BEIJING, Jan. 26 (Xinhua) — Chinese Vice President Han Zheng met with Secretary-General of the Organization of Islamic Cooperation (OIC) Hussein Ibrahim Taha in Beijing on Monday.

Han Zheng noted that the OIC serves as an important bridge for developing ties between China and Islamic countries. He recalled that in 2024, Chinese President Xi Jinping sent a special representative to the 15th OIC Summit and sent a message of congratulations to its participants, thus elevating relations between China and the OIC to new heights.

According to the Vice President of the People's Republic of China, the Chinese side highly appreciates the OIC's attention to developing relations with China and hopes that Islamic countries will continue to firmly support China on issues affecting its core interests, including Taiwan and Xinjiang.

H. I. Taha, for his part, stated that the OIC is sincerely grateful to Chinese President Xi Jinping for the increased attention he pays to deepening friendly ties between China and Islamic countries and for his leadership in this process.

The OIC Secretary-General added that the organization is ready to advance comprehensive practical cooperation with China and will continue to provide firm support to China on issues related to Taiwan and Xinjiang. –0–

BEIJING, January 26 (Xinhua) — China firmly rejects the US's baseless accusations related to the COVID-19 pandemic and reaffirms its firm support for the World Health Organization (WHO) and multilateralism, Chinese Foreign Ministry spokesperson Guo Jiakun said on Monday.

On January 23, US Secretary of State Marco Rubio and US Secretary of Health and Human Services Robert Kennedy Jr. issued a joint statement terminating the United States' membership in the WHO. The US Department of Health and Human Services also made unsubstantiated allegations about China's actions in the early stages of the COVID-19 pandemic.

Answering a question at a daily press briefing, Guo Jiakun emphasized that China has acted openly, transparently, and responsibly in its fight against the pandemic.

"Since the onset of the COVID-19 outbreak, China has put people and their lives first, cooperated with other countries, and overcome the difficulties that arose together, making significant contributions to international cooperation in fighting the pandemic," said a Chinese Foreign Ministry spokesperson.

As Guo Jiakun pointed out, there is a clear chronology of China's response to the pandemic, supported by reliable data that has been widely accepted by the international community and does not allow for distortion or slander.

The Chinese diplomat reiterated that China is firmly opposed to the politicization of the pandemic and emphasized that attempts to use COVID-19 as a tool for political manipulation and shift responsibility onto China will not find support and are doomed to failure.

According to Guo Jiakun, the WHO is a professional international organization and an authoritative institution in global public health. The Chinese diplomat noted that the organization has already expressed regret over the US's withdrawal notice.

“Multilateralism is the cornerstone of the current international order, reflecting the trend of the times and the universal aspirations of people,” stated the official representative of the Chinese Ministry of Foreign Affairs.

Guo Jiakun added that China will continue to support the leading role of the WHO, deepen international cooperation in public health, strengthen global health governance, and promote the building of a community of hygiene and health for all mankind.

News editorial office

Georgy Khosroevich Shakhnazarov (1924–2001) was a renowned Soviet and Russian political scientist, political figure, Doctor of Law, Corresponding Member of the USSR Academy of Sciences, historian, writer, and publicist. From the 1960s, he worked in the International Department of the CPSU Central Committee, then served as an aide to Mikhail Gorbachev, participating in the development of the concepts of perestroika and "new thinking." Therefore, his perspective on the events described in this book is particularly valuable.

Year of publication: 2026 (Prospect Publishing House) Genre: Political memoirs, historical and journalistic research Foreword: Karen Shakhnazarov

Main idea and structure

This two-volume book presents a comprehensive analysis of the phenomenon of political leadership in the history of the USSR and Russia through the lens of the author's personal experience. Georgy Shakhnazarov is more than just a chronicler—he is also attempting to uncover the deep historical and sociocultural roots of "leadership" in Russia, as well as to understand whether the country can transition to other models of governance.

The book is valuable for the author's deeply personal and insightful observations of Soviet leaders – Leonid Brezhnev, Yuri Andropov, and Mikhail Gorbachev. The latter's reign and Perestroika are the subject of the book's most detailed and emotional pages. The author was an active participant in these events, an advisor, and an ally of the first and last president of the USSR. But the book's cast of characters is not limited to Soviet leaders – over the years, the author also interacted with leaders of the socialist bloc: Fidel Castro, Erich Honecker, Willem Jaruzelski, and Gerhard Husak. The combination of vivid sketches and in-depth analysis creates a vivid picture of public life in our country and the countries of Eastern Europe, the morals that reigned in the Kremlin and the Central Committee building on Staraya Square, and introduces the reader to the world of Big Politics and its creators.

In the second part of the book, the author, among other things, reflects on why post-Soviet Russia has once again found itself in search of a "strong hand." He analyzes the Yeltsin era as a period of chaotic, crisis-ridden governance that discredited the very idea of democracy in the eyes of many citizens. Georgy Shakhnazarov hopes that the country will be able to develop a stable system of rotating power based on the rule of law and civil society. Reflecting on the future of our world as a whole, the author does not hide his anxiety, but as a true humanist, he believes that humanity will be able to endure this critical moment, provided that the very principles of existence—non-violence, disarmament, a rejection of excessive consumption, etc.—are changed.

“Even if a fertile oasis lies somewhere ahead, the path to it lies through great trials and hardships,” the author concludes.

Style and dignity

Georgy Shakhnazarov masterfully combines analytical style with a lively, almost artistic narrative. The book is written in a vivid, journalistic style. The traditionally dry historical generalizations characteristic of biographies and memoirs are enlivened by personal recollections, behind-the-scenes scenes, and apt psychological portraits – of both leaders and ordinary people the author encountered along his life's journey. And his recollections of the Great Patriotic War or his youth and studies in his native Baku are simply mini-stories in their own right! Georgy Shakhnazarov, a fire platoon commander in the 1095th Army Cannon and Artillery Regiment and a battery control platoon commander in the 150th Sevastopol, Order of Kutuzov, Army Cannon and Artillery Brigade, captured the Perekop Isthmus and participated in the liberation of Sevastopol, Minsk, Lithuania, and the capture of Königsberg.

The book will be of interest to historians and political scientists as an important source on the late Soviet era. The author's insights will help us understand the logic of the ruling elite's actions during those years, the "truth" of the post-war generation of political figures, and the underlying causes of perestroika. For those reflecting on the phenomenon of power in Russia, the book will provide rich food for thought about the cyclical patterns of Russian politics and, even more broadly, the cyclical nature of global political and cultural processes.

It's important to note that the author's position is not that of a dissident or outside observer. Shakhnazarov was part of the elite, which makes his critique particularly valuable—he understood the mechanisms of power from within.

Georgy Shakhnazarov's "With and Without Leaders" is the intellectual testament of an outstanding Soviet reformer, a prominent political scientist, a true patriot, and a citizen. It is a profound, informative, and honest attempt to understand Russia's historical path through the prism of political leadership. The book offers no easy answers, but it helps us understand the complexity and drama of Russia's recent history. A must-read for anyone who wants to go beyond black-and-white assessments of the Soviet period and understand the inner logic of its transformation. It also offers insight into the fascinating personality of Georgy Shakhnazarov—a thoughtful observer, a talented political figure, writer, and poet who navigated the many paths of the challenging 20th century.

On January 26, 2026, RuTube's peak video traffic volume in 2025 exceeded 12 Tbps.

Translation. Region: Russian Federation –

According to RUTUBE (part of Gazprom-Media Holding), in 2025, the platform's peak daily traffic volume exceeded 12 Tbit/s, with the average daily traffic volume reaching almost 8 Tbit/s. On average, each user consumes approximately 4 GB of video daily, or 1.4 TB per year.

Moscow accounts for 24.2% of all traffic consumption, St. Petersburg 5.8%, and the Novosibirsk region 3%. The Sverdlovsk region and Krasnodar Krai also made the top five, each accounting for 2.7%.

Residents of the capital consume an average of 2.9 Tbps of video traffic per day—more than the other top-5 regions combined. In St. Petersburg, the average volume of transmitted video information was approximately 700 Gbps, in the Novosibirsk Region 360 Gbps, and in the Sverdlovsk Region and Krasnodar Krai, the traffic volume was recorded at 325 Gbps each.

The top foreign countries by video traffic consumption since the beginning of the year include Belarus, Kazakhstan, the United States, Germany, and Uzbekistan. The total number of views from abroad in 2025 amounted to more than 2.1 billion.

Peak traffic on the video service is recorded between 8:00 PM and 10:00 PM, with minimal traffic between 3:00 AM and 6:00 AM. Traffic increases between 7:00 AM and 12:00 PM.

"Over the past year, we launched 1,500 new proprietary servers and expanded our CDN network, covering a total of 36 cities across the country. We also increased our total network capacity to 18 Tbps. This significantly improved the quality, stability, and download speed of content for our viewers and creators, wherever they use our service. In 2025, we recorded a peak video traffic volume of over 12 Tbps, and our viewers watch over a terabyte of video annually, with video consumption dynamics only growing – reflecting the real demand for video hosting and the popularity of Russian media content. Following our strategic priorities in developing our video platform, we are increasing the capacity of our infrastructure, ensuring its uninterrupted operation, expanding our geographic coverage in cities, and increasing the maximum network capacity. These steps ensure our platform is ready for increased load and provide users with a reliable service."

Rostislav Chernakov, Technical Director of RUTUBE

In the period from December 31, 2025 to January 11, 2026, the maximum volume of video traffic exceeded 11 Tbit/s, the average daily volume was more than 7 Tbit/s.

According to the RUTUBE analytical center, the platform's monthly audience has reached 80.6 million people, and the amount of content posted has exceeded 430 million videos.

Mikhail Mishustin meets with members of the United Russia faction in the State Duma.

An important disclaimer is at the bottom of this article.

The meeting took place in preparation for the Government's annual report to the State Duma. M. Mishustin: Dear Vladimir Abdualievich!

Mikhail Mishustin meets with members of the United Russia faction in the State Duma.

Dear colleagues! Good afternoon! We are glad to see you all at the White House.

We have one of the key events in our, I would say joint, work ahead of us: the Government's report for last year to the State Duma. We always prepare for it seriously.

And, of course, an important part of its preparation is consultations with members of your chamber of the Federal Assembly. During these meetings, we discuss the current agenda, the legislative process, regional initiatives, and many other issues of concern to our citizens.

List of participants

The government is also actively cooperating with you, including on implementing the national development goals set by the head of state. Our first meeting is with United Russia, which represents the parliamentary majority.

I will briefly talk about the most significant results of our work together over the past year.

First and foremost, of course, is the preparation of the draft budget and its adjustments. This is a huge, complex undertaking, which we carried out together with you. The faction here interacted very constructively with our colleagues from the Government and with public associations, at the highest expert level. Most importantly, we were focused on finding very concrete solutions.

The amendments proposed by United Russia allowed for the additional allocation of over 174 billion rubles for a number of socially significant areas. I'll name just a few. These include increased assistance to families with children, participants in special military operations, their families, and loved ones; accelerating major school renovations; upgrading infrastructure at scientific institutions; continuing gasification; road construction; and rural improvements.

Much is also being done as part of your people's program. Dozens of clinics and first aid stations, schools, and kindergartens are facilities that primarily improve people's quality of life.

The work is carried out in close coordination with the Government and in close cooperation with the regions. This approach fully represents the interests of the people and responds to their needs.

Another very important area of activity is, of course, comprehensive support for our defenders of the Fatherland and, of course, their families.

I know that the deputies consider every proposal in this area with the utmost care and efficiency. Last year, United Russia initiated a whole package of laws that expanded social protection for soldiers. Moreover, your colleagues from other factions, senators, were also involved in their preparation, which once again demonstrates the Federal Assembly's responsible position on such important issues for the country.

Among the proposals that have already become law is the ability for relatives of participants in special military operations to take additional leave if necessary. The government also supported the decision to provide free travel to the location of military medical examinations for all military personnel. Their children will now be able to retain their benefits even after turning 18 and graduating from high school until the start of the next academic year at college or university.

Participants in the special military operation, like their families, were exempted from paying state fees for the most common court cases, including receiving pensions for the loss of a breadwinner.

Together, we've provided additional employment opportunities for our defenders upon their return home. They can now obtain a second vocational education free of charge, acquire new skills, and find a career they enjoy.

Overall, the Duma pays considerable attention to issues of education and training. We know that you always carefully consider bills in these areas.

For example, in fulfillment of the President's directive, we, together with you, have provided applicants with more opportunities to apply for state-funded places. Large, systemically important enterprises in the country, as well as agricultural enterprises and residents of free economic zones in the new territories, can now request targeted training.

Most importantly, all our work is aimed at positive changes in people's lives. Across a wide range of sectors—transportation, construction, roads, education, and healthcare. This includes increasing access to medications for citizens across the country, in every community.

Andrey Isayev raised this question last year during his government report. We discussed it in detail. The bill introducing mobile pharmacies, prepared by deputies and senators, has already passed its first reading. The government has given its positive opinion. We hope that the introduction of such a mechanism will significantly improve the drug supply situation in areas where establishing a permanent infrastructure is difficult. And our country is vast.

Dear colleagues, there were many other draft regulations that were no less important for people.

These include protecting consumers from forced paid subscriptions and supporting the self-employed, who have been granted the right to voluntarily participate in the experiment on paying social security contributions, thereby receiving sick leave payments.

And of course, I would like to note the close work of the departments and the Duma in the area of migration legislation, with the participation of Irina Anatolyevna Yarovaya.

To be continued…
