The forum programme includes plenary sessions and round tables devoted to the discussion of strategies for increasing labour productivity, issues of platform employment and achieving national goals in the field of human capital.

According to the Minister of Labor and Social Protection Anton Kotyakov, the successful implementation of national projects and the training of personnel needed by the economy in the future is impossible without close cooperation between the state and employers.

"This year we are launching the tenth anniversary All-Russian Occupational Safety Week. Our goal is to assess the changes that have occurred over the year, to talk about the opportunities that have been added to the social and labor sphere. Thanks to our concerted efforts, against the backdrop of the growing importance of labor protection as a factor in the attractiveness of jobs and saving working time, we see positive dynamics. The result achieved in recent years has become possible due to many years of constructive interaction between all parties involved in the work at the VNOT forum: businesses, government agencies, employers and trade unions. This year, VNOT is planned to be visited by over 10 thousand people, including over 2 thousand guests from foreign countries. The business program includes over 150 events dedicated to current issues of labor protection and employment. About 200 companies will take part in the industry exhibition of the forum. According to the Advisor to the President of Russia Anton Kobyakov, the agenda of the All-Russian Occupational Safety Week is becoming more and more extensive every year, and its international component is growing from year to year.

The All-Russian Occupational Safety Week will open with Youth Day. On the same day, September 15, a meeting of the BRICS network of countries on occupational safety will be held, which emphasizes the importance of the practical implementation of political dialogue and the establishment of business ties between Russian and international companies on the sidelines of the forum.

The central event of the anniversary week will be the strategic plenary session on September 16. The session will focus on systemic issues of increasing labor productivity through the prism of safety, challenges of platform employment, as well as national development goals in the field of human capital. The forum will pay special attention to the digital transformation of occupational safety. This topic will be covered in separate sessions, such as "Safety Technologies: Digital Transformation in Occupational Safety and Human Resources Management" and "Innovative Digital Solutions to Achieve Zero Injuries", focusing on practical tools.

A significant block of the program is addressed to small and medium businesses. Entrepreneurs will be offered step-by-step algorithms for building occupational safety management systems, analysis of economic aspects, features of conducting a special assessment of working conditions and organizing training taking into account limited resources.

At the session "New approaches to the risk-oriented model of supervision in the sphere of labor", experts together with representatives of control and supervisory authorities will discuss the evolution of the supervision system aimed at preventing violations. Special attention will be paid to the issues of accident investigation and law enforcement practice.

Also at VNOT-2025, special attention will be paid to modern personal protective equipment (PPE) as an important element of the labor protection system. Experts will discuss the risks associated with poor-quality PPE at a thematic session with the participation of regulatory authorities and business representatives. A spectacular event will be a fashion show of PPE, demonstrating that protective clothing can be not only functional, but also stylish. “A lot of work is being done under the national project “Infrastructure for Life” to update the road network, including federal highways that take on heavy traffic and, as a result, a large load on the road surface. One of these highways is the R-22 “Caspian” highway, which connects the regions of the central and southern parts of Russia. Currently, various types of work are being carried out on the road. Thus, on the section from the 356th to the 371st km in the Tambov region, specialists are busy widening the roadway. The readiness of the facility has exceeded 50%, road workers are on schedule. The result of the work will be a four-lane road with an axial barrier fence, which will significantly reduce the risk of head-on collisions. The capacity of the section will increase to 26 thousand cars per day. I am confident that thanks to the systematic work and responsible approach of Rosavtodor, the team of the acting governor of the region Evgeny Pervyshov Tambov residents and users of the highway will receive a high-quality, updated section within the established time frame,” said Marat Khusnullin.

At present, all layers of road surface (except for the top) have been completed on 13 out of 15 km for two new lanes of the road, which are already used for traffic. Work has been fully completed on the construction of two turnaround loops, which provide a safe exit from the federal highway to the settlements of Fonvizino, Novospasskoye, Zavodskoy, Ilovay-Dmitrievskoye and Staroseslavino. The process of destructuring cement concrete slabs on the old two lanes of the road and the construction of a third turnaround loop are underway.

In addition, construction of bridge structures continues on this section. The installation of supports for the left half of the roadway of the railway overpass at the 359th km of the route has been completed. The specialists plan to expand the bridge over the Ilovai River to four traffic lanes this year.

The AI model analyzes 100% of the events and indicators of national projects and state programs of Russia online, comparing them with the indicators of the national development goals set by the President. The work on digitalization of the state apparatus is supervised by Deputy Prime Minister – Chief of the Government Staff Dmitry Grigorenko.

Such analytics helps to identify connections between government projects, including non-obvious ones. This is necessary for developing an effective plan for achieving national goals and making accurate management decisions. "The government currently uses artificial intelligence, including for analyzing the forecast of non-fulfillment of various programs and events. In particular, we use AI in the management system of national projects and state programs. Artificial intelligence analyzes planned events, their implementation processes and predicts risks. The accuracy of such a forecast already reaches 96%. This is important because our task is not to record the fact that something has not been done somewhere, but to ensure that everything is implemented," noted Dmitry Grigorenko.

The Deputy Prime Minister also emphasized that artificial intelligence does not make the final decision, but is a tool that simplifies human work.

AI technology can significantly reduce the time required to analyze indicators and activities. The AI system processes more than 1,000 possible options per minute to determine the correct relationships, i.e. cases where one event or indicator affects the achievement of a specific national development goal of the country. Previously, such analysis was carried out manually. Thus, in order to evaluate almost half a million potential relationships between the indicators of national goals and all activities, it would be necessary to involve 76 experts from 38 industries, while manual analysis would take them about 4 years. Artificial intelligence allows this work to be done in 1 day.

To date, the AI model has identified more than 8,000 new connections. All of them are sent for verification to federal executive authorities, which in turn can confirm the relationship or reject it and send information about it for a more detailed analysis to the Project Management Center of RANEPA. Thus, artificial intelligence serves as a tool that speeds up the work process, but the final decision always remains with the person.
