Deputy Prime Minister Marat Khusnullin chaired a meeting of the Board of Trustees of the National Research Moscow State University of Civil Engineering (NRU MGSU). He also participated in the 3rd International Scientific and Practical Symposium "The Future of the Construction Industry: Challenges and Development Prospects – 2025" and toured the university's exhibition displays.

"MGSU faces the strategic goal of increasing labor productivity and training and retraining personnel who will be able to make a significant contribution to the implementation of the national project 'Infrastructure for Life' and the development of the entire country. MGSU is a flagship in professional training, so it is imperative that all specialized educational institutions in the country, including branches in the reunified regions, be aligned and develop within a unified framework within the framework of the tasks facing the country. These include the modernization of the housing and utilities sector, so I believe it is crucial to specifically develop this area of the educational process. Furthermore, at the President's direction, we are creating a large campus at MGSU. This will be an excellent platform for student internships. It will become a fully-fledged, world-class educational cluster. I thank the Minister of Science and Higher Education, Valery Nikolaevich Falkov, MGSU Rector, Pavel Alekseevich Akimov, and all members of the Board of Trustees for their joint work," said Marat Khusnullin.

Minister of Education and Science Valery Falkov noted that MGSU is becoming increasingly attractive to applicants year after year. Specifically, 5,447 students were admitted to the university during this year's admissions campaign, and the average Unified State Exam (USE) score among those admitted on state-funded scholarships has also increased.

"Much is being done to promote construction professions. At the same time, it should be noted that the university is demonstrating growth in the volume of research and development work completed in the technical services sector. Last year, work completed amounted to almost 2 billion rubles," said Valery Falkov.

The merger of two key specialized universities in the Donetsk People's Republic – the Azov State Technical University and the Donbas National Academy of Civil Engineering and Architecture – with MGSU as new branches was also successfully completed.

According to Pavel Akimov, Rector of NRU MGSU, participation in the Priority 2030 program has become a key factor in the university's development in recent years. "The NRU MGSU Development Program for 2025–2036 presents an updated model for the university's development with an emphasis on achieving technological leadership. The strategic goal of the university's development is the integration of key areas of educational, scientific, innovation, campus, and human resources policies," said Pavel Akimov.

Furthermore, as part of the scientific and practical symposium, the Deputy Prime Minister participated in the plenary session "Technological Leadership in the Construction Industry." Particular attention was paid to the implementation of the new national project "Infrastructure for Life," which comprehensively integrates housing construction, road construction, utilities, transport infrastructure, and public amenities.

"With the President's systematic support, the Government team, working with all regions of the country, is comprehensively building housing, roads, and all infrastructure. Thanks to this, even in the current conditions, we are seeing significant growth. For example, the construction industry has grown by a total of 33% over the past five years. And in the first eight months of this year, we are seeing a 4% increase. Housing remains our primary driver. We are consistently delivering over 100 million square meters of housing per year. We are also focusing on transport accessibility, building roads to ensure convenient access everywhere. One of the key objectives is to improve quality of life by 30% in 2,160 key communities. Overall, the implementation of this national project affects every resident of our country," noted Marat Khusnullin.

As part of the symposium, Marat Khusnullin attended an exhibition of construction technologies and innovations aimed at increasing labor productivity in the industry. The exhibition featured environmentally friendly and highly efficient building materials, project management software, construction robotics, modern utilities technologies, and energy-saving and environmental impact reduction solutions.

Beirut, September 18 (Xinhua) — The Israel Defense Forces (IDF) carried out a series of airstrikes on Thursday evening in southern Lebanon, including the villages of Mays al-Jabal, Dibbin, and Kfar Tebnit, the Lebanese National News Agency reported.

The airstrikes followed a warning from IDF spokesman Avichai Adrai on the social media site X about planned attacks on Hezbollah infrastructure in response to alleged attempts to resume operations in the region.

The Lebanese army condemned the strikes, noting that the number of Israeli violations of the ceasefire agreement since its conclusion in 2024 has already exceeded 4,500. According to the Lebanese military, the strikes targeted civilians, destroyed homes, and disrupted the deployment of Lebanese forces south of the Litani River.

Lebanese Prime Minister Nawaf Salam criticized Israel's actions, questioning its commitment to UN Security Council Resolution 1701 and the ceasefire agreement. He called on the international community, particularly the ceasefire sponsors, to pressure Israel to end its aggression, withdraw its troops from occupied territories, and release prisoners.

Marat Khusnullin: Over 1,500 public transport units will be delivered to the regions this year under the "Infrastructure for Life" national project.

Thanks to the implementation of the "Infrastructure for Life" national project, over 1,500 buses and trams will be delivered to the constituent entities of the Russian Federation this year through the Ministry of Transport. In 2025, regions will purchase public transport rolling stock through subsidized, federally funded leasing programs for JSC GTLK and through comprehensive urban electric transport development projects under a concession model.

"Public transport is becoming an increasingly popular means of transportation every year. People choose it as faster and more economical. Systematic work is underway to improve public transportation, not only in large metropolitan areas but also in medium-sized and small towns and rural areas. A Transport Strategy has been developed and approved, under which approximately 33,000 units of new public transport are planned for delivery to Russian regions over the next six years. This year, under the national project "Infrastructure for Life," the Russian Ministry of Transport is expected to deliver more than 1,500 vehicles to the regions—over 1,400 buses and 139 trams. 24.1 billion rubles have been allocated from the federal budget for these purposes," said Deputy Prime Minister Marat Khusnullin.

Upgrading public transport rolling stock helps reduce traffic congestion, improves mobility, and generally enhances people's quality of life. Thanks to federal support, regional carriers have the opportunity to lease new, comfortable, and environmentally friendly vehicles at a significant discount.

"All rolling stock supplied to the regions under the national project is well-operated, spacious, and roomy. It's important that public transport is not only convenient but also ensures safe and efficient travel throughout the city, as time is the most valuable human resource. By 2030, the share of the public transport fleet that is no older than the standard service life should be at least 85%. This year, this figure is expected to reach 61.7%," noted Transport Minister Andrei Nikitin.

Thus, 39 MiniN trams were delivered to the Nizhny Novgorod region's capital this year as part of the development of urban electric transport, with another 30 expected to arrive by the end of the year. The trams are manufactured in the city of Vorsma in the Nizhny Novgorod region, where a joint Russian-Belarusian venture was established in 2022. The trams are designed to meet the needs of all categories of passengers, including those with disabilities.

The Kurgan Region is also actively working to upgrade its public transportation fleet, utilizing both federal and regional funds. This year, the region will receive 40 buses, which will operate in Kurgan. The first batch of seven vehicles has already arrived. The new KavZ and SimAZ buses will be deployed on routes serving areas with the highest passenger traffic and on routes undergoing complex development.

New public transport will also be available in the Orenburg Region thanks to preferential leasing from JSC GTLK. By the end of the year, 80 medium-class SimAZ buses are scheduled to be delivered to Orenburg, 15 of which have already been accepted by the city. Another 65 medium-class SimAZ buses will arrive in the regional capital by the end of November.

Active work to upgrade public transportation in Russian cities began five years ago as part of the "Safe, High-Quality Roads" national project. Between 2020 and 2024, 16,300 vehicles were upgraded, including 13,700 buses, trolleybuses, trams, and electric buses, funded by the Russian Ministry of Transport.

The official opening ceremony of the student dormitories at the Neimark IT campus was held in Nizhny Novgorod. Deputy Prime Minister Dmitry Chernyshenko, Nizhny Novgorod Region Governor Gleb Nikitin, and students from Nizhny Novgorod universities studying IT programs attended the ceremony.

The Deputy Prime Minister called this day historic not only for the Nizhny Novgorod region, but for the entire country.

"We're opening the first phase of construction of the Neimark IT campus—18 new buildings. Our President, Vladimir Putin, has set the goal of creating 25 world-class campuses by 2030 as part of the national project 'Youth and Children.' The key word is 'world-class.' I believe it exceeds all global standards. This isn't just a comfortable space for living and creativity, public spaces, a smart home, and other features that create a safe and comfortable environment. It's part of an educational and developmental space that, combined with the technology park, will ensure a continuous value chain for our country and the future," said Dmitry Chernyshenko.

He thanked the Governor of the Nizhny Novgorod Region, Gleb Nikitin, his team, designers, and builders.

The first to move into the campus were participants of the World Youth Festival, which is taking place in Nizhny Novgorod from September 17 to 21. Students are scheduled to move in in October.

"The gathering will end, and on October 1st, you will move into wonderful rooms we could only dream of. And for you, these dreams are coming true thanks to our President, because never in the history of the Soviet Union or our country has there been such large-scale investment in the education system and infrastructure," the Deputy Prime Minister addressed the students.

Nizhny Novgorod Region Governor Gleb Nikitin emphasized that the IT campus is a prime example of how new, large-scale scientific and educational complexes can be seamlessly integrated into the city's historical fabric.

"Today is more than just one completed project initiated by our President. It's a symbol of Nizhny Novgorod's transformation into a city of the future. Just three or four years ago, this site was a slum, right in the city center, not far from the Kremlin. Now, these aren't just walls of buildings; they're educational programs, industrial partners, and top students striving to gain admission to the Neimark program. On the one hand, today marks the completion of the first stage of the IT campus, and on the other, it's the beginning of a long journey. I want Neimark to become one of the best universities in the world, so that its name becomes a symbol of the best education in every corner of the world," he noted.

The Governor thanked Russian President Vladimir Putin and the Government, headed by Mikhail Mishustin, for the opportunity to implement this project in Nizhny Novgorod.

The campus infrastructure includes equipped student living quarters, study areas, public spaces, underground parking, and premises that will soon house cafes and retail outlets.

A technology park will be located in close proximity to the hotel complex, where flagship Russian IT companies will be able to open offices. The new dormitories will accommodate not only students enrolled in Neimark programs but also students majoring in IT from other Nizhny Novgorod universities. This approach will encourage the exchange of experiences and ideas, naturally fostering the formation of startup teams and an interdisciplinary IT community.

The modern dormitory complex is distinguished by its high-tech features. It is implementing an artificial intelligence system that will ensure safety and security throughout the campus.

Sber, together with the Neimark IT campus team, also developed a standard smart campus solution, which includes the integration of smart home technologies into student living rooms, interactive equipment and services for study and work, and the GitVerse Education Pack platform with AI support. This standard solution includes the GigaDoc multimodal AI-powered medical assistant. Using facial video, it assesses a person's health status, including heart rate, body mass index, type 2 diabetes risk, cholesterol levels, and other indicators.

The Deputy Prime Minister and Governor assessed the campus infrastructure and thanked Sberbank President and Chairman of the Management Board Herman Gref for the technological solutions.

The heart of the IT campus project is Neimark University, which combines student education and cutting-edge research. University Director Gulnara Bikkulova noted that in 2025, five educational programs, jointly developed by Nizhny Novgorod universities and leading Russian IT companies, will be implemented there: AI and computer vision, artificial and augmented intelligence technologies, information security, microelectronics, and digital technologies in construction. More than 2,000 applicants have applied for these programs.

Once the IT campus project is fully completed, it is expected that more than 8,000 students from the Nizhny Novgorod region, other regions of Russia, and the world will be able to master advanced digital professions.

Additionally, during his working visit to Nizhny Novgorod, Dmitry Chernyshenko met with Metropolitan Georgy of Nizhny Novgorod and Arzamas and assessed the infrastructure of the Ascension Pechersky Monastery's churches.

Financial news: Inflation has fallen in most regions.

An important disclaimer is at the bottom of this article.

Prices for goods and services fell in 70 Russian regions in August compared to July, and in four of them, the decline was even greater than the previous month. Annual inflation also slowed in most regions (77).

Over the past month, prices for fruits and vegetables, eggs, butter, and vegetable oils have fallen again. Non-food prices fluctuated in different ways. Certain import-dependent items increased in price due to the slight weakening of the ruble—for example, communications equipment, perfumes and cosmetics, clothing, and footwear. Other categories, on the contrary, continued to decline in price: passenger cars, tools, and equipment.

Despite declining, annual inflation in August still significantly exceeded the target. The Bank of Russia is pursuing monetary policy aimed at returning annual inflation to 4.0% in 2026 and maintaining it near that level thereafter.

For more information on inflation in each region, please seeinformation and analytical materials, published on the Bank of Russia website.
