four manufacturers of pharmaceuticals. This year alone, thanks to city support, they will be able to save 7.1 million rubles," said Vladimir Efimov.

Property support for enterprises for the city is a long-term investment in the development of industry and science, as well as an opportunity to strengthen its economic stability. In addition, such assistance allows capital companies to create additional jobs and contributes to an increase in tax revenues.

"On the instructions of Sergei Sobyanin, the city supports the development of the pharmaceutical industry, creates comfortable conditions for work and growth for enterprises. The status of an industrial complex is assigned for 10 years and allows businesses to use a special tax regime: the real estate tax will be 50 percent of the calculated amount, the land tax – 20 percent of the calculated amount, and the land lease rate – 0.3 percent of the cadastral value of the site. Such measures allow companies to direct the released funds to modernizing equipment, building new sites and expanding production," said the Deputy Mayor of Moscow for Transport and Industry

Maxim Liksutov.

Pharmaceutical companies lease land from the city to operate industrial complexes in four districts: Nizhegorodsky, Koptevo, Biryulyovo Vostochny and Matushkino.

According to Ekaterina Solovieva, Minister of the Moscow Government, head of the capital's Department of City Property, a land lease benefit for the operation of facilities producing pharmaceuticals has been granted to pharmaceutical companies for plots with a total area of 6.7 hectares. The companies will be able to use the saved funds for their own development, for example, investing in the purchase of equipment, modernization of production facilities or repair of buildings. Thus, the city helps entrepreneurs to implement advanced technologies, increase their competitiveness and create important products.

Earlier, Sergei Sobyanin reported that the city is operating more than 300 enterprises, producing medicines and medical products.

Enterprises with the status of an industrial complex can receive a preferential rate through the mos.ru portal. To do this, select the government service "Registration of an additional agreement to the lease agreement for a land plot located in the city of Moscow".
