Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District Yuri Trutnev held a meeting to review the results of 2025 and identify priorities for 2026. The meeting was attended by the leadership of the Ministry for the Development of the Russian Far East, the Far East and Arctic Development Corporation (FEACDC), heads of Far Eastern regions, and representatives of federal agencies and development institutions.

"Investment creates the foundation for further development. Over the past ten years, the influx of investment in the Far East has been one and a half times higher than the national average. The preferences adopted in accordance with the decisions of the President of the Russian Federation leave us with no other options. We must develop faster than other regions of the country," emphasized Yuri Trutnev.

Five main preferential regimes operate in the Far East and the Arctic (Advanced Development Areas, the Free Port of Vladivostok, the Arctic Zone of the Russian Federation, the Kuril Islands of the Russian Federation, and the International Advanced Development Area). These regimes represent approximately 4,000 residents and 11.5 billion rubles in planned investment, of which 5.1 billion rubles have already been invested.

Artem Dovlatov, Deputy Chairman of VEB.RF, discussed the state corporation's performance in the Far East in 2025 and its priorities for 2026. "The concessional financing mechanism launched by VEB.RF jointly with the Ministry for the Development of the Russian Far East and Arctic is supporting the implementation of 53 projects in the region worth over 1.7 trillion rubles, of which the approved concessional investments amount to over 180 billion rubles. These projects cover a wide range of areas for the socioeconomic development of the Far Eastern Federal District, including the creation of new manufacturing facilities, the construction of transport infrastructure facilities and airports, initiatives aimed at improving the quality of the urban environment, and the creation of energy infrastructure. Additional energy capacity is required for economic development. At the direction of the Russian President, the Ministry for the Development of the Russian Far East and the Ministry of Energy have prepared a program for the development of the electric power industry and submitted it to the government for approval. The program aims to improve the efficiency of existing capacity, create new generating capacity, and take into account future developments.

Particular attention is being paid to housing construction and social infrastructure development. Under the "Far Eastern Quarter" program, nearly 2 million square meters of housing will be built in seven Far Eastern regions. The first 119,000 square meters of housing will be delivered this year in four Far Eastern regions. Under the "Affordable Rental Housing in the Far Eastern Federal District and the Arctic Zone of the Russian Federation" program, 12,000 apartments will be rented out at a preferential rate to attract qualified specialists. Large-scale renovation of 25 Far Eastern cities is ongoing. "Implementing master plans is another area, in addition to attracting investment, that requires constant attention. Thanks to the decisions of the President of Russia, we have the opportunity to rebuild the Far East and create better conditions for people in cities and towns," said Yuri Trutnev.

"Last year's most important achievement was the unprecedented allocation of funding for master plan development. Key decisions included caps of up to 5% on project implementation in industry-specific state programs, treasury infrastructure loans, specific sections of new national projects, and other instruments. Since 2023, construction and reconstruction of 165 master plan projects have been completed. A separate Far Eastern competition for improvement projects remains an important tool for implementing master plans. Since last year, construction projects have been adapted to the Far East's climatic conditions. Work has begun on creating indoor, multifunctional, landscaped spaces for sports, educational, and cultural events year-round.

In 2026, priority funding for master plan projects will continue through the presidential Far Eastern unified subsidy. The program to create workshops in colleges, as mandated by the President of Russia, is being completed. A new program for the construction of year-round school greenhouses and a pilot project to modernize lighting systems in Far Eastern cities will be launched.

Support for the SVO by Far Eastern enterprises within the framework of the Patriotic Priority Development Area was discussed separately.

Attention was paid to training personnel for the civil service and development institutions of the Far East and the Arctic. Thanks to the Muravyov-Amursky 2030 program, the Far East has already received over 100 new managers serving in senior positions in regional executive bodies, organizations, and universities. SANYA, January 23 (Xinhua) — Chinese rescue teams have pulled 17 Filipino crew members from the waters of a ship that sank in the South China Sea, Chinese government agencies announced on Friday.

As of Friday evening, fifteen of the rescued people were in stable condition, two were found dead, and four remained missing.

At 12:46 a.m. Friday local time, the search and rescue unit in Sansha City, Hainan Province, southern China, received a notification from the Hainan Provincial Maritime Search and Rescue Center. The message stated that the Singapore-registered bulk carrier DEVON BAY, en route from the Philippines to Guangdong Province in southern China, had lost contact with shore authorities in waters approximately 55 nautical miles northwest of China's Huangyan Island. There were 21 Filipino crew members on board the ship.

According to the center, contact with the vessel was last established at 9:26 PM on January 22, when a severe listing of the bulk carrier's hull and water taking on board was reported, after which contact was lost. The vessel's emergency position-indicating radio beacon had already issued an alarm.

After receiving the notification, the search and rescue unit of Sansha City launched a multilateral international maritime rescue operation.

The PLA Southern Command immediately dispatched a military aircraft to conduct search and rescue operations over the waters where the disaster occurred. Two nearby China Coast Guard vessels, as well as teams from the South China Sea Rescue Bureau of the Ministry of Transport of the People's Republic of China, also joined the rescue operation.

At 4:28 a.m. Friday, China Coast Guard vessels located and rescued four crew members in a lifeboat. Difficult sea conditions, including strong winds and rough seas, posed significant challenges to the rescue operation. The 15 Filipino sailors, who were found in stable condition, have received medical treatment and are being cared for on board the Chinese vessel, according to the China Coast Guard.

Abu Dhabi, January 23 (Xinhua) — President of the United Arab Emirates (UAE) Sheikh Mohammed bin Zayed Al Nahyan met on Friday with the heads of delegations participating in the trilateral talks between Russia, the United States, and Ukraine, which began later that day in Abu Dhabi, the UAE news agency (WAM) reported.

OSLO, Jan. 23 (Xinhua) — The Danish Defence Command announced on Friday that the multinational military exercise "Arctic Endurance" has begun in Greenland and is scheduled to last until the end of 2026.

According to the official press release, over the past week, military personnel from NATO member countries, including France, Germany, Sweden, Norway, Finland, the Netherlands, Iceland and Belgium, have either been or are currently in Greenland, carrying out preparatory activities for the exercise.
