Tbilisi, January 30 (Xinhua) — A special block train has been appointed on the route between the ports of Poti and Baku, which will significantly reduce the transit time of cargo between the two ports. This was announced by Georgian Railway on Friday.

In connection with the arrival of the first block train at the Poti terminal, a ceremonial event was held with the participation of the heads of the Georgian and Azerbaijani railways.

The block train will operate between the two ports on a regular schedule and will have a positive impact on simplifying container shipping and reducing transit times. –0–

The Independent International Commission of Inquiry on Syria welcomed the ceasefire agreement between the Syrian government and the Kurdish Syrian Democratic Forces (SDF), which controlled the northeast of the country.

The need to comply with international law

"We welcome efforts to bring stability to the region and now hope for a complete cessation of hostilities," said commission chairman Paulo Pinheiro.

“In this regard, we also welcome the recent decree of the Syrian President recognizing the cultural, linguistic and civil rights of the Kurdish population of Syria,” he added.

The Commission called on all parties to ensure strict compliance with international humanitarian law and to protect civilians.

"We are alarmed by reports of the killing of fighters who laid down their arms and other civilians, as well as the desecration of the bodies of those killed," said commission spokesperson Monia Ammar. She noted that the commission is investigating the alleged violations.

Experts also stress the need to ensure unimpeded delivery of humanitarian aid to the civilian population and allow civilians to move freely.

The situation of children

The commission is concerned about the situation of children in the region. Cold winter weather—combined with lack of access to electricity, water, food, and heating—could have catastrophic consequences for the population. The experts, in particular, recalled cases of infants dying of exposure in camps for displaced persons in northeastern Syria, including in Ain al-Arab (Kobani).

The situation of detainees, particularly children, amid the shift in control of detention facilities is also deeply concerning. After the Al-Aqtan prison near Raqqa, where individuals suspected of being affiliated with the Islamic State of Iraq and the Levant (ISIS) were held, came under government control, the commission received reports that over 100 children were being held there arbitrarily and subjected to cruel treatment.

The experts also expressed concern about the situation of more than 17,000 children and young people arbitrarily detained in the Al-Hol and Al-Rauj camps and in “rehabilitation centers” such as Khuri and Urkesh.

The Commission calls on countries to repatriate children who are their citizens from northeastern Syria.

Regarding the detained alleged former ISIS fighters, the commission recalled the right of all detainees to a fair trial and called for prompt, effective, transparent and impartial investigations, particularly into those acts that may constitute war crimes.

Beijing, January 30 (Xinhua) — Trade and economic cooperation documents signed recently by China and the United Kingdom aim to further deepen bilateral trade and economic ties by coordinating efforts to trade goods and services and develop trade and economic mechanisms, the Chinese Ministry of Commerce announced on Friday.

As the department's official representative indicated, during British Prime Minister Keir Starmer's ongoing visit to China, the two countries signed four documents on economic and trade cooperation.

The official noted that by signing a memorandum of understanding on export cooperation with China, the UK became the first country to sign such a document with China since the Chinese side launched an initiative designed to provide global trading partners with access to its vast domestic market.

The Chinese Ministry of Commerce also clarified that, within the framework of this memorandum, the parties will establish a cooperation mechanism for exports to China, jointly explore the export potential of high-quality British goods and services for the Chinese market, strengthen information exchange, organize promotional activities, and further simplify trade procedures in order to jointly promote the healthy development of Sino-British trade.

According to the official, through the signing of two other documents, namely the memorandum on launching a joint feasibility study on the China-UK agreement on trade in services and the memorandum on establishing a bilateral partnership in the services sector, the two sides will give full play to their complementarities and respective advantages in the services sector to deepen cooperation in the creative industries, professional services, financial services, as well as medical and health care.

The official also noted that the memorandum on strengthening the work of the China-UK Joint Committee on Trade and Economic Affairs aims to enhance the role of this mechanism as a platform for bilateral dialogue on economic and trade policy issues, as well as the promotion of trade and investment.

According to the department, the above-mentioned document will facilitate interaction between the commission and the China-Britain Business Council, strengthen dialogue between the governments and business circles of the two countries, facilitate the resolution of problems and requests of enterprises of both sides, and contribute to the deepening of China-Britain economic and trade relations.

Deputy Prime Minister Dmitry Chernyshenko congratulated Russian universities on their anniversaries.

Thus, the Nizhny Novgorod State University named after N.I. Lobachevsky (NNSU) celebrated 110 years since its founding.

"Today, the university enrolls over 28,000 students, including over 2,000 international students from 90 countries. Particular attention is paid to their practical experience. Over its more than 100-year history, Lobachevsky University has become a key hub for developing critical solutions for various sectors of the economy and makes a significant contribution to achieving the national goal of technological leadership set by our President Vladimir Vladimirovich Putin," the Deputy Prime Minister said.

He added that the university, together with the National Center for Physics and Mathematics in Sarov, is successfully implementing key fundamental and applied research in astrophysics, nuclear physics, supercomputer, and quantum technologies. Lobachevsky State University of Nizhny Novgorod is participating in the Priority 2030 program, and a cutting-edge engineering school has been established at the university to train highly qualified engineers.

"A new impetus for the university's development will be provided by a modern, world-class campus, which is being created as part of the national project 'Youth and Children' in the Nizhny Novgorod Region. Achieving such high results is impossible without the personal contribution of every Lobachevsky University employee. I express my deepest gratitude for your hard work, talent, and dedication. I am confident that even more victories and exciting events await you," noted Dmitry Chernyshenko.

Moscow State Linguistic University (MSLU) celebrated its 95th anniversary.

As the Deputy Prime Minister emphasized, over its nearly century-long history, MSLU has evolved from a prestigious institute of foreign languages to one of Russia's leading humanities centers, which is now confidently shaping the new face of Russian education.

The university trains a new generation of specialists—not just polyglots, but mediators of intercultural understanding, capable of operating effectively in a multicultural and digital world.

"In this significant anniversary year, I would like to express my deep gratitude to the entire MSLU team—researchers, faculty, staff, students, and alumni—for their dedication to education, their scientific discoveries, and for preserving and enhancing the rich traditions of Russian linguistics. May the next 95 years be a time of new achievements for the benefit of Russian science and education," said Dmitry Chernyshenko.
