An International Atomic Energy Agency (IAEA) team today visited a substance critical to nuclear safety and security in Ukraine and reported damage as a result of recently reported military activities, IAEA Director General Rafael Mariano Grossi said today.

Following reports of the damage caused, the IAEA promptly dispatched a team to one of the affected substances that had been targeted. The IAEA team conducted a thorough walkdown of the area, gaining immediate, first-hand insights into the damage and assessing its impact on the safety and security of Ukraine's nuclear power plants (NPPs).

The team confirmed the damage to the substance's equipment and determined that there was a negative impact to the reliability of the off-site power supply to Ukrainian NPPs, thus affecting nuclear safety and security.

“Attacks on Ukraine's power grid represent an ever-present danger to nuclear safety and security to all nuclear facilities in Ukraine,” Director General Grossi added.

While restoration activities on the power grid are on-going, one NPP remains without one of its off-site power lines and further repair work is needed. The IAEA will continue to monitor the situation.

Vitaly Savelyev took part in the educational marathon "Knowledge. Science"

Deputy Prime Minister Vitaly Savelyev delivered a lecture entitled "Transportation of the Future: Developing High-Speed Transportation" as part of the educational marathon "Knowledge. Science." The event was held at the National Center "Russia." The marathon was organized by the "Knowledge" Society and Moscow Polytechnic University, with the support of the Ministry of Science and Higher Education. The event was timed to coincide with the Decade of Science and Technology.

In his speech, Vitaly Savelyev detailed a landmark project for the Russian transport industry: the development of a high-speed highway network across the country. According to the plan approved by President Vladimir Putin, five high-speed highway lines will be built: from Moscow to St. Petersburg, Minsk, and Yekaterinburg via Kazan, as well as lines to Adler and Ryazan.

The Deputy Prime Minister shared international experience in building high-speed rail lines—there are over 68,000 km of them worldwide. Russia is among the leading countries developing high-speed rail. Construction is currently underway on the Moscow-St. Petersburg highway. The new line will connect two major metropolitan areas and reduce travel time between the cities to 2 hours and 15 minutes. Trains will run every 15 minutes. The high-speed rail line is scheduled to open in 2028.

"The projects our country is implementing in this area are groundbreaking. They significantly strengthen our technological sovereignty and form a solid foundation for the development of the transport sector and industry for many decades to come," he emphasized.

Vitaly Savelyev also noted the importance of promptly monitoring current trends in digital technology development and developing the necessary competencies in Russia to remain among global technology leaders.

Answering questions from the audience, the Deputy Prime Minister shared his vision for the future of the transport industry, discussed the prospects of unmanned cargo transport and the latest changes to the regulatory framework for the use of unmanned aircraft systems, and also focused on the development of the aviation industry.

Alexander Novak held a strategic session on reducing the share of the shadow economy in the North Caucasus Federal District.

The most common practices of shadow business were examined, as well as tools for stopping them and identifying new loopholes for shadow operators.

"Illegal employment limits the district's socioeconomic development and poses significant risks not only to the economy but also to the social and labor spheres due to the lack of social guarantees. Thanks to coordinated efforts by agencies, the North Caucasus Federal District's target for identifying illegal employment in 2024 was met by 112%, and this work continues," emphasized Alexander Novak.

A range of measures is being implemented to introduce cashless payments for goods and services. Currently, cash withdrawals from cards in the district are more than 1.5 times higher than the national average. As part of a project to eliminate unfair market practices, the number of registered cash registers has increased by 39% since 2021. The integration of real estate not registered in the Unified State Register of Real Estate (USRN) into economic circulation continues.

"Last week, Russian Prime Minister Mikhail Mishustin held a strategic session on improving economic efficiency and ensuring a level playing field for business. Together with colleagues from federal agencies and services, we developed a comprehensive approach to cleaning up individual economic sectors, setting milestones and implementation deadlines. It's important to coordinate efforts to ensure that the identified objectives are reflected in the actions of regional authorities," noted Alexander Novak.

An important part of the policy to reduce the shadow economy is creating more favorable conditions for doing business legally than illegally. In the North Caucasus Federal District, entrepreneurs benefit from 46 existing government support measures.

The measures being taken to reduce the share of the shadow economy are aimed at both protecting the interests of citizens and achieving positive budgetary effects, as well as improving payment discipline in the housing and utilities and energy sectors.
