Washington, February 27 (Xinhua) — The United States has designated Iran a "state sponsor of wrongful detention," US Secretary of State Marco Rubio said on Friday, amid escalating tensions between the two countries.

As stated in a written statement by the US Secretary of State, “Iran has continued to brutally detain innocent Americans and citizens of other countries for decades to use this as leverage over other countries.”

“If Iran does not stop doing this, we will be forced to consider additional measures, including potential geographic restrictions on the use of U.S. passports for travel to, from, or transit through Iran,” M. Rubio noted.

"No American should travel to Iran for any reason. We reiterate our call for all Americans currently in Iran to leave immediately," the US Secretary of State emphasized.

SHANGHAI, February 28 (Xinhua) — The China-SCO Collaboration Center for Metabolic Diseases was established in the eastern Chinese metropolis of Shanghai on Friday. The opening ceremony was attended by Shanghai Cooperation Organization (SCO) Secretary-General Nurlan Yermekbayev and Deputy Head of the National Health Commission of China Zheng Zhe.

The new center is based at the prestigious Ruijin Hospital affiliated with the Shanghai Jiao Tong University Medical College. As Shanghai's first national-level platform for specialized professional cooperation within the SCO, the center aims to coordinate the efforts of SCO countries to jointly address issues related to metabolic diseases and develop systemic management in this area, thereby contributing to improving the well-being of the people of all member states.

The Center will operate in the following main areas: providing medical care, organizing training for medical personnel, facilitating the shared use or promotion of new results in treatment methodology, and implementing exchanges of relevant industrial technologies.

The center is expected to train 2,000 medical professionals from SCO countries in the monitoring and prevention of metabolic diseases within three years, and to disseminate 500 units of medical and therapeutic technologies throughout the region covered by the organization.

In addition, the center will take the initiative to establish a forum on metabolic medicine within the SCO to strengthen exchanges and cooperation in the field of healthcare among the countries of this organization.

Open medical data shows that metabolic diseases pose one of the most serious threats to human health in the 21st century. Metabolic disorders such as diabetes, obesity, cardiovascular disease, and closely related cancers and premature aging syndromes have already become the leading killers of non-communicable diseases in the SCO region.

SCO Secretary-General N. Yermekbayev emphasized the importance of the opening of the China-SCO Cooperation Centre on Metabolic Diseases, noting that this is another significant step forward in the SCO's multifaceted cooperation in healthcare.

Zheng Zhe, Deputy Director of the National Health Commission of the People's Republic of China, assured that the agency will continue to support SCO cooperation projects in healthcare, including supporting the operation and development of the said center, in order to make a greater contribution to the formation of a unified healthcare community for humanity and to building a more beautiful "SCO family."

Kyiv, February 28 (Xinhua) — The Board of Directors of the International Monetary Fund (IMF) approved a new four-year Extended Fund Facility (EFF) for Ukraine in the amount of approximately $8.1 billion (5.9 billion SDRs). This was reported on Friday by the Interfax-Ukraine news agency, adding that the first tranche of approximately $1.5 billion will be disbursed shortly.

The Ukrainian Ministry of Finance noted that the new program will be aimed at implementing a balanced fiscal policy, ensuring price stability, preventing external imbalances, and supporting the financial sector.

Furthermore, the program will facilitate the receipt of large-scale external financial assistance to cover Ukraine's state budget needs. According to joint estimates by the Ukrainian government and the IMF, Kyiv will need to attract approximately $136.5 billion from its partners between 2026 and 2029.

Separately, the Ministry of Finance noted that Ukraine's previous cooperation program with the fund, approved in 2023, had to be cancelled, since it was based on the scenario of ending the active phase of the Russian-Ukrainian armed conflict and transitioning to large-scale reconstruction.

BEIJING, Feb. 28 (Xinhua) — China's electric vehicle (EV) charging network continued to expand rapidly in January 2026, reaching 20.7 million units by the end of last month, according to data from the National Energy Administration (NEA) released Friday.

According to the agency, this figure has sharply increased by 49.6 percent compared to the same period last year.

Of these devices, approximately 4.8 million were public and 15.9 million were private, representing year-on-year increases of 31.2 percent and 56.1 percent, respectively.

According to data, by the end of January, the total rated capacity of public charging stations for electric vehicles reached 226 million kW, or an average of about 47.01 kW per charger.

The expansion of China's charging network has been driven by the growing popularity of clean electric vehicles among Chinese consumers in recent years.

According to the China Association of Automobile Manufacturers, the country's production of new energy vehicles gained momentum in 2025, with production and sales reaching 16.626 million and 16.49 million units, respectively, an increase of 29 percent and 28.2 percent year-on-year.

In October 2025, China unveiled a three-year action plan to improve the country's EV charging infrastructure, aiming to build a nationwide network of 28 million chargers with a total capacity of over 300 million kW by the end of 2027. -0-
