SHANGHAI, Sept. 18 (Xinhua) — The Zhangjiang AI Innovation City opened Tuesday in Shanghai's Pudong New Area, China's first artificial intelligence (AI) pilot zone. NEW YORK, Sept. 17 (Xinhua) — Three officers were killed and two were wounded in a shooting on Wednesday afternoon in York County, Pennsylvania, in the northeastern United States, local media reported.

According to CBS, the incident occurred just after 2:00 PM local time in the village of North Kodorus. Four officers were from the regional police department, and the fifth was a York County sheriff's deputy. Three officers died from their injuries, two of whom survived.

Officers were executing a warrant in the area when the suspect pulled out a gun and opened fire on them, officials said.

The report said Pennsylvania State Police have launched an investigation into the incident.

Institute of Medicine and Medical Technologies Novosibirsk State University's Institute of Medical and Technical Medicine (IMMT) announced the launch of a special research training program, "Promising Researchers in Biomedicine." Student Faculty of Mechanics and Mathematics Anna Arinicheva of Novosibirsk State University is developing an intelligent assistant for psychologists that takes over routine tasks and helps specialists focus on working with clients. The project won a student initiative competition and received a 1 million ruble grant from the Foundation for Assistance to Small Innovative Enterprises (FASIE).

According to the idea's creators, the AU assistant will take notes on consultations, systematize client information, and generate reports on their progress. A key feature of the solution is an interpretable algorithm for identifying cognitive biases, which highlights speech patterns and draws conclusions.

"The goal of our project isn't to replace psychologists, but to support them. Currently, specialists have to simultaneously take notes, ask questions, and monitor the client's nonverbal responses. This significantly reduces concentration and increases the risk of burnout. An AU assistant takes over the routine, freeing the psychologist to focus on working with the client," explains Anna Arinicheva.

The development is designed for individual consultations in both online and offline formats. It can be used by beginning specialists, as well as in clinics, government agencies, and corporate corporations, where the workload of a single psychologist is particularly high. Moreover, all the assistant's findings must be verified by a specialist—the technology serves as a support tool, not a replacement for a professional.

"Our solution is especially relevant for growing professionals, aggregator platforms, and clinics where a single psychologist handles a huge daily client flow and needs to maintain documentation while providing high-quality support. The AU assistant enables psychologists to maintain their effectiveness and avoid burnout even with a large client flow," notes Anna Arinicheva.

Today, approximately 19 million people in Russia consult psychologists, while the number of specialists does not exceed 100,000. The high workload forces psychologists to either limit the number of clients or risk losing their effectiveness. Experts believe that digital tools like the AU assistant can be a valuable aid in addressing this issue.

The origins of the internal algorithm were laid by Anton Kolonin, a leading specialist at the NSU Artificial Intelligence Center, who currently oversees the development. NSU Faculty of Mathematics and Mechanics graduate Evgeny Brazhnikov has joined the team and is responsible for prototyping. A working algorithm for identifying cognitive biases has already been developed, over 40 problem-solving interviews have been conducted, and letters of interest have been received from specialists at NSU, RANEPA, and the Ulyanovsk Region Association of Psychologists.

The team is currently preparing a prototype AU assistant for closed testing to identify potential flaws and refine the model before launching it. The grant funds will be used to complete the prototype and launch a marketing campaign. The minimum plan includes creating a Telegram bot that receives an audio recording of a consultation and provides a transcript, notes, and analytics on cognitive biases. Upon request, the bot will be able to generate reports on the client's progress from session to session. Promotion is planned through a subscription model, and the marketing strategy includes working with professional communities and creating a dedicated Telegram channel.

NSU students' participation in such projects demonstrates the university's key advantage: its education is closely linked to real-world research and entrepreneurial practice. BEIJING, Sept. 18 (Xinhua) — As of Tuesday, cargo turnover through the Xunke Port, located in the Xunke County of Heihe City, Heilongjiang Province, on the border with Russia, exceeded 100,000 tons this year, an increase of 142.8 percent year-on-year, the Heihe Daily newspaper reported.

Meanwhile, the value of trade turnover recorded at this border crossing amounted to 260 million yuan (approximately $36.61 million), a 66.6 percent increase compared to the same period last year. The growth of both indicators demonstrates breakthrough progress in Xunke's foreign trade.

As noted by the checkpoint administration, the cargo turnover target of 100,000 tons set at the beginning of this year was achieved 50 days earlier than planned.

UN, Sept. 17 (Xinhua/ — The UN Security Council on Wednesday adopted a resolution on the return of Kuwaiti and third-country nationals missing as a result of Iraq's 1990 invasion of the country.

Resolution 2792 was unanimously adopted by all 15 members of the UN Security Council. It requests the UN Secretary-General to appoint a high-level representative to support and facilitate continued cooperation between Iraq and Kuwait on this issue, as well as to resolve the issue of missing Kuwaiti property.

According to the document, the head of the UN must inform the Security Council of any progress by March 31, 2026, and every six months thereafter.

The resolution states that the UN Security Council will consider the continuing need for UN oversight of missing persons and property no later than 31 December 2030.

Facilitating the repatriation of missing Kuwaitis and third-country nationals, as well as Kuwaiti property, is currently the responsibility of the United Nations Assistance Mission for Iraq (UNAMI), whose mandate expires on 31 December 2025. On September 16, at 3:38 PM local time, the first special train in Hebei Province, along the Kandahao "red tourism" route, departed from Baimahe Station in Xingtai. The train travels along the Xingtai-Heshun railway line, from Baimahe Station in Xindu District to Jianshui Township, home to the Memorial Exhibition Hall of the Chinese People's Anti-Japanese Military and Political University. The total route length is 55 km, and the journey takes over 40 minutes. This is not only an important transportation route for local residents but also a convenient way for travelers to immerse themselves in the tourist experience.

The Chinese People's Anti-Japanese Military and Political University (abbreviated from Chinese: Kanda) is an institution of higher education established by the Communist Party of China during the Chinese People's War of Resistance Against Japanese Aggression to train military and political cadres. In 1940, the university's students relocated to the village of Jiangshui, located deep in the Taihang Mountains, where they continued their studies behind enemy lines for two years and three months, leaving behind the largest and best-preserved university complex of memorial sites.

The project covers an area of approximately 4 hectares, with a total construction area of 5,000 square meters. Particular attention is paid to the restoration of 150 old residential buildings in 45 courtyards in accordance with their historical authenticity, as well as to the complete recreation of historical scenes of university life in Zhaishan Village, which attract tourists.

The launch of the dedicated "red" tourism route continues to improve transport flows in the region, reducing congestion on roads, effectively unlocking the potential of the Taihang Mountains cultural and tourism zone, and thereby accelerating the development of the cultural and tourism industry in the area. Li Yaohui, Deputy Director of the Xingtai Development and Reform Commission, noted that after its full launch, the route will be officially integrated into China Railway's 12306 ticket booking system, which will gradually increase the frequency of services in both directions and better meet the needs of the general public, including tourists.

This marks the first time since the beginning of 2025 that the number of China-Europe/Central Asia freight trains departing from Zhejiang Province has exceeded 1,000.
