The Center for Strategic Research held a round table entitled "Platform Employment in the New Conditions: What Changes After the Law on the Platform Economy." Together with representatives of the Ministry of Economic Development, the State Duma, the expert and academic community, as well as leading digital platforms, they discussed the adopted law on the platform economy and future regulatory detailing at the level of by-laws.

Therefore, it is important not only to protect, but also to educate – to help people navigate modern work formats and make informed decisions. The Ministry of Economic Development emphasized that the implementation of the law will require a flexible and consistent approach, especially in terms of employment. The main focus in the coming months is work on by-laws, the launch of a digital platform registry mechanism, and the preparation of clarifications.

“Russia has made great strides in developing the platform economy: we already have our own effectively functioning models that are of interest abroad. But it is important not to stop there. Platforms are developing rapidly, and regulation should not slow down, but rather accompany this process, be flexible and targeted. We see that citizens make decisions based not only on the logic of the future, but also on current circumstances — and pensions and social guarantees are not always perceived as real values. Therefore, the platform can become a channel through which we will rethink social policy — at the level of product, convenience, and trust. We have examples when digital, platform services became a necessary tool for performers to legalize and comply with legal requirements, including the calculation and payment of taxes. Platform tools have proven their convenience and demand. In turn, this approach provides additional opportunities to ensure control by the state. Our task today is not to go to extremes, but to maintain an open dialogue, flexibility, and thoughtfulness. State Duma Deputy Stanislav Naumov reported that an expert council will be created under the Committee on Economic Policy, which will undertake in-depth study of unresolved issues.

"In September, we are ready to move on. For me personally, there are three priorities today. The first is export orientation: platforms should help Russian businesses enter foreign markets, and not just regulate access of foreign players to ours. The second is the development of internal B2B interaction, where online platforms can become a full-fledged infrastructure for cooperation between suppliers. And the third is the use of platforms to improve the efficiency of state and municipal procurement," he said.

As for platform employment, according to the deputy, this is not just a regulatory issue – it is a question of filling the social fund and, as a result, a real opportunity to increase the minimum level of pensions in those regions where it is objectively insufficient today. On July 28–29, Deputy Minister of Economic Development of Russia Svyatoslav Sorokin visited the Kaliningrad Region on a working visit. One of the key topics was the development of infrastructure on the Baltic Sea coast. The Ministry of Economic Development gave a positive opinion on the region’s application to build the Belaya Dune resort — the project can receive preferential financing through the mechanism of treasury infrastructure loans.

The resort "White Dune" near the village of Yantarny has been applied for funding under the national project "Tourism and Hospitality". The application involves the construction of engineering infrastructure – access roads, electricity and gas supply systems.

The main topic of the trip was monitoring the implementation of the state program "Socio-economic development of the Kaliningrad region". Complaints about non-state pension funds (NPF) increased by 17.7%. The reason is the growth of claims regarding the execution of long-term savings agreements. However, in absolute figures, there are few such complaints: 193 for more than 5.6 million concluded agreements. Complaints about disagreement with the transition from the Social Fund of Russia to NPF, as well as between NPFs, decreased by 40.3%.

The Bank of Russia has approved the methodologies of two credit rating agencies (CRAs) for assigning non-credit ratings to ordinary shares. This is a new product on the market, which represents an assessment of the fair value of companies. It will become an additional reference point for investors when making investment decisions.

The pilot included OOO National Credit Ratings and OOO National Rating Agency. Involvement of departments in the Unified Technology project is an important step in continuing work on removing administrative barriers in obtaining key public services. The Unified Technology is already being used in the work of employment services, and now multifunctional centers will also receive our tool for work," explained ASI Program Director Andrey Kapalin.

Let us recall that 59 subjects have already completed training under the joint program with the State Corporation Rosatom "Unified Technology for Designing Solutions for Life Situations". The Federal Center for Competence in Employment has also joined the project: priority areas of work concern issues of employment of citizens returning from the SVO zone and their family members, as well as employment of young people – graduates of secondary specialized educational institutions and universities.

After the training, a solution accelerator is planned for three and a half months, then – the defense of projects before the Ministry of Economic Development of Russia and their testing at the MFC in the regions. ASI and the State Corporation Rosatom provide methodological support for solutions. Some regions have already successfully launched their practices. Among them are solutions related to assistance to participants of the SVO, families with children and people with disabilities.
