Entrepreneurs have restored 18 premises in architectural monuments in eight years

Over eight years, Moscow entrepreneurs have purchased 27 premises in cultural heritage sites from the city following a competition and restored 18 of them. This was reported by Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

"Selling premises in historical buildings as part of competitions is a format of cooperation between the city and entrepreneurs, which has been implemented since 2017. Investors purchase real estate in areas with high business activity and, after restoration, can use historical objects for doing business. Thanks to this, the capital's infrastructure is developing, jobs are being created, and architectural monuments are getting a second life. Over more than eight years, entrepreneurs have purchased 27 premises with an area of more than four thousand square meters from the city as a result of competitions. Of these, 18 have already been put in order – this is almost 2.8 thousand square meters of real estate, the rest are still undergoing restoration," said Vladimir Efimov.

In the first half of 2025, two premises in the center and one facility in the northeast and southeast of Moscow were restored.

"The largest number of premises restored since 2017 are located in the center of the capital: five in the Tverskoy district, four in Presnensky, three in Khamovniki, two in Basmanny. Investors have restored one property each and are already using it for business in the Zamoskvorechye and Krasnoselsky districts. The historical value of these buildings makes them attractive to tourists and clients, while after restoration, the premises in them meet modern requirements for comfort and safety. Convenient transport accessibility and developed infrastructure nearby also help attract visitors, creating favorable conditions for business development," she specified. The work that needs to be done to restore the premises in architectural monuments and the deadlines for their implementation are specified in the purchase and sale agreements. Compliance with security obligations is monitored by a special commission, which includes representatives of the Department of City Property andDepartment of Cultural Heritage.

Earlier, Sergei Sobyanin ordered the restoration to be carried out by at least 150 objects cultural heritage annually.

According to the legislation on cultural heritage sites, owners and users of architectural monuments are obliged to preserve their historical appearance. Any work in such buildings is carried out according to an agreed project, with the permission and under the supervision of specialists from the Department of Cultural Heritage of the City of Moscow. Administrative and criminal liability is provided for violation of legislation in the field of protection of cultural heritage sites.

Caring for cultural heritage is one of the most important areas of work for municipal services. Visitors to the forum site "Territory of the Future. Moscow 2030" can try themselves in the role of utility workers in the Horseshoe zone in the Luzhniki Olympic Complex. Listeners will be able to learn about the history of Moscow fountains – from the first structures in the estates of Peter the Great to modern light and music complexes. Visitors will be told facts about the fountains of VDNKh, the oldest fountain in Moscow and other fountains in the capital, as well as about the work of specialists who take care of these structures throughout the year.

On the same day at 19:00, there will be a lecture "And I walk, I walk on the bridge", dedicated to the history of bridge construction in Moscow from ancient times to the present day and their maintenance. Since 2011, each road and bridge facility has undergone various types of repairs. Among them are cultural heritage sites of regional significance – the Bolshoy Moskvoretsky and Bolshoy Kamenny bridges. Their major repairs in 2018-2021 were carried out by specialists of the State Budgetary Institution "Gormst" for the first time since their construction – in 80 years.

On September 4, a ceremonial event dedicated to the 10th anniversary of the institution took place in Vsevolozhsk at the site of the Multicenter for Social and Labor Integration. In the presence of the Governor of the Leningrad Region Alexander Drozdenko, the rector of Peter the Great St. Petersburg Polytechnic University Andrey Rudskoy and the director of the Multicenter Irina Drozdenko signed an agreement on strategic partnership. Support for veterans of the SVO at the Polytechnic is based on a systemic approach: we do not limit ourselves to individual courses, but build holistic educational trajectories – from diagnostics and career guidance to professional retraining and employment. This format allows not only to adapt to civilian life, but also to obtain in-demand competencies for participation in the development of the economy and technological leadership of the country.

Vice-Rector for Continuing and Pre-University Education at SPbPU Dmitry Tikhonov also outlined his position: Cooperation with the Multicenter is of particular importance to us in the context of creating the Polytechnic Center for Professional Development and New Competencies for Veterans of the SVO. The Polytechnic is already launching the first programs and recruiting military personnel who are fulfilling their military duty for training. In the coming months, we will launch pilot courses to fine-tune the mechanisms of mentoring, internships, and subsequent employment. Our task is to ensure a rapid, practice-oriented transition to in-demand engineering specializations.

The signing of the agreement was a logical continuation of the development of the partnership between SPbPU and the Multicenter insupport for veterans of the SVO and their involvement in solving technological leadership problems. The current stage expands the horizons of cooperation, transforming individual initiatives into a holistic and replicable model – with clear entrances for participants, transparent navigation, mentor support and direct communication with industry requests.
