Moscow topped over 30 national rankings of Russian cities and regions in 2025.

Translation. Region: Russian Federation –

Source: Moscow Government – Moscow Government –

An important disclaimer is at the bottom of this article.

Based on the results of 2025, Moscow took first place or entered the top group in more than 30 national rankings and studies, once again confirming its high level of economic development, investment attractiveness, quality of life for city residents, and the effectiveness of urban governance. This was reported by Maria Bagreeva, Deputy Mayor of Moscow, Head of the Department of Economic Policy and City Development.

"One of the Moscow Government's top priorities is improving the quality of life for its residents. The Russian capital confidently maintains its position as the country's leader in this indicator, as evidenced by its top spots in the Agency for Strategic Initiatives' national quality of life rankings and RIA Rating ratings. Moscow's success in this area is also reflected in the Ministry of Construction, Housing, and Utilities' urban environment ratings, the RIA Rating road infrastructure development ratings, and the Financial University under the Government of the Russian Federation's quality of life index, all of which the capital also ranks among the leaders," noted Maria Bagreeva.

Moscow is the most economically stable region in Russia. The city tops the RIA Rating agency's socioeconomic status ranking of Russian regions and is among the leaders in the Expert RA regional economic health ranking. Furthermore, the capital ranks first in the labor market ranking, which assesses, among other things, employment levels, working conditions, and labor market capacity, and maintains the lowest unemployment rate in the country.

Moscow's credit rating has demonstrated the city's economic resilience.

Moscow's financial stability is confirmed by the highest credit ratings from leading Russian credit and rating agencies, such as the Analytical Credit Rating Agency and Expert RA. Furthermore, the Russian Ministry of Finance has classified the capital as a region with a high level of public financial management, further underscoring the balanced nature of its budget policy.

In 2025, Moscow was once again recognized as the region with the best investment climate in the country. For the seventh consecutive year, the city took first place in the National Investment Climate Rating and also became a leader in public-private partnership development, according to the Ministry of Economic Development of the Russian Federation. The capital also received the highest ratings for investment attractiveness from leading rating agencies, including the National Rating Agency and Expert RA.

Sustainable development remains a key priority for Moscow

The Technopolis Moscow special economic zone (SEZ) plays a significant role in these achievements. It is recognized as the most investment-attractive among technology-innovation SEZs, as well as the most sustainable SEZ in Russia in terms of ESG criteria, according to ratings by the Association of Clusters, Technology Parks, and SEZs of Russia and the Russian Ministry of Economic Development.

Moscow continues to maintain its status as the undisputed center of scientific, technological, and innovative development in the country. The city has taken first place in several national rankings assessing the scientific, technological potential and innovative activity of regions, including those of the Russian Ministry of Science and Higher Education, RIA Rating, and the National Research University Higher School of Economics. Moscow's high position in these rankings is due, in part, to the active implementation of digital and innovative solutions in city management. Moscow maintains its leadership in digital transformation: in 2025, the capital topped the Russian Ministry of Construction's "IQ Cities" urban digitalization index for the seventh consecutive year, scoring a maximum of 260 points.

Moscow tops the IQ Cities ranking for the seventh time.

In a number of areas, such as the level of development of the urban environment, economy, and technology, Moscow maintains a high standard not only on a national scale, but also among the world's largest megacities.
