HAIKOU, July 19 (Xinhua) — South China's Hainan and Guangdong provinces have been put on high alert after Typhoon Wipha entered the South China Sea, bringing strong winds and heavy rains to the two provinces.

At 9 a.m. on Saturday, Hainan Province issued a Level 4 flood and typhoon alert, while Guangdong Province raised its flood and typhoon alert from Level 4 to Level 2 at 11 a.m.

Typhoon Wipha weakened from a tropical storm to a severe tropical storm early Saturday morning, according to the Hainan Provincial Meteorological Service. At 8 a.m., its epicenter was located in the northeastern South China Sea, about 930 kilometers (580 miles) east of Wenchang City on Hainan Island.

The Hainan Provincial Meteorological Service forecast that Typhoon Wipha is moving northwest at about 20 km per hour and gaining strength. It is approaching coastal areas stretching from Shenzhen in Guangdong Province to Wenchang on Hainan Island, and is likely to make landfall in these areas between Sunday afternoon and night.

Due to its impact, heavy rain and strong winds are expected in most sea areas and onshore areas in Hainan Province from Saturday to July 22. In addition, shipping may be suspended in the Qiongzhou Strait between Guangdong and Hainan Provinces from Sunday to July 22.

Street flooding is possible in Haikou, the capital of Hainan Province. Meanwhile, Guangdong Province is preparing for severe thunderstorms, gale force winds and tidal waves.

In addition, specialized rescue vessels and helicopters, as well as powerful tugboats and cleanup vessels, are on standby in Guangdong Province.

Let us recall that China has a four-level emergency response system for typhoons, with the first level being the most serious. -0-

GAZA, July 19 (Xinhua) — Israeli troops opened fire on a humanitarian aid center in the southern Gaza Strip town of Khan Younis on Saturday morning, killing at least 25 Palestinians and wounding more than 70, local medics and eyewitnesses said.

Atif al-Hout, director of Nasser Hospital in Khan Younis, told Xinhua that his hospital received over 70 wounded and 25 dead bodies after the incident in the At-Tineh area.

Eyewitnesses told Xinhua that Israeli troops attacked a group of Palestinians gathered near an aid distribution point run by a US organization with gunfire and tanks. They called it a “massacre,” adding that many Palestinians were still trapped by the Israelis, making it difficult to evacuate the wounded and remove the dead.

Nasser Hospital is experiencing an acute shortage of medical supplies and fuel, and the situation in other local medical facilities remains unbearable, A. al-Hout said.

On the same day, six people were killed and 17 wounded in an Israeli airstrike on a tent sheltering displaced civilians in the Ad-Daraj area of central Gaza City, local medics and eyewitnesses said.

The Israeli military has not yet commented on any of the incidents. –0–

WASHINGTON, July 19 (Xinhua) — The United States on Friday rejected amendments to international health regulations adopted by the World Health Organization (WHO) last year.

US Secretary of Health and Human Services Robert Kennedy Jr. and Secretary of State Marco Rubio issued a joint statement formally rejecting the WHO's 2024 amendments to international health regulations.

Officials called the changes “vague and broad” in their terminology. U.S. agencies “put Americans first in everything we do” and “will not tolerate international rules that violate Americans’ freedom of speech, privacy, or identity,” they said.

The amendments, adopted in Geneva in June 2024, are designed to ensure that medicines, therapeutics and vaccines are available around the world in the event of the next pandemic. –0–

He pointed out the healthy and stable development of China-Mauritania relations in recent years, with growing political mutual trust and fruitful exchanges and cooperation in various fields.

Xi Jinping recalled that he met with President Mohammed Ould Ghazwani at the Beijing Summit of the Forum on China-Africa Cooperation last year, reaching important agreements and jointly declaring the upgrading of China-Mauritania relations to a strategic partnership, which marked the beginning of a new chapter in the history of bilateral relations.

The Chinese President noted that he attaches great importance to the development of China-Mauritania relations and is willing to work together with Mohammed Ould Ghazwani to use the 60th anniversary of diplomatic relations as a new starting point to develop traditional friendship, deepen mutual trust and cooperation, and jointly open up a new future to develop a strategic partnership so as to bring more benefits to the peoples of the two countries.

In turn, M. Ould Ghazwani said that over the past 60 years, a strong friendship has been established between Mauritania and China, characterized by close cooperation at all levels and mutual support in the international arena.

The Mauritanian leader noted that during the Beijing Summit of the Forum on China-Africa Cooperation in September last year, he and Xi Jinping jointly announced the elevation of the exemplary bilateral relations to a strategic partnership. This move reflected the deepening of bilateral ties, which will benefit the friendly peoples of China and Mauritania and contribute to the security, prosperity and well-being of people around the world, Ould Ghazwani said.

DAMASCUS, July 19 (Xinhua) — Syrian and Israeli leaders have reached a U.S.-brokered ceasefire agreement following sectarian clashes in southern Syria that prompted Israel to launch massive air strikes on the neighboring country.

US Special Envoy for Syria Tom Barak announced the ceasefire early Saturday, saying Israeli Prime Minister Benjamin Netanyahu and Syrian interim leader Ahmed al-Sharaa had agreed to end the fighting with the mediation of US Secretary of State Marco Rubio.

The agreement was also supported by other countries in the region, including Turkey, Jordan and other neighbors of Syria.

Recall that in the province of As-Suwayda in southern Syria, violent inter-faith clashes continued for six days, which claimed several hundred lives and raised fears of a wider regional escalation.

The agreement will give Syrian government forces and security personnel access to all areas of As-Suwayda again, a local TV channel reported, citing informed sources. The deal includes the disbandment of all local groups, the transfer of heavy weapons, and the integration of former fighters into state security structures.

The Druze community's spiritual leadership welcomed the ceasefire, expressed readiness to end ongoing fighting and called for a return to "wisdom and reason." –0–

The second meeting of the Russian-Vietnamese working group on tourism was held via videoconference on July 10. The Russian side was headed by Deputy Director of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia Igor Maksimov, the Vietnamese side was headed by Deputy Chairman of the National Administration of Tourism of Vietnam Ha Van Sieu. The event was also attended by representatives of the Russian Foreign Ministry, Russian and Vietnamese tourism industries and airlines.

The chairmen noted the growth of mutual tourist flows between the countries. According to the results of 2024, the tourist exchange exceeded 250 thousand people – this is 74% more than in 2023.

"The positive dynamics of growth in tourist flows is primarily due to the resumption of direct flights and the gradual easing of the visa regime. A visa-free entry regime for up to 45 days has been introduced for Russian tourists. Citizens of Vietnam, in turn, can apply for an electronic visa to Russia," said Igor Maksimov.

The Russian side separately thanked the Vietnamese partners for the initiative to sign an interdepartmental memorandum on cooperation in the field of tourism in May this year. The document is aimed at exchanging best practices in the field of tourism and hospitality, mutual promotion and further strengthening of business cooperation.

Business cooperation between the two countries is developing: Russian and Vietnamese partners hold joint events, participate in international exhibitions and forums. The interaction of tourist aggregators is strengthening – the Ostrovok website offers about 26 thousand accommodation options available for booking in Vietnam.

Following the meeting, the parties agreed to continue working together to create comfortable and safe conditions for tourists to stay in both countries.
