Jiuquan, October 30 (Xinhua) — China is actively introducing commercial competition mechanisms into its human spaceflight program, particularly in its lunar exploration project, the China Manned Space Administration (CMSA) announced on Thursday.

A competitive commercial model has already been adopted for the development of a manned lunar rover, lunar surface remote sensing satellites, and a low-cost cargo transportation system for the space station, noted CMSA official Zhang Jingbo.

According to him, contracts for the construction of these facilities were signed following a competitive selection process, and work is currently underway to develop them.

Zhang Jingbo said the scale and proportion of participation of commercial organizations has “significantly increased” compared to the previous period, and their contribution to accelerating the implementation of the program is becoming “increasingly tangible.”

The program plans to expand competitive commercial models to include research and development (R&D) of scientific payloads such as a lunar science platform and a crater detection platform, a CMSA spokesperson said.

China is committed to landing astronauts on the moon by 2030 and has drawn up a busy development and testing schedule for its ambitious manned lunar program, he stressed. -0-

Today, the 3rd All-Russian Scientific and Technological Dictation was held in 57 regions of Russia. It was organized by the Scientific and Technological Development Fund of the Novosibirsk Region and the Ministry of Science and Innovation Policy of the Novosibirsk Region with the support of United Russia as part of the 12th International Technological Development Forum "Technoprom-2025."

The official start of the dictation was given by Deputy Governor Irina Manuilova at the site new campus of NSUThe Vice Governor noted that Victory technologies represent not only pages of a glorious past, but also technologies for Russia's future victories—in scientific and technological sovereignty, economic development, and technological leadership. These are precisely the national goals that Russian President Vladimir Putin has set for us.

"This is the third time the dictation has been held. The first year, the theme was drones, and last year, biotechnology. This year is dedicated to the technologies of Victory. During the Great Patriotic War, our country emerged victorious, engaging its science and scientists, among other things, in solving the most serious problems. Even then, new developments, technologies, and innovations, as we now call them, were used to rearm the army, to help the front, and to provide assistance. The goal of the dictation is to unite people, to remind them of the events that are so important, linking the past and the future. Dear friends, I want to wish you success. This is the final event of the XII Technoprom-2025 Forum. Today, we close it and begin preparations for the Technoprom-2026 Forum," noted Irina Manuilova.

In total, the dictation was held in person at 571 locations across 57 regions of Russia, with approximately 200,000 participants in both in-person and online formats. In the Novosibirsk Region, 21 in-person locations were opened at educational institutions and cultural institutions. At NSU, the dictation attracted over 100 participants—students from the university's natural sciences and medical programs, as well as schoolchildren and teachers.

The results of the dictation will be announced on November 4. Those who place first, second, and third will receive prizes from the Technoprom forum.

The issues of infrastructure development of the territories adjacent to the construction of the Center for Collective Use "Siberian Ring Photon Source" (CCU "SKIF") were discussed on October 29-30 at the site new campus of NSU During the strategic session, Deputy Governor Irina Manuilova opened the strategic session. In her welcoming remarks, she emphasized the project's importance not only for the region but for the entire country.

"Today, we're discussing more than just a world-class scientific facility—we're talking about a strategic driver of innovative and economic development for the Novosibirsk Region and the entire country. The SKIF project embodies the best traditions of Russian science and opens up fundamentally new opportunities for breakthrough research. We see SKIF not only as a cutting-edge scientific infrastructure, but also as a powerful tool for shaping an innovation ecosystem, attracting talent, and developing high-tech industries in the region. I'm confident that this discussion will enable us to develop effective solutions to maximize its potential as a growth hub," emphasized Irina Manuilova.

The event brought together representatives of government, science, business, and the expert community to develop a comprehensive vision for the future of this large-scale scientific project. On the first day of the session, Alexey Ogonev, Deputy Director of the Department of Budget Investments at the Russian Ministry of Education and Science, also delivered a welcome address. Participants were presented with a master plan for the area adjacent to the SKIF Center for Collective Use, a presentation on which was given by NSUADI Rector Natalia Bagrova.

"Just as the decision to establish Akademgorodok in the Novosibirsk Region was right, I believe the decision to build a facility like SKIF here was just as right. Most of the people involved in developing the SKIF equipment are scientists from Akademgorodok institutes. It turns out that one point of growth gives rise to another. And the creation of SKIF marks the beginning of the development of the surrounding area. And today we will discuss what the territory of Akademgorodok and the Koltsovo Science Center will look like in the next 20-40 years," said Alexey Ogonev.

A key part of the program was the work of expert groups in three strategic areas: Scientific and Educational Ecosystem (integration of institutes, universities, and laboratories, attracting scientists and students); Urban Environment, Infrastructure, and Transport (access roads, housing, logistics, energy, and social services); Development and Implementation (financing models, business participation, support for startups and industrial partners).

On the second day, expert groups presented their work at the plenary session, "The SKIF Center for Collective Use as a Regional Growth Point." Airat Gatiyatov, Deputy Minister of Science and Higher Education of the Russian Federation, participated in the discussion via videoconference. He emphasized that the creation of a mega-class facility is only the first step, which must be followed by the development of a full-fledged innovation ecosystem, including not only research infrastructure but also a comfortable urban environment, effective models of cooperation with industry, and programs to attract young scientists.

"The implementation of the SKIF Common Use Center project is designed to strengthen Novosibirsk's status as a leading center of global science, advanced industry, and knowledge generation nationwide, and to create a powerful scientific and technological hub around it. Our key goal is to make the SKIF Common Use Center not only a unique scientific facility but also a magnet for young scientists and innovation. All initiatives, comments, and suggestions received during this discussion will be reviewed and, where possible, incorporated into the master plan for its improvement," noted Airat Gatiyatov.

Expert groups presented their proposals on the integration of institutes, universities, and laboratories of the SKIF Center for Collective Use, with particular attention paid to attracting young scientists and students, shaping the urban environment—social infrastructure and transport accessibility—and creating conditions for attracting business.

Participants in the strategic session identified five key projects for immediate implementation: the construction of the SKIF Center for Collective Use (CCU) training center—a separate building for student work—a scientific and business communications center, a cooperative data center, a pavilion complex for anchor residents, and an interdisciplinary research complex for aerodynamics, mechanical engineering, and energy.

NSU is one of the key universities training personnel for SKIF, offering specialized interdisciplinary educational programs. The university also annually organizes a school for young scientists on "Application of Synchrotron Radiation for Solving Biological Problems" and a school on synchrotron research methods in materials science. Furthermore, the SKIF-NSU research and education station will be one of the first stations at the megascience facility.

A second spring has been improved in Chuvashia as part of a joint project between the Russian Geographical Society and the Ecology Foundation of the Russian Agricultural Bank.

The grand opening of the spring “Spring of Life” (“Purnăs çălkçě”) took place on the territory of the Cheboksary Botanical Garden. The project to restore it was implemented thanks to the joint efforts of the Russian Geographical Society (RGS) and the Ecology Fund of Rosselkhozbank. This is already the second spring in Chuvashia that has received a new life as part of this initiative.  Previously, a spring on the territory of the Cheboksary branch of the Main Botanical Garden named after. N.V. Tsitsin of the Russian Academy of Sciences was examined by specialists from the Russian Geographical Society and included in the project “Springs of Chuvashia”, implemented on the initiative of the Head of the Republic Oleg Nikolaev. The examination showed that the water from the source complies with all SanPiN standards, after which the Ecology Fund of Rosselkhozbank decided to finance its reconstruction.  Funds for the work were accumulated thanks to the employees and clients of Rosselkhozbank, who purchased charitable certificates from the Ecology Foundation. The new landscaped facility, accessible to all citizens and guests of the capital, received the symbolic name “Spring of Life” or “Purnăs çălkçě”. Now the descent to the spring is equipped with a comfortable staircase, a wooden flooring is installed, a decorative wooden wall, a table, a bench and an urn are installed. Using the spring has become comfortable and convenient.  The opening of the spring was long-awaited – the event participants were not afraid of the cloudy and rainy autumn weather. Many guests gathered at the source: Chairman of the Committee of the State Council of the Chuvash Republic on Agrarian Issues, Nature Management and Ecology Alexey Shurchanov, Deputy Minister of Natural Resources and Ecology of the Chuvash Republic Nikolai Okhotin, Head of the Leninsky District Administration of the city of Cheboksary Gennady Maslov, Director of the Ecology Fund of Rosselkhozbank Elmira Morozova, Director of the Chuvash branch of Rosselkhozbank Irina Pismenskaya, representatives of the Russian Geographical Society – Advisor to the Department of Regional Development of the Russian Geographical Society Polina Romanova and Chairman of the Chuvash Division of the Russian Geographical Society Inna Nikonorova, as well as the head of the Main Botanical Garden named after. N.V. Tsitsin RAS Andrey Pashtetsky and director of the Cheboksary branch Konstantin Samokhvalov.

Alexey Shurchanov congratulated those gathered on the holiday on behalf of the deputy corps and the leadership of the State Council of the Chuvash Republic. “Springs and Motherland are words with the same root,” he said. “Therefore, by taking care of the springs, we show love for the place where we live, for our native land. It’s nice that opening well-maintained springs is becoming a good tradition in our republic. The impetus for this was given by the “Springs of Chuvashia” program, and of course, great gratitude to those who supported the region’s initiative – the Russian Geographical Society and the Ecology Foundation of Rosselkhozbank.  Director of the Ecology Fund of Rosselkhozbank Elmira Morozova noted: “We are delighted with the care with which Chuvashia treats its natural resources. The initiative of the Head of the Republic Oleg Nikolaev to revive the springs is the most important work to preserve the environment and historical and cultural heritage for future generations. The Ecology Foundation is very pleased to support such significant projects. Special thanks to our partners – the Russian Geographical Society – for the tremendous work that its representatives have done: for their expertise, enthusiasm and a joint all-Russian project that produces real results.” “The Springs of the Russian Geographical Society project is, first of all, a project for people,” Polina, advisor to the Department of Regional Development of the Executive Directorate of the Russian Geographical Society, curator of the all-Russian environmental project Springs of the Russian Geographical Society, addressed the audience. Romanova, – In two years we have improved more than 50 springs in 15 regions of Russia. The Chuvash Republic has always been among the most active and caring – they really value their natural heritage. By improving springs, we create not just access points to clean water, but comfortable public spaces that become centers of attraction.”   Director of the Chuvash branch of Rosselkhozbank Irina Pismenskaya emphasized: “We are proud that the second spring in Chuvashia has been revived with our support. This project is a common cause to which both bank employees and our clients contributed, acting as real environmental activists and co-authors of the transformation of this corner of nature. The funds raised made it possible to create not just a source of clean water, but a most beautiful place that will delight all guests of the botanical garden for a long time. This is our common concern for our small homeland.”  Reference information:  Spring of the Cheboksary Botanical Garden Coordinates: 56.086774, 47.262840. The spring has been known for more than a hundred years and is used for drinking water supply by local residents. The chemical composition of the water complies with SanPiN requirements. Flow rate – 0.33 l/s. The presence of a central water supply has not reduced interest in the spring. Since 1989, the spring has been part of the territory of the Cheboksary Botanical Garden and is actively used for scientific and educational purposes. It is part of ecological trails and is regularly in demand for recreation.

BEIJING, Oct. 30 (Xinhua) — China's Ministry of Commerce on Thursday released the results achieved by Chinese and US delegations during their latest economic and trade talks in Kuala Lumpur.

The US will lift the so-called 10% "fentanyl tariff" and suspend for another year the 24% reciprocal tariffs on goods from China, including goods from the Hong Kong Special Administrative Region and Macao Special Administrative Region, according to a statement from the US Department of Justice.

China will make appropriate adjustments to its countermeasures against the aforementioned US tariffs, a representative of the Chinese Ministry of Commerce noted, adding that the parties agreed to continue extending certain measures to exclude goods from tariffs.

According to the spokesperson, the United States will suspend the new "50 percent rule" in export controls, announced on September 29, for one year. China will suspend its corresponding export control measures, announced on October 9, for one year and will review and finalize specific plans.

The United States will suspend for one year the implementation of measures under Section 301 investigations related to China's maritime sector, logistics, and shipbuilding. In response, China will correspondingly suspend its countermeasures against the United States for one year once the U.S. suspension takes effect.

In addition, the parties reached consensus on issues such as cooperation in the fight against fentanyl, expanding trade in agricultural products, and considering individual cases involving relevant enterprises.

The parties also confirmed the results of trade and economic talks in Madrid. The American side made positive commitments in areas such as investment, and the Chinese side will work with the US to appropriately address issues related to TikTok.

Noting that these results were not achieved easily, the aforementioned representative said that China looks forward to working with the US side to jointly ensure the implementation of these results and bring more certainty and stability to bilateral trade and economic cooperation, as well as to the global economy.

The Chinese side is ready to work with the United States to effectively maintain and implement the important consensus reached by the two heads of state at their meeting on Thursday in Busan, during which they held an in-depth discussion of Sino-American trade and economic relations, among other issues, and also agreed to strengthen cooperation in trade, economic and other areas, a representative of the Chinese Ministry of Commerce emphasized. -0-

SEOUL, October 30 (Xinhua) — President of the Republic of Korea (ROK) Lee Jae-myung said he is ready to work with Chinese President Xi Jinping to advance mutually beneficial cooperation between his country and China, improve the well-being of the peoples of both countries, and achieve tangible results for them. The South Korean leader made this statement in an exclusive written interview with Xinhua.

At the invitation of Lee Zhe Meng, Xi Jinping will attend the 32nd APEC Economic Leaders' Meeting in Gyeongju, South Korea, from October 30 to November 1 and pay a state visit to the Republic of Korea.

This will be the first meeting between the two countries' leaders since the new South Korean government came to power, so the visit is of particular importance for bilateral relations, Lee Jae-myung emphasized.

The South Korean president noted that he, like Xi Jinping, began his career at the local government level, working directly with the people and implementing a philosophy that puts the people's well-being first. Both eventually became leaders of their countries.

Lee Zhe-meng said he intends to work with President Xi Jinping to further deepen the strategic partnership between the ROK and China amid dramatic changes in the domestic and international environment that have occurred since the establishment of diplomatic relations between the two countries.

Speaking about his expectations for Xi Jinping's visit, Li Zhe Meng expressed hope for in-depth discussions on specific plans to strengthen practical cooperation to improve people's lives, expand consultation channels on bilateral trade and economic cooperation, accelerate negotiations on a free trade agreement between the Republic of Kazakhstan and China that will cover services and investment, and create a new institutional framework for trade and economic cooperation.

As the two largest economies, Kazakhstan and China are partners in advancing regional development and prosperity. China currently remains Kazakhstan's largest trading partner and a key partner in ensuring supply chain stability, the President noted.

Since establishing diplomatic relations in 1992, the two countries have developed complementary industrial structures and supply chains and maintained close cooperation, Li Zhe-myung emphasized. He added that, on this foundation, the Republic of Korea and China continue to maintain and develop sustainable trade and investment ties, despite the current uncertainty in the global economy.

According to him, such active trade and economic exchanges give impetus to the development of industry and the economy of the Asia-Pacific region (APR) and the entire world.

Li Zhe Meng stressed the need to further strengthen cooperation in industrial and supply chain areas and expressed hope to hold in-depth discussions with Xi Jinping on a relevant cooperation plan.

He also expressed hope for increased cooperation in areas such as culture and ecology to improve the quality of life of the peoples of both countries and further expand humanitarian exchanges.

Speaking about maintaining peace and stability on the Korean Peninsula, Lee Jae-myung said he will work with China to strengthen strategic coordination based on the consensus that peace and stability are in the common interests of both countries, and to achieve denuclearization and peace on the peninsula.

The President noted that Seoul urgently needs Beijing's constructive role to achieve a long-term solution to the nuclear issue on the Korean Peninsula and establish peace there.

He recalled that this year, his country is once again hosting the APEC Economic Leaders' Meeting after a 20-year hiatus. Kazakhstan remains committed to cooperation among APEC members and facilitating the implementation of various joint projects. This is aimed at achieving shared prosperity and development, and transforming APEC into an effective and meaningful platform for cooperation.

This year's meeting agenda also includes issues such as developing innovation in artificial intelligence (AI) and managing demographic change. These challenges are beyond the capabilities of any single country, Lee noted, adding that the best solutions emerge when all parties come together, share successful strategies, and explore various policy measures.

According to him, this is a clear example of the spirit of multilateralism.

Lee Zhe-myung said he would closely consult with APEC members, including China, to make the mechanism a multilateral platform that not only deals with trade and investment but also discusses future trade and economic issues such as AI and demographic structures.

The President said he was very pleased that the next APEC meeting would be held in China in 2026, stressing that both countries support the transformation of APEC into an open, dynamic, resilient and peaceful Asia-Pacific community, as well as the development of cooperation within the mechanism.

According to him, the experience of cooperation between Kazakhstan and China for growth and common development in various areas will be very useful for achieving APEC's goal of shared prosperity for the peoples of the region.

Li Zhe-myung stated that the Republic of Korea will assist China in successfully hosting the APEC meeting next year. Specifically, his country will support China in continuing to explore and develop issues related to cooperation in artificial intelligence and addressing demographic change.

Recalling his numerous visits to China during his tenure as mayor of Seongnam City and governor of Gyeonggi Province, Lee Zhe-myung mentioned several key moments, including the signing of a sister city agreement between Seongnam and Huizhou City in southern China's Guangdong Province in 2016, attending the Summer Davos Forum in China's northeastern coastal city of Dalian in 2017, and visiting China's southwestern city of Chongqing in 2019.

He said he was deeply impressed by China's excellent culture and economic development, and based on this, he is optimistic about the future of relations between the Republic of Korea and China.

He noted that in order to accurately determine the direction of development of bilateral relations and maintain the momentum of mutually beneficial cooperation, it is important to strengthen mutual political trust and maintain strategic communication through reciprocal visits by heads of state.

Li Zhe Meng expressed hope that he would soon be able to visit China again and re-enter into close talks with Xi Jinping.

Looking to the future of bilateral economic and technological cooperation, he noted that with China's significant progress in industrial competitiveness and high-tech capabilities, competition between enterprises of the two countries is becoming increasingly common.

South Korea and China can pool their expertise to develop a mature strategic partnership based on friendly competition and equal cooperation. Specifically, Lee Zhe-myung stated that both sides need to explore new, complementary models of economic and trade cooperation to further boost business and industry in both countries.

The President expressed hope that, using Xi Jinping's state visit to the Republic of Korea as an opportunity, the two countries will make efforts to further develop bilateral cooperation and make a tangible contribution to resolving issues related to the well-being of the people and peace between the two countries. –0–
