Thousands of displaced people in northern Syria have been affected by a snowstorm, while layoffs continuehumanitarian fundingare limiting the ability to provide them with assistance, the UN Office for the Coordination of Humanitarian Affairs (OCHA) reported on Tuesday.

Last week, on December 31, a snowstorm hit 90 IDP sites in Aleppo, Idlib, and Hasakah provinces, affecting over 150,000 people.

Two babies have died due to extreme cold in the Harim area of northern Idlib, according to humanitarian organizations.

Around 5,000 shelters were completely destroyed or partially damaged, leaving thousands of people stranded outdoors in sub-zero temperatures. This significantly increases the risk of hypothermia and respiratory illnesses.

Accommodation centres in the city of Al-Hasakah, as well as collective shelters in Ar-Raqqa, have completely run out of fuel: previous support was stopped in December due to a lack of funds.

Following the snowstorm, humanitarian organizations provided stoves and fuel to more than 10,000 displaced people.

The UN and its partners require $112 million to provide assistance between September 2025 and March 2026. To date, only $29 million has been received – a funding gap of 74 percent.

Addis Ababa, January 7 (Xinhua) — At least 22 migrants were killed and about 65 others were injured in a road accident in Ethiopia's northeastern Afar region on Tuesday, the regional government's press service reported.

The truck carrying migrants overturned at dawn, the statement said. The victims are currently receiving treatment at nearby medical facilities, many of whom are in critical condition.

"The truck was overcrowded with migrants who had been deceived by illegal brokers and did not understand the dangers associated with the route," the press service stated.

In recent years, desperate Ethiopian migrants have frequently attempted to cross the Red Sea from Djibouti to reach the Middle East via Yemen. Many of them are hoping to find work in Saudi Arabia.

Paris, January 7 (Xinhua) — "Several thousand" French soldiers may be sent to Ukraine to maintain peace after the ceasefire, French President Emmanuel Macron said in an interview with France 2 television on Tuesday.

According to him, "France will take part in operations" monitoring the Russian-Ukrainian border after the signing of the ceasefire agreement. However, the president emphasized that French soldiers will not be a combat force. Paris will participate in "the restoration of the Ukrainian army," Macron added.

"Work is being conducted between the Ukrainians, the 'coalition of the willing,' and the Americans. They will be responsible for determining whether there are violations in the border area," the French leader said.

A coalition of about 30 European and other countries agreed at a meeting in Paris on Tuesday that any future peace settlement must include credible and binding security guarantees for Ukraine.

As stated in the joint declaration, they are prepared to establish a system of politically and legally binding guarantees after the ceasefire agreement comes into force. These measures will include participation in a US-led ceasefire monitoring mechanism, military support for Ukraine, and long-term defense cooperation.

HARBIN, Jan. 7 (Xinhua) — Harbin, known as the "Ice Capital of China," and Russia's Murmansk celebrated the 10th anniversary of their sister-city relationship by unveiling a jointly created ice sculpture called "Inspiration."

The unveiling ceremony for the memorial sculpture took place on Tuesday, January 6, in Harbin, the capital of Heilongjiang Province, northeast China. It was attended by Harbin Deputy Mayor Li Mian, Murmansk Deputy Mayor Andrei Kostin, Murmansk City Council Chairman of the Committee for Economic Development and Tourism Andrei Varich, and representatives of other relevant government agencies from both cities.

The ice sculpture was developed jointly by the two cities. It skillfully integrates a swan, symbolizing Harbin, and an element of the icebreaker "Lenin," symbolizing Murmansk. The sculpture also depicts winter landscapes of the two cities, as well as waves and ice floes, reminiscent of the Songhua River in Harbin and the ice-free port in Murmansk. At the top of the sculpture is an ice symbol with the number "10," symbolizing the ten-year friendship between the two cities.

According to the Harbin City Hall, the unveiling of the commemorative ice sculpture officially marked the beginning of a series of events dedicated to the 10th anniversary of the establishment of sister city relations between Harbin and Murmansk.

The two cities have already signed a cooperation plan for 2026, covering projects in many areas such as government exchanges, economy and trade, culture, education and sports, which are intended to further promote comprehensive and in-depth high-level exchanges and cooperation between the two cities.

In an interview with Xinhua News Agency, A. Kostin noted that the prospects for cooperation between Murmansk and Harbin remain clear. "We already have experience with Harbin in healthcare, education, and culture. We have ongoing exchanges," he stated.

He highlighted the growing tourist flow between the two cities. "We certainly predict that tourist flow, especially in the winter, will only increase thanks to the friendship between our sister cities growing stronger year after year," he added.

As a reminder, the unveiling of the commemorative ice sculpture took place on the sidelines of the 2026 International Ice and Snow Economy Fair, which is taking place from January 6 to 8 in Harbin. Diplomatic representatives accredited in China, representatives of foreign cities, and officials from leading enterprises from more than 20 countries and regions participated in the fair.
