BEIJING, Feb. 9 (Xinhua) — Li Zhiying's case is purely an internal matter of the Hong Kong Special Administrative Region (SAR), Chinese Foreign Ministry spokesperson Lin Jian said on Monday, calling on relevant countries to refrain from making irresponsible statements.

China calls on relevant countries to respect China's sovereignty and Hong Kong's legal system, refrain from making irresponsible remarks about the trial, and avoid interfering in Hong Kong's judicial system and China's internal affairs in any form, the Chinese diplomat said.

The Hong Kong Special Administrative Region (HKSAR) High Court on Monday morning sentenced Li Zhiying, the instigator of anti-China riots in the region, to 20 years in prison. -0-

BEIJING, Feb. 9 (Xinhua) — China on Monday, following Japan's general election on Feb. 8, once again called on Japanese Prime Minister Sanae Takaichi to withdraw her erroneous remarks on Taiwan and demonstrate her sincerity in upholding the political foundation of China-Japan relations with concrete actions.

The corresponding statement was made by the official representative of the Chinese Ministry of Foreign Affairs, Lin Jian, at a regular departmental press conference, responding to a question about the results of the elections in Japan, according to which the ruling coalition, consisting of the Liberal Democratic Party and the Japan Innovation Party, won a majority of seats in the House of Representatives.

Lin Jian noted that elections are Japan's internal affairs, but some deep-seated, structural problems and ideological tendencies reflected in the current elections are worth deep reflection by sober-minded people from all walks of life in Japan and the international community. -0-

With the support of RN-Uvatneftegaz (part of Rosneft), the indigenous culture festival "Wealth of the Uvat Taiga" was held in the administrative center of the Uvatsky District. More than 1,500 guests from the Tyumen Region and the Khanty-Mansi Autonomous Okrug – Yugra attended this year's event.

The festival, which began several years ago as a folk crafts fair at the oil field, has grown into a large-scale cultural event thanks to the support of oil workers.

The festive program included folk vocal and dance performances. Khanty songs and dances were performed on the central stage near the traditional chum, traditional amulets were made during workshops, and national sports games filled the guests with energy and excitement. Guests especially warmly welcomed the screening of the documentary film "The North Suits Us," part of which was filmed at the Uvas Mir Khot ethnic camp.

In support of the Year of Unity of the Peoples of Russia, in collaboration with the head of the Ethnology Sector at the Institute of Northern Development Problems of the Siberian Branch of the Russian Academy of Sciences, we organized an educational lecture on the history, culture, and ethnography of the Uvatsky District. The lecture concluded with a quiz on the topic "Encyclopedia of the Native Land," with prizes for correct answers.

The fairgrounds showcased a wide variety of traditional crafts made from the bounty of the taiga, and the air was filled with the aromas of northern fish soup and berry tea. A reindeer sleigh ride was a particular delight for the young guests.

A highlight of the festival was the "Uvat Trophy" hunting and sports tournament, where participants competed in agility and obstacle course skills. Competitions were also held in traditional sports: throwing a tynzyan on a khorey (a lasso used to drive reindeer), archery, sled jumping, and tug-of-war.

Supporting and preserving the national cultures of the indigenous peoples of the North and their traditional way of life is a key focus of Rosneft's social policy. The company and its subsidiaries implement numerous social projects in the regions where they operate, developing the infrastructure of northern villages, assisting reindeer herding families, and improving the facilities of educational institutions, social facilities, and healthcare facilities in areas traditionally inhabited by indigenous peoples.

As part of the festival, RN-Uvatneftegaz, together with the Uvat District Administration, donated equipment for traditional trades to the indigenous people—snowmobiles, outboard motors, gasoline generators, and Rosneft motor oil. Over the past few years, more than 180 units of equipment have been donated to Khanty families.

With the support of RN-Uvatneftegaz, the Uvas Mir Khot ethnographic center (meaning "House of Northern People" in Khanty) was established and is now successfully operating in Tyumen. This unique venue has become a hub for national celebrations, educational events, cultural activities, and interactive tours, and promotes the preservation of the traditions of the indigenous peoples of the North.

TOKYO, Feb. 9 (Xinhua) — Japan's TEPCO (Tokyo Electric Power Company) on Monday resumed operation of a reactor at the Kashiwazaki-Kariwa nuclear power plant in Niigata Prefecture after a signaling failure halted its first run in late January.

The company restarted reactor No. 6 at the plant on January 21 for the first time in 14 years, but shut it down the next day after a monitoring system alarm was triggered during the process of removing control rods.

TEPCO explained that the problem was caused by an error in the alarm settings. The investigation revealed no equipment faults, but did uncover rare instances of delayed electrical current flow in one of the three cables that triggered the alarm. The company adjusted the alarm settings and confirmed normal current flow in all control rods.

The Kashiwazaki-Kariwa Nuclear Power Plant, located approximately 220 kilometers northwest of Tokyo, is the world's largest nuclear power plant by potential capacity. The facility was shut down after Japan abandoned nuclear power following the accidents at TEPCO's Fukushima Daiichi Nuclear Power Plant, which was devastated by the tsunami in March 2011.

The restart of Reactor No. 6 at the seven-unit complex marked the first time a TEPCO unit has resumed operations since the Fukushima nuclear disaster. This sparked protests from local residents amid criticism that the plant is located in an active seismic zone.

Oslo, February 9 (Xinhua) — Norway's Ambassador to Jordan and Iraq, Mona Juul, has resigned after details of her contacts with Jeffrey Epstein came to light. The Norwegian Ministry of Foreign Affairs announced this on Sunday.

Foreign Minister Espen Barth Eide called the resignation "right and necessary," noting that M. Juul's contacts with a convicted sex offender demonstrated a "serious misjudgment of the situation" and made it difficult to restore the level of trust necessary for the position, the Norwegian Foreign Ministry said in a statement.

According to the department, M. Juul was suspended from her official duties last week while the department investigated her knowledge of and contacts with J. Epstein. –0–

NANCHANG, February 9 (Xinhua) — The Siberian crane, or white crane, is listed as critically endangered on the IUCN Red List of Threatened Species. Every year, with the onset of cold weather, Siberian white cranes, which account for over 95 percent of the global population, migrate from their Siberian homelands to Lake Poyang in East China's Jiangxi Province for the winter, a distance of 5,000 kilometers.

Uniting their shared goal of biodiversity conservation, China and Russia are working closely to ensure the migration of Siberian cranes. The Poyang Nature Reserve and Russia's Kytalyk National Park signed a memorandum of strategic cooperation on Siberian crane conservation. The aforementioned administration also signed a memorandum of understanding on cooperation with the Institute of Biological Problems of the Cryolithozone of the Siberian Branch of the Russian Academy of Sciences (RAS) and the Russian diamond mining company Alrosa.

According to Maria Vladimirtseva, a researcher at the Institute of Biological Problems of the Cryolithozone, Siberian Branch of the Russian Academy of Sciences, migration is an exceptionally difficult and important period in the life of cranes. She expressed admiration for China's conservation efforts, particularly its commitment to protecting white cranes.

An essential stopover on the East Asian-Australasian Flyway, Poyang Lake, China's largest freshwater lake, is a wetland of international significance. During flood season, the lake's surface area exceeds 4,000 square kilometers.

To ensure the safety of Siberian white cranes, an environmental police department was established in Yugan County, Jiangxi Province, whose main activity is the protection of fish and birds.

According to the head of this department, Zou Xinchang, one of their main responsibilities is to ensure the effective implementation of environmental protection measures, including fishing bans and bird protection.

He added that previously they relied solely on the human factor in their work, but now three optical-electronic radars and 13 observation posts in elevated positions are also used during patrols, which play a key role.

Additionally, local authorities have allocated targeted subsidies to support farmers who convert vast rice fields measuring thousands of mu (1 hectare = 15 mu) into wintering grounds and feeding areas for migratory birds without harvesting the crops. This measure ensures the birds have enough food to feed during the cold season. Those who have suffered losses due to the implementation of wetland and migratory bird conservation measures are receiving monetary compensation.

"Migratory birds in the wetlands are an ecological asset of Lake Poyang, and protecting them means preserving our shared ecological home," said Xu Zhiwen, head of the Poyang National Nature Reserve. -0-

Two SPbPU institutes—the Institute of Civil Engineering and the Institute of Industrial Management, Economics, and Trade—have launched a joint professional retraining program, "Manager in Strategic and Project Management."

The opening ceremony was attended by Marina Petrochenko, Director of the Institute of Strategic Studies; Olga Kalinina, Director of the Higher School of Industrial Management at IPMEiT; Ksenia Strelets, Director of the Center for Continuing Professional Programs at the Institute of Strategic Studies; Maxim Terekh, Deputy Director for Academic and Methodological Work at the Institute of Strategic Studies; Svetlana Pupentsova, Head of the Educational Program and Associate Professor at the Higher School of Management at IPMEiT; Tatyana Kharlamova, Lecturer in the Program and Professor at the Higher School of Management at IPMEiT; and Ekaterina Fedorova, Deputy Director for Continuing Professional Education at the Higher School of Management at IPMEiT and Associate Professor at the Higher School of Management at IPMEiT.

Welcoming remarks were given by the Director of the Institute of Social Sciences, Marina Petrochenko, and the Director of the Higher School of Management, Institute of Mathematics, Economics and Telecommunications, Olga Kalinina.

The modern construction industry needs not just managers, but engineer-managers—specialists who deeply understand construction technologies and simultaneously possess strategic and project management competencies. The professional retraining program "Manager in Strategic and Project Management" combines the solid engineering training of ISI master's students with modern management practices, developing personnel capable of leading investment and construction projects and determining the direction of the industry's development, noted Marina Petrochenko.

By studying this program, students gain comprehensive knowledge of the organizational, economic, and technological issues necessary for effective management in the construction industry. This is a truly excellent opportunity to obtain a second qualification for career development in construction, combining their primary and secondary studies," emphasized Olga Kalinina.

The "Manager in Strategic and Project Management" program is based on the professional standard "Manager of a Construction Organization" and was created specifically for master's students at the Civil Engineering Institute in the following areas: "Information Modeling of Urban Development Projects," "Digital Construction of Buildings and Structures," "Urban Construction and Infrastructure," "Organization and Management of Investment and Construction Projects," and "Roads, Bridges, and Transport Tunnels."

The main goal of the program is to train highly qualified specialists for organizational, managerial, and analytical work in the investment and construction sectors. The duration of study is one year. Upon successful completion of the program, master's students receive a diploma of professional retraining.

For our university, a strategic goal is to design and implement continuing education programs that are in demand in the marketplace and offer real practical value in terms of content and delivery. In this case, we have created an original educational product, created by two institutions, to develop comprehensive competencies in students, says Dmitry Tikhonov, Vice Rector for Continuing and Pre-University Education.

Following the program's grand opening, Tatyana Kharlamova, a professor at the Graduate School of Industrial Management, conducted the first lesson for students in the "Strategic Enterprise Management" module.
