BEIJING, Feb. 26 (Xinhua) — The 21st session of the Standing Committee of the 14th National People's Congress (NPC) concluded in Beijing on Thursday.

At the final session, legislators voted to dismiss Wang Xiangxi from her post as Minister of Emergency Management. Chinese President Xi Jinping signed a corresponding decree.

NPC Standing Committee Chairman Zhao Leji presided over the final meeting, which also approved the report on the powers of individual NPC deputies and decisions on personnel issues.

Deputies approved the report on the work of the NPC Standing Committee in principle. At a meeting of the chairman and vice-chairmen of the 14th NPC Standing Committee, it was proposed to instruct Zhao Leji to deliver this report at the upcoming fourth session of the 14th NPC.

Legislators adopted the draft agenda and the draft list of members of the presidium and the head of the secretariat of the 4th session of the 14th NPC, and also approved the decision to submit the relevant drafts for consideration at the preparatory meeting of the session.

Speaking at the closing session, Zhao Leji announced that the upcoming annual session of the NPC would review and approve the main provisions of China's 15th Five-Year Development Plan. Also scheduled to be reviewed are drafts of the Environmental Code, the Law on Promoting National Unity and Progress, and the Law on National Development Planning.

Zhao Leji called on the NPC Standing Committee to focus on the central tasks of the Party and the state and, together with the entire deputies, fulfill their duties in accordance with the law, demonstrating a heightened sense of responsibility and mission.

He also called on the NPC Standing Committee to carefully listen to and take into account the opinions and suggestions of deputies on the work of the standing committee, conscientiously accept oversight, and ensure that the Fourth Session of the 14th NPC is held in a disciplined, pragmatic, and highly effective manner.

Beijing, February 26 (Xinhua) — China's civil aviation market showed rapid growth in 2025, hitting new all-time highs in three key operating indicators, according to official data released Thursday by the Civil Aviation Administration of China (CAAC).

According to the UAAC statistical report on the operational activities of civil transport airports for 2025, the combined passenger traffic of such airports amounted to almost 1.53 billion person-times, representing a 4.8 percent increase year-on-year. The volume of cargo and mail transported increased by 9 percent to 21.86 million tons, and the number of aircraft takeoffs and landings reached almost 12.45 million, a 0.4 percent increase compared to the previous year.

As noted in the document, as of the end of 2025, there were 270 certified transport airports in China, of which 266 provided services for scheduled flights.

Last year, the number of airports in China with an annual passenger traffic of more than 10 million person-times reached 41, accounting for 83.7 percent of the total passenger traffic in China's civil aviation sector.

Geneva, Feb. 26 (Xinhua) — Delegations from Ukraine and the United States began talks in Geneva, Switzerland, on Thursday as part of efforts to end the long-running Russian-Ukrainian conflict.

Ukraine's chief negotiator, Secretary of the National Security and Defense Council, Rustem Umerov, announced on social media that a meeting had begun with US Presidential Special Envoy Steven Witkoff and US Presidential son-in-law Jared Kushner.

As R. Umerov promised, the delegations "will carefully work out a package of measures to ensure prosperity: mechanisms for economic support and recovery of Ukraine, instruments for attracting investment, and a framework for long-term cooperation."

Ukrainian President Volodymyr Zelenskyy, in turn, wrote in X that he had a telephone conversation with US President Donald Trump and discussed issues that will be discussed during a bilateral meeting on Thursday, as well as preparations for the next round of trilateral talks between Ukraine, the United States, and Russia, which is scheduled for early March.

"We expect that the current meeting will create an opportunity to take the negotiations to the leaders' level," Zelensky said.

Delegations from Ukraine, Russia, and the United States previously held two rounds of talks in Abu Dhabi (United Arab Emirates) on January 23-24 and February 4-5, and then another round in Geneva on February 17-18, which failed to reach agreement on key issues.

Beijing, February 26 (Xinhua) — China's export control measures targeting certain Japanese economic entities are intended to stop Japan's remilitarization and its attempts to acquire nuclear weapons. China's measures are fully justified, reasonable, and legal, Chinese Ministry of Commerce spokesperson He Yongqian said Thursday.

He Yongqian made the remarks at a regular press briefing in response to a question about China's recently announced export control measures against a number of Japanese economic entities.

The official representative emphasized that China, as a responsible large country, consistently and actively fulfills its international obligations on the non-proliferation of weapons of mass destruction.

As He Yongqian noted, Japan has recently been accelerating the buildup of its armed forces, lifting restrictions on arms exports, developing offensive military potential, and intending to revise the “three non-nuclear principles,” which indicates a dangerous trend of accelerated remilitarization and attempts to acquire nuclear weapons, which pose a threat to peace in the region and throughout the world.

China's legal actions affect only a few Japanese economic entities, and the measures are applied solely to dual-use goods, the Chinese ministry spokeswoman said, adding that the measures will not affect normal trade and economic exchanges between China and Japan, and Japanese entities that act in good faith and comply with the law have no cause for concern.

On February 24, China's Ministry of Commerce added 20 Japanese economic entities, including Mitsubishi Heavy Industries Shipbuilding Co., to its export control list to safeguard China's national security and interests and fulfill its international obligations, including non-proliferation of weapons of mass destruction.

The agency also added 20 Japanese economic entities, including Subaru Corporation, to a watch list because it is currently unable to verify the end users of the dual-use goods they produce or how exactly their products are used.

February 26th marks the 224th anniversary of the birth of Victor Hugo—a man of an era whose name became a symbol not only of French literature but also of the struggle for human dignity. He was a great poet, playwright, novelist, and influential politician whose voice resonated throughout Europe.

Victor Marie Hugo was born in 1802 in Besançon. His childhood was spent constantly on the move: the future writer's father was a general in Napoleon's army. Little Victor lived in Italy and Spain, which filled his imagination with vivid images and sweeping historical events.

Hugo's family was full of contradictions: his father idolized Napoleon, while his mother was a staunch supporter of the monarchy. These internal conflicts were reflected in Hugo's work, which always sought to reconcile contradictions and find justice in a complex world.

Hugo recognized his calling early on. At 14, he wrote in his diary: "I want to be Chateaubriand or nobody." And he truly became the leader of a new literary movement—Romanticism.

Literary revolution

The play "Hernani" became a key event in literature and a true triumph of Romanticism over Classicism. It tells the story of a Spanish nobleman who became a noble bandit and fought for love against the laws of society.

The work touched on themes of revenge, fatal love, and duty, sparking a real battle in the theater between adherents of the old rules and young rebels. Hugo emerged victorious, proving that art must be free, emotional, and vibrant.

Saving architecture

In 1831, Hugo published the novel "The Hunchback of Notre Dame." At the time, Parisian authorities were planning to demolish or rebuild the dilapidated cathedral. The book had such an impact that it sparked a movement throughout France to preserve Gothic monuments. Hugo literally saved Notre Dame with his pen: the novel drew attention to the dilapidated cathedral and spurred a large-scale restoration. Ultimately, this had an impact on the preservation of medieval heritage throughout Europe.

Political career, exile and triumph

Victor Hugo didn't limit himself to literature; he became a peer of France and was later elected to the National Assembly and the Senate. He used his platform to advocate against the death penalty, for the rights of the poor, and for free education for children.

Hugo's life changed when Napoleon III came to power. The writer openly opposed the coup d'état, called the emperor a tyrant, and was forced into exile for 19 years.

It was in exile, living on the islands in the English Channel, that he completed his magnum opus, Les Misérables. This is not just a novel, but a grand panorama of life, in which, through the story of the convict Jean Valjean, Hugo reveals the injustice of the judicial system and the greatness of the human soul. The book became a worldwide bestseller back in the 19th century: people queued to learn the ending. After the fall of the empire, he returned to Paris as a national hero and was again elected senator, remaining until his last days the "conscience of the nation" and defending the ideals of the republic.

The politician was able to see the world's complexity without falling into black-and-white perceptions. Although he was a staunch advocate of justice, his views often sought to listen to and understand both sides, attempting to reconcile them:

"We seek the truth, each from his own perspective, like two opposite poles. Do your work as I do mine, and live as I live, with a clear conscience. Peace to all men of good will."

The ideas are still alive today.

Hugo made a huge contribution to world culture. He made literature a powerful tool for social change and believed that progress is impossible without compassion. His ideas on social justice influenced the laws of many countries.

When the writer died in 1885, two million people attended his funeral. He was buried in the Panthéon, the burial place of France's great men.

Moscow, February 26 (Xinhua) — Moscow celebrated the Spring Festival (Chinese Spring Festival, the traditional Chinese New Year according to the lunar calendar) in a special way this year: the Fumei Qingnian troupe from Puning, Guangdong Province, brought the Yingge folk dance, one of the ancient traditional dances originating from the historical Chaoshan region of Guangdong Province, to the Russian capital. Performances for Russian audiences and Chinese guests took place as part of the "Chinese New Year in Moscow" festival.

Yingge is often called the “Chinese martial dance” for its energy, lively rhythm and martial arts elements.

For one of the troupe members, Li Hongxin, this trip was special. "I've been studying Yingge for over seven years. This is my first trip to Moscow, and I love it here. Moreover, this is the first snow I've ever seen. It's a great joy for me to come here and represent Chinese culture, to bring Yingge dance and the culture of the Chaoshan region to the world, and to make Chinese New Year a holiday for people all over the world," he shared.

His colleague Li Zhizhuang admitted that he prepared for his performances in Moscow with particular dedication: "It's a great honor for me to perform in Moscow. We brought our Ying'e dance here and will definitely do everything possible to present it to the best of our ability, giving Muscovites the most spectacular performance possible."

According to Shen Danlu, a representative of the Guangdong Provincial Department of Culture and Tourism, this dance was inscribed on China's list of intangible cultural heritage in 2006. Yingge originated from ancient sacrificial rituals and prayers for prosperity and, over time, evolved into a fully-fledged performing art form, based on the novel "Water Margin" and combining dance, drama, and martial arts. "The goal of the tour is to introduce Chinese culture to international audiences through performing arts," Shen Danlu emphasized.

Li Junhao, the Puning troupe's chief instructor, began practicing martial arts at age five, Yingge at age nine, and became the company's lead dancer at sixteen. According to the instructor, he was captivated not only by the dance's expressive form but also by its hidden power. "Yingge has a special energy—a spirit of unity, courage, a willingness to fight and strive for victory. It was this spirit that inspired me, and over time, my love for Yingge grew even stronger," Li Junhao remarked.

Tehran, February 26 (Xinhua) — If the main topic of indirect talks between Iran and the United States is Tehran's renunciation of its nuclear weapons program, an agreement could be reached immediately, Ali Shamkhani, senior adviser to Iran's Supreme Leader Ayatollah Ali Khamenei, said on Thursday.

TIANJIN, February 26 (Xinhua) — Foreign trade in northern China's Beijing-Tianjin-Hebei region has increased by 25.7 percent since the coordinated development strategy for the region was launched 12 years ago, according to data released Thursday by the Tianjin Municipal Customs Administration.

The total value of imports and exports of the Beijing-Tianjin-Hebei region rose from 3.74 trillion yuan (about 540.2 billion US dollars) in 2014 to 4.7 trillion yuan in 2025, demonstrating sustainable growth driven by regional integration.
