Diwali is the main Indian and Hindu holiday, celebrated as the "Festival of Lights" and symbolizing the victory of good over evil. Beyond India itself, Diwali is widely celebrated in countries with large Hindu communities, including Bangladesh, Sri Lanka, Kenya, Nepal, Malaysia, South Africa, and many other countries. The Novosibirsk Association of International Students organized the event for the first time. The traditional celebration took place at the House of Scientists.

"The idea of our celebration truly brought together people from different educational institutions. Since the Association of International Students represents all of Novosibirsk's universities, students from NSU, NSTU, NSPU, NGK, NSAU, SibUPC, RANEPA, NSUEM, and other universities actively participated in the preparation and celebration of Diwali. What's especially gratifying is that our event attracted attention beyond the city limits. We were delighted to welcome a student delegation from Altai State Medical University, who made a special trip to share in the joy of the celebration," commented Avishka Alagiyavanna, President of the Association of International Students of Novosibirsk and a student at the NSU Faculty of Geology and Geophysics.

At the celebration, students and guests enjoyed traditional Indian treats such as gulab jamun and masala chai, participated in mehndi workshops, and a quiz on Bollywood and Indian songs. On stage, Jahedul Islam from Bangladesh and Olesya Lanser from Russia recited a touching poem in Bengali and its Russian translation. Anna Tsyba, a master's student at NSPU, performed classical kathak dance, accompanied by Yegor Shikhov, playing the tabla drum.

"We were absolutely thrilled! We were truly touched by how many people responded and came to the celebration. Seeing happy faces, feeling the energy of unity and mutual interest—it was priceless. Guests enthusiastically participated in the master classes, sampled Indian delicacies, and danced to traditional music. This lively, warm atmosphere exceeded all our expectations. Most importantly, the organizers and performers weren't just students from India. We had students from Sri Lanka, Algeria, Pakistan, Bangladesh, Kyrgyzstan, Laos, Syria, Mali, Russia, Azerbaijan, and so on," shared Avishka.

Amira Nada, Vice President of the AIS and a student at the Faculty of Natural Sciences at NSU, is well acquainted with Indian culture, and planning the program and workshops was no problem for her.

"Avishka and I were the key organizers who brought this idea to life. With the help of other team members, we managed to pull off a truly amazing event, and everyone contributed to its success. I was the head of media, and my role was to promote the event, create posts and posters. We also recruited participants to make the event as diverse as possible. And finally, I performed with Avishka and our girls to Indian songs—it was amazing! The event was the culmination of three months of hard work. Organizing an event of this scale is no easy task, but when you have a team willing to achieve the impossible, everything becomes easier. People really enjoyed the event, and we received a lot of positive feedback—that means a lot to us. We're happy we were able to create such a memorable event, and it inspires us to work even harder and hold even larger events in the future," said Amira.

Nadir Mammadzade from RANEPA served as the event's host, assisting with the preparation of scripts, coordinating rehearsals with participants and communications with volunteers, participating in program planning meetings, and assisting with selecting texts for the presenters and distributing lines. Like other AIS participants, this was his first experience organizing Diwali.

"The atmosphere was warm, sincere, and very energetic. It was amazing to see how people from different countries came together and poured their hearts into each number. Technically, everything went smoothly: the lighting and sound were seamless, and the audience warmly welcomed each performance. I think in the future, we could allocate a little more time to stage rehearsals for larger groups. We could also enhance the visual component, for example, with more background video clips or decor to make some of the numbers even more impressive. Otherwise, everything went great!" Nadir said.

For Huefae Lorvanxai from NSAU, this was her first event as an AIS member. She helped organize the dance performance.

"The event was a great success! Participants were engaged and showed great interest in Diwali traditions. The atmosphere was festive and friendly. I especially remember the warm and joyful atmosphere that permeated the celebration," said Huefae.

For Lihiniya Kumarage Avishka Vishwajit from NSTU, this was also his first experience working at AIS. The student was responsible for purchasing decorations and food, coordinating guest participants, and was also a photographer during the event itself.

"The event was great. The students had a great time networking and getting to know each other, and students from Asian countries shared their unique experiences! We're glad the students made so many new connections. The event featured a wide range of interactive activities," said Lihinia Kumarage Avishka Vishwajit.

The AIS's mission is to create a friendly and warm international environment that will become a home for international students in Novosibirsk, where they can not only study but also experience their culture and share it with others. This isn't the last national holiday the Association will organize. The organizers also plan to hold traditional Russian holidays to introduce students to Russian customs and culture.

How exactly will the Guangdong-Hong Kong-Macao Greater Bay Area play the role of an economic growth pole during the 15th Five-Year Plan period?

On October 23, the communiqué of the Fourth Plenary Session of the 20th CPC Central Committee was released. The plenary session noted the need to optimize the territorial structure of the economy and promote the coordinated development of regions. On October 24, the Central Committee of the Communist Party of China (CPC Central Committee) held a press conference to introduce and explain the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, noting that the CPC Central Committee's Proposals for the 15th Five-Year Plan for National Economic and Social Development clearly define the promotion of new breakthroughs in four major regions—the eastern, central, western, and northeastern regions; the three driving forces—the Beijing-Tianjin-Hebei region, the Yangtze Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area; and the two green development belts along the Yangtze and Yellow Rivers.

Xie Lifeng, Deputy Director-General of the Hong Kong, Macao and Regional Development Department of the China Development Institute (CDI) in Shenzhen, gave an interview to the Hong Kong China News Agency and HKCNA to explain the regional strategy of the 15th Five-Year Plan and the development of the Guangdong-Hong Kong-Macao Greater Bay Area, and answered other questions.

More emphasis on policies to expand domestic demand, changes in language on Hong Kong and Macao

Reading the plenary session communiqué, Xie Lifeng noted the introduction of new language regarding domestic demand. "Pursuing a policy aimed at expanding domestic demand is our strategic foundation. This communiqué includes new, specific language, such as the need to closely link investment and material assets, investment and human capital; that new demand must be matched by new supply, and that new supply must create new demand; promoting positive interactions between consumption and investment, between supply and demand, and strengthening domestic drivers and enhancing the reliability of the domestic circulation loop. All of these new language elements represent several important aspects of expanding domestic demand and indicate a greater emphasis on consumption-related policies."

Furthermore, the full text of the communiqué mentions science and technology 10 times, innovation 8 times, and openness 4 times. Xie Lifeng believes this sends important signals. “First, in the next five years, scientific and technological innovation will undoubtedly become a key pillar for cultivating new productive forces. At the same time, scientific and technological innovation is closely linked to the modern industrial system; scientific and technological innovation and industrial innovation should mutually stimulate and reinforce each other. Second, no matter how complex the changing global situation, we must continue to comprehensively deepen reform and opening-up, especially promoting and advancing high-level and institutional openness, and using openness to drive reform—this is the key method for our country’s development, past, present, and future.”

Another signal is that the central government intends to more decisively support the promotion of prosperity, development, and stability in Hong Kong and Macao. "Regarding Hong Kong and Macao, the Communique of the Fifth Plenary Session of the 19th CPC Central Committee used the wording 'maintain long-term prosperity and stability in Hong Kong and Macao,' but now it reads 'promote long-term prosperity and stability in Hong Kong and Macao.' The one-word difference—from 'support' to 'promote'—indicates that, amid the turmoil and challenges of the international situation over the next five years, the central government will more intensively pursue relevant policies, and its role in promoting prosperity and stability in Hong Kong and Macao will increase."

How exactly will the Guangdong-Hong Kong-Macao Greater Bay Area play its role as an economic growth pole in the next five years?

The communiqué stated that key regions should be fully realized as growth poles. At the press conference explaining the spirit of the Fourth Plenary Session, it was also mentioned that the Proposals clearly outlined the promotion of new breakthroughs in four major regions—East, Central, West, and Northeast; three driving forces—the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area; and the two "green belts" along the Yangtze and Yellow Rivers. How, then, can the Guangdong-Hong Kong-Macao Greater Bay Area fully realize its role as a growth driver and growth pole in the next five years?

According to the expert, compared with other regions, the Guangdong-Hong Kong-Macao Greater Bay Area has three levers in this area: first, high-level openness and institutional openness; second, high-level scientific and technological innovation; and third, advanced world-class industrial clusters.

“The Guangdong-Hong Kong-Macao Greater Bay Area has special experience in the principle of ‘one country, two systems’. In the future, during the 15th Five-Year Plan period, its institutional openness will deepen even more thoroughly. In this context, places like Hong Kong, as an international free port and an international financial, shipping and trade center, will be able to play an important strategic role in expanding China’s international circulation – something that other regions find difficult to replace. In terms of scientific and technological innovation, the Greater Bay Area should form an international center for scientific and technological innovation. Hong Kong has strengths in basic research, while Shenzhen and Guangzhou have potential in industrial innovation. In the next 5 and even 10 years, the synergy between Hong Kong, Macao and China’s inland cities, as well as the integration of their scientific and technological elements, will be an important driver for the Guangdong-Sniagang-Macao Greater Bay Area to reveal its role as a pole of economic growth,” said Xie Laifeng. “In addition, in areas such as intelligent terminals, high-tech medical equipment, new energy vehicles, etc., the Guangdong-Sniagang-Macao Greater Bay Area has world-class industrial clusters. At the same time, new and promising industries such as the maritime economy, new types of energy storage and artificial intelligence have the potential to form a global leading position in the next 5-10 years, which will also greatly contribute to China’s overall economic and people’s social development.”

How can Hong Kong integrate into the overall 15th Five-Year Plan?

Li Jiachao, Chief Executive of the Hong Kong Special Administrative Region (HKSAR), stated that the 15th Five-Year Plan period is crucial for the country in terms of comprehensively advancing China's modernization, building a strong nation, and the great cause of national rejuvenation. It also coincides with a crucial stage when the "one country, two systems" approach is entering a new phase, and Hong Kong is accelerating its transition from "governance" to "prosperity." Faced with profound and complex changes in the development environment, the coexistence of strategic opportunities with risks and challenges, and growing uncertainties and difficult-to-predict factors, Hong Kong will determine its preferred positioning in the country's overall development plan, actively align with the Hong Kong and Macao section of the 15th Five-Year Plan, seize the key opportunities presented by the country's development, and fully utilize its unique advantages in the overall development landscape.

Regarding how to integrate into the overall development plan of the 15th Five-Year Plan, Xie Lifeng believes that Hong Kong, first and foremost, needs to fully utilize its unique advantage as a strategic channel for concentrating and distributing international resources. While relying on its homeland and maintaining close ties with the international community, it should promote high-level opening-up and seize the opportunities this openness offers. Hong Kong is also home to world-class universities and research institutions, as well as 16 key national laboratories and six national engineering and technology research centers established by the state, demonstrating its abundant scientific research resources. Thanks to the advantages of its free port, Hong Kong can attract international talent and collaborate with international research institutions, playing a key and unique role in promoting technological self-reliance and self-reliance.

Furthermore, according to Xie Lifeng, Hong Kong has missed some opportunities in the past in terms of technology and industrial development. Therefore, over the next five to ten years, Hong Kong needs to actively develop its strategy in emerging areas such as artificial intelligence and fintech and seize the window of opportunity for industrial development. "For example, we recently witnessed Hong Kong publish new regulations on stablecoins and launch a new financial policy. This is because Hong Kong, as an international financial center, has a strong foundation for financial innovation. However, in the future, changes in the development of the financial industry will undoubtedly occur quite rapidly, and in this regard, Hong Kong still needs to actively plan to seize and realize opportunities for its own development."

Minsk, October 30 (Xinhua) — The National Bank of Belarus approved the calculated standard risk values (SRVS) for November and December 2025. The relevant information was published by the National Bank's press service on Wednesday.

The list of financial instruments for which the values of calculated standard risk are established will change in Belarus from November 1.

For new term irrevocable bank deposits/deposits/ of individuals in Belarusian rubles with a repayment period of more than one year, the RVSR is 15.64% per annum, for new investment loans provided to legal entities /except for preferential ones/ – 12% per annum.

For new loans granted to legal entities /except for preferential and investment loans/, the RVR is set at 13.13 percent per annum, for new loans granted to individuals /except for preferential loans/ – 19.10 percent per annum.

The calculated standard risk values indicate a conditional limit for interest rates for banks, exceeding which is a sign of risky behavior. –0–

Bishkek, October 30 (Xinhua) — China is a key participant in the Asia-Pacific Economic Cooperation (APEC) and has a positive impact on the region's stable development, Kyrgyz political scientist Igor Shestakov told Xinhua ahead of the 32nd APEC Informal Leaders' Meeting, which will be held from October 31 to November 1 in Gyeongju, South Korea.

As the expert noted, the Asia-Pacific region is currently facing challenges such as protectionism and unilateralism, and “China’s position is that the world is multipolar.”

According to I. Shestakov, current global processes are impacting APEC's development. "Undoubtedly, China's participation, as one of the world's leading economies, is key to this organization. And for China, this is also an opportunity to test its initiatives in the face of sanctions threats from individual countries," he said.

Over the past decade, China has put forward a number of concepts and initiatives, including the concept of building a community with a shared future for humanity, the Belt and Road Initiative, and four global initiatives—the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. "These concepts and initiatives, as well as China's initiative to build a multipolar world, are crucial for ensuring stable global development without social, economic, and geopolitical upheavals," noted I. Shestakov.

The political scientist emphasized that China pursues a foreign policy based on the spirit of friendship and cooperation and is interested in the stable and predictable development of its partners. "For APEC, China is not only a mutually beneficial trade and economic partner, but also a country that positively influences the stable development of the entire Asia-Pacific region," he noted.

China doesn't make any demands on cooperation, as some countries do, demanding democratic and political reforms from their partners, added I. Shestakov. "In this regard, China opens up more opportunities for APEC: both in terms of investment and in terms of modernizing economic processes," he emphasized.

At the invitation of President Lee Jae-myung of the Republic of Korea (ROK), President Xi Jinping of the People's Republic of China will visit Gyeongju, ROK, from October 30 to November 1 to attend the 32nd APEC Economic Leaders' Meeting and pay a state visit to the ROK.

Xu Qingqi, Chairman of the Council of the Malaysian Centre for New Asia Strategic Studies, said the Asia-Pacific region is the most dynamic region in the global economy. China advocates for an open global economy and puts forward initiatives to promote economic globalization through multilateral platforms such as APEC. He added that this helps strengthen global confidence in economic globalization and prosperous development.

Joseph Matthews, Senior Professor at Beltay International University of Cambodia, noted that the formation of a community of shared destiny in the Asia-Pacific region and the joint development of an Asia-Pacific partnership based on mutual trust, inclusiveness, cooperation, and mutual benefit have already become the consensus of many countries in the region. This contributes to the stable development and sustainable prosperity of the Asia-Pacific region in this turbulent world, thereby contributing to the overall development of the global community.

Oleg Timofeev, Associate Professor at Peoples' Friendship University of Russia (RUDN University), stated that the 2026 APEC summit will be held in China. He hopes that China will make a new contribution to the prosperity and development of the Asia-Pacific region by uniting even more powerful forces to advance the construction of a community with a shared future in the Asia-Pacific region.
