On this winter morning, the State University of Management congratulates Professor Sergei Glazyev, Academician of the Russian Academy of Sciences, Head of the Department of Economic Policy and Economic Measurements at the State University of Management, and Director of the Master's Program "Economics of Integration Processes in the Eurasian Economic Union," on his 60th birthday!

The birthday boy's career was rich and incredibly eventful: in 1992 he became the Minister of Foreign Economic Relations of Russia, in 1994 Sergei Yuryevich was elected to the State Duma of the first convocation, later became a deputy in 2000 and 2004 (III and IV convocations), and in 2004 he ran for the post of President of Russia, taking third place in the elections.

In 2008, he returned to the field of foreign economic relations, first becoming Deputy Secretary General of the Eurasian Economic Community (EurAsEC), and on February 4, 2009, Executive Secretary of the Commission of the Customs Union of the Republic of Belarus, the Republic of Kazakhstan, and the Russian Federation. It was under his leadership that the formation of the Common Economic Space began, which he continued to work on as an advisor to the President from 2012 to 2019.

In April 2025, by a joint decision of Russian President Vladimir Putin and Belarusian President Alexander Lukashenko, Sergei Glazyev was appointed State Secretary of the Union State.

Alongside his intense political activities, Sergei Yuryevich also pursued academic work, receiving the title of professor in 1999. He has authored over 300 papers and has been the head of the Department of Economic Policy and Economic Measurement at the State University of Management for many years. He regularly visits the university to give open lectures and participate in academic events, such as the traditional Lviv Forum.

HARBIN, Jan. 1 (Xinhua) — A special exhibition displaying more than 5,000 donated artifacts and historical materials documenting the atrocities committed by Unit 731, the infamous Japanese Army germ warfare unit during World War II, opened Wednesday in Harbin, capital of northeast China's Heilongjiang Province.

The exhibition, organized at the Unit 731 Crime Evidence Museum, also commemorates the 80th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.

Over the past year, the Museum received 3,215 artifacts (sets) and 22,882 pages of archival materials as donations from the public. From this collection, 1,524 exhibits and 3,482 pages of archival materials were selected for the exhibition.

The exhibits, which were built on the site of the former Unit 731 headquarters in Harbin, show evidence from different angles of atrocities committed by the Japanese invaders, including biological warfare and human experiments, said the museum.

Museum director Jin Chengmin said at the exhibition's opening ceremony that the exhibits serve as evidence of the Japanese invaders' crimes against humanity and enrich the museum's collection.

The exhibition is free to visit and will run until March 31, 2026.

Unit 731 was a top-secret biological and chemical warfare base established in Harbin as the central organ of Japanese germ warfare in China and Southeast Asia during World War II.

At least 3,000 people were used by Unit 731 for human experiments, and more than 300,000 people in China were killed by Japanese germ warfare. -0-

Increased export customs duties on softwood and hardwood lumber (oak, beech, and ash) have been extended for three years, until December 31, 2028. A decree to this effect has been signed.

The decision will maintain restrictions on the export of unprocessed timber, for which sawn timber serves as a "cover product," and ensure a stable supply of raw materials for domestic producers.

Increased rates apply to the export of certain types of timber with a moisture content greater than 22% and a thickness and width greater than 10 cm. Export duties on softwood timber are €200 per cubic meter, beech timber – €250, ash timber – €300, and oak timber – €370.

The export tax on softwood lumber will be 10%, but not less than 13 euros per cubic meter; on oak lumber, 10%, but not less than 15 euros per cubic meter; and on beech and ash lumber, 10%, but not less than 50 euros per cubic meter.

Such restrictions on the export of timber have been in effect since 2022.

The deadline for paying contributions to the personal liability fund has been extended for outbound tour operators. The signed order moves it from January 15 to April 15, 2026.

This decision is aimed at maintaining the financial stability of the tourism industry amid temporary restrictions caused by the geopolitical situation. It will not affect the level of protection of tourists' rights. The freed-up funds will be used, among other things, to refund tourists who paid for trips to countries with restrictions due to security threats.

By law, outbound tour operators must pay their contributions to the personal liability fund in equal installments no later than the 15th of each month following the previous calendar quarter. The government also made decisions to postpone these deadlines in 2021, 2022, and 2025 due to the threat of the spread of the coronavirus and, subsequently, external sanctions.
