BEIJING, Oct. 31 (Xinhua) — National Development and Reform Commission (NDRC) spokesperson Li Chao said at a press conference on Friday that China is on track to achieve its 2025 socio-economic development goals, citing the growing popularity of government support measures.

She noted that the economy withstood pressure and grew steadily during the first three quarters of this year, as the government stepped up efforts to maintain stability in employment, businesses, markets and expectations.

From January to September, the economy grew by 5.2 percent compared to the same period last year. This means China remains at the forefront of the world's largest economies. Growth in retail sales of consumer goods accelerated, and industrial value-added grew at a rapid pace not seen since 2022.

Speaking about China's economic strength, she emphasized that innovation provides reliable support for emerging industries, creating sufficient impetus for development, while stable exports ensure high economic resilience despite the unstable external environment, she noted.

Moreover, China's consumer market continues to demonstrate its enormous potential, while the quality and efficiency of economic development are also improving as the government's efforts to combat unfair competition are gradually bearing fruit.

These indicators put China in a strong position to achieve its development goals. Several international organizations have recently revised their growth forecasts upward, Li Chao noted.

Dear President Lee Jae-myung,

Dear colleagues,

I am very pleased to come to Gyeongju, a city with a rich historical and cultural heritage, to discuss plans for the development of the Asia-Pacific region. I thank President Lee Jae-myung and the government of the Republic of Korea for their warm hospitality.

For more than thirty years since its founding, APEC, from developing plans to create a free trade area in the Asia-Pacific region to promoting the formation of the Asia-Pacific Community, has led the region in its pursuit of open development and contributed to the transformation of the Asia-Pacific region into the most economically dynamic region in the world.

Against the backdrop of rapid global change unseen in a century, a variety of risks are intertwined. The Asia-Pacific region faces growing instability and uncertainty. The more challenging the situation, the more important it is to remain united. We must remain committed to APEC's goal of promoting economic growth and improving the well-being of people, continue to share opportunities through open development for mutual benefit, and promote a win-win economic globalization within the framework of building an Asia-Pacific community. In this regard, I would like to share five proposals.

First, we must work together to support the multilateral trading system. Genuine multilateralism must be implemented, and the authority and effectiveness of the multilateral trading system, with the WTO at its core, must be enhanced. It is advisable to support WTO reform on the right track and uphold such fundamental principles as most-favored-nation treatment and non-discrimination to ensure that international trade rules keep pace with the times and protect the legitimate interests of developing countries.

Second, we must work together to create an open regional economic environment. It is essential to advance the liberalization and facilitation of trade and investment procedures, deepen financial cooperation, and sustainably promote regional economic integration. In the context of the high-quality implementation of the Regional Comprehensive Economic Partnership and the expansion of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, it is essential to strengthen mutual ties and joint development to create a free trade area in the Asia-Pacific region.

Third, we must jointly ensure the stability and continuity of production and supply chains. It is essential to act together rather than separately, to strengthen ties rather than sever them, to actively expand shared interests, and to support the open development of supply chains. As we mark the 10th anniversary of the APEC Connectivity Action Plan, it is crucial to continue practical and thorough work on infrastructure, institutional, and people-to-people connectivity to build a solid foundation for the open development of the Asia-Pacific region.

Fourth, we should jointly promote digitalization and green transformation of trade. It is essential to fully utilize the role of digital technologies in cross-border trade, develop practical cooperation in paperless trade and smart customs, eliminate all trade barriers related to environmental protection, and expand cooperation in green manufacturing, clean energy, and environmentally friendly subsoil use. China has initiated the creation of the Asia-Pacific Electronic Port Demonstration Network (APMEN) and the APEC Green Supply Chain Network, which have become important platforms for cooperation in digitalization and green transformation of regional trade.

Fifth, we must jointly promote win-win and inclusive development. It is important to adhere to the concept of people-centered development, focus on addressing development imbalances, and promote a more inclusive and sustainable economic globalization for the benefit of the people of the region. China stands ready to work with all parties to develop a high-quality partnership within the Belt and Road Initiative and support more developing countries in modernizing their economies to open up new horizons for global development. China offers all least developed countries that have established diplomatic relations with China a zero-tariff regime for 100 percent of their tariffs. We are prepared to sign an agreement on jointly developing economic partnerships to extend this regime to African countries that have established diplomatic relations with China, for the sake of shared development and prosperity.

Colleagues!

China consistently adheres to its fundamental national policy of openness and, through tangible actions, promotes the construction of an open global economy. Over the past five years, China has ranked first and second globally in terms of trade volumes of goods and services, respectively. It has attracted $700 billion in foreign investment, with an average annual growth rate of outward investment exceeding 5%. The negative list of foreign investment access to the Chinese market is being reduced, the unilateral visa-free regime is gradually expanding, independent and unilateral opening-up is steadily deepening, and 22 pilot free trade zones are actively and effectively aligning their operations with international economic and trade rules. China's open doors will not close; they will only swing wider.

Recently, the Fourth Plenary Session of the 20th CPC Central Committee adopted proposals for the 15th Five-Year Development Plan. In this context, China is committed to continuing to deepen reforms across all areas, steadily expanding its high-level opening up to the outside world, and continually creating new opportunities for the Asia-Pacific region and the world at large through the achievements of Chinese-style modernization.

Beijing, October 31 (Xinhua) — A methodological seminar on promoting the Russian language in China was held at the Russian Cultural Center (RCC) in Beijing on Wednesday, the Russian Cultural Center in Beijing reported on its public account on the Chinese social media platform WeChat.

Igor Pozdnyakov, Education Counselor at the Russian Embassy in China and representative of the Russian Ministry of Education and Science, delivered a welcoming speech and a report on Russian-Chinese cooperation in education. The seminar not only served as a platform for promoting Russian higher education, exchanging opinions and experiences, and building business contacts and connections for participants, but also as a useful and important step in creating joint projects between the two countries in the educational sphere.

BEIJING, Oct. 31 (Xinhua) — The classic Russian play "The Seagull" was recently staged as part of the 2025 Guilin Arts Festival in Guilin, Guangxi Zhuang Autonomous Region (GZAR), Zhongguo Xinwenshe News Agency reported.

This performance, staged by Russian director Irina Pakhomova, was a showcase of the successes of the second-year theatre training program at the Central Theatre Institute of China and the Boris Shchukin Theatre Institute.

BEIJING, Oct. 31 (Xinhua) — A dialogue between political parties of China and France was held in Beijing on Thursday, under the theme "Mutual Trust, Cooperation, and Win-Win: China-France Relations Facing the Next 60 Years."

Liu Haixing, director of the International Liaison Department of the CPC Central Committee, expounded on the spirit of the Fourth Plenary Session of the 20th CPC Central Committee.

He noted that with the dawn of a new era, China-France relations, under the leadership of the two countries' leaders, have entered a fast track. The CPC is ready to work with France's major political parties to implement the consensus reached by the two heads of state, strengthen mutual learning and exchange of experience in public administration, and promote the healthy and stable development of China-France relations.
