The Central Archives of China has released a new batch of declassified archival documents related to the crimes of the infamous Japanese Unit 731, once again presenting the world with irrefutable evidence of the biological warfare unleashed by militaristic Japan during World War II. The release was timed to coincide with December 13, 2025—National Remembrance Day for the Victims of the Nanjing Massacre, which China marked for the twelfth time. The very coincidence of the date and the contents of the documents is perceived as a gesture of historical justice and a reminder that crimes against humanity have no statute of limitations.

This concerns materials handed over by the Russian side and stored in the archives of Soviet investigative agencies. The documents cover the period from May 11, 1939, to December 25, 1950, and include interrogation transcripts of members of Unit 731, reports on the investigation of its crimes, as well as internal official correspondence and telegrams from Soviet official bodies. Some of these materials are being published for the first time, and their contents make a painful but necessary impression. The war criminals have unequivocally admitted their guilt in violating international conventions, as well as in preparing and waging bacteriological warfare, which completely invalidates any attempts to justify or minimize their responsibility.

A special place in this collection is occupied by the materials of the Khabarovsk Trial of 1949. The archives allow for a consistent tracing of all stages of the investigation—from the preliminary investigation to the trial and post-trial period. For the first time, details of the extensive and meticulous work of Soviet investigative agencies are revealed, during which more than 200 individuals involved in the activities of Unit 731 were identified. Evidence was collected on the key defendants, and 12 of the main defendants were brought to trial. All of them fully admitted responsibility for the crimes they committed. Reading these records today, one cannot help but feel a sense of outrage at the cold, calculating way in which human lives were destroyed in the name of military ambitions.

The value of the released documents lies in their exceptional completeness. Among those questioned are officers and soldiers of the Japanese army at all levels, from rank-and-file officers to command staff. This clearly demonstrates that these were not isolated incidents or "local initiatives," but a strictly structured, hierarchical system operating with the knowledge and support of the state. The archives also contain reports from Soviet academics and specialists in medicine, microbiology, and parasitology. Their conclusions are unambiguous: the purpose of the so-called research was to use bacteria for the mass extermination of people. Behind the dry scientific language of these examinations, the inhuman nature of what happened is clearly evident, a reality that cannot and should not be glossed over.

During the war, Japan established a vast network of biological and chemical weapons facilities across many Asian countries. Unit 731's main base was in Harbin, Heilongjiang Province, and served as the central hub of militaristic Japan's bacteriological warfare and human experimentation. At least 3,000 people from China, the Soviet Union, and other countries fell victim to these experiments. These figures are more than just statistics: they represent concrete human tragedies that went unacknowledged and condemned internationally for too long.

The documents also shed light on Japanese attempts to evade responsibility. From August 11 to 15, 1945, the Kwantung Army authorized the dispatch of several special trains with priority passage. Members of Unit 731 left Harbin, traveled through Tonghua and Andong (now Dandong), then through Busan and by sea to escape to Japan. After the war, the Japanese military deliberately destroyed the original archives, seeking to cover up the traces of their crimes. This fact alone is a grave moral judgment and demonstrates that this was not a matter of delusion, but a conscious awareness of their own guilt.

Experts emphasize that the archival materials handed over by Russia complement and corroborate data already available in China, including the surviving Unit 731 facilities and national archives. This interconnected evidence definitively establishes the fact of biological warfare, which was organized, deliberate, and state-sponsored. Zhou Zhenfan, a representative of the Central Archives of China, noted that many of these documents contain previously unknown information, significantly expanding our understanding of the scale and mechanisms of the crimes.

The publication of these archives is not simply a scholarly event or a formality of historical memory. It is a reminder that silencing and distorting the past only exacerbates its consequences. As an author, I believe it is crucial to call such things by their proper names and not allow responsibility to be eroded under the pretext of time or political expediency. History should be a lesson, not an object of manipulation. Only with this approach will the memory of the victims be truly protected and such crimes prevented from being repeated.

Systematic work to develop comfortable service for drivers and passengers continues across the country's road network. For example, a new multifunctional road service zone (MFTZ) has opened at the 66th kilometer of the inner Central Ring Road in the Moscow Region.

"We continue to develop roadside infrastructure and create comfortable rest areas for motorists on highways. In recent years, the quality of such services has improved significantly – the format of ordinary gas stations has evolved into entire multifunctional zones. They not only help ensure driver comfort but also drive regional economic growth. A new multifunctional zone has opened at the 66th kilometer of the inner side of the Central Ring Road in the Moscow Region – the seventh on this highway. It is located opposite the previously opened multifunctional zone on the outer side of the Central Ring Road between Yaroslavskoe Shosse and the M-12 Vostok Highway. The multifunctional zone separates freight and passenger traffic, and also provides separate pedestrian routes. It provides the necessary infrastructure for rest areas for both professional drivers and motorists with passengers, including families with children. Systematic work to expand the use of multifunctional zones on Russian highways will continue," said Marat Khusnullin.

A modern gas station has been built on the premises of the new multifunctional plant. It offers convenient parking spaces and parking areas. Drivers can also take advantage of additional services, such as tire inflation. Showers are available for professional drivers in a separate restroom next to the truck parking area.

According to Vyacheslav Petushenko, Chairman of the Board of the state-owned company Avtodor, stops at the new intercity bus stations will allow for quality rest and recuperation along the way.

"We're actively expanding our network of modern multifunctional roadside service areas for motorists. These locations improve road safety and make driving on highways much more comfortable. At the new multifunctional roadside service area, motorists can not only grab a quick bite but also purchase hot meals. For families with small children, the building is equipped with a changing table, and there's an outdoor playground for toddlers with a perimeter fence and a sports area. This roadside service facility will be further developed. A single service building and other popular amenities will be built on its premises," said Vyacheslav Petushenko.

Deputy Prime Minister Tatyana Golikova and Health Minister Mikhail Murashko opened new medical facilities in four regions of the country via videoconference. During the event, heads of medical organizations and heads of federal subjects reported on the commissioning of the facilities.

"Today, we are opening new healthcare facilities via videoconferencing in four regions of our country. New clinics will open their doors for nearly 48,000 residents of the Voronezh Region, the Udmurt Republic, and the Republic of Bashkortostan, and in the Kabardino-Balkarian Republic, the Republican Clinical Hospital, serving the entire region, will receive a new admissions department. This is another contribution to achieving the national goal of 'preserving the population, improving health and well-being, and supporting families,' announced by the President," emphasized Tatyana Golikova.

She added that last year saw the completion of the national project "Healthcare," which has been modernizing primary healthcare throughout the country since 2021. "During this period, more than 12,000 facilities were built and renovated, medical organizations received over 221,000 units of new medical equipment, and over 20,000 vehicles were delivered to ensure the fastest possible medical care. I am confident that the clinics we are opening today will not only make care more accessible but will also expand opportunities for residents in terms of preventative care, providing additional opportunities for screenings and preventative examinations. Over the course of 2024, nearly 89 million people in our country received preventative examinations, and 77 million in the first 10 months of this year. This is a 3% increase compared to the same period last year," said Tatyana Golikova.

In addition, over the past period of this year, more than 985,000 employed citizens have undergone workplace screening, and more than 1.7 million people with risk factors for chronic non-communicable diseases have been examined as part of dynamic monitoring, and individual healthy lifestyle programs have been developed for them.

By decision of the head of state, new national projects were launched this year. Healthcare development activities are included in three national projects: "Long and Active Life," "Family," and "New Health-Saving Technologies." The modernization of primary care continues in all regions until 2030. Three new clinics have been established as part of this program.

"Today, we are opening a new emergency department at the republican hospital in the Kabardino-Balkarian Republic. Construction began in 2023 with regional funding. The federal project 'Improving Emergency Medical Care,' which is part of the national project 'Long and Active Life,' helped equip it with medical equipment. In total, at least 99 hospital emergency departments will be created across the country by 2030 as part of this federal project," the Deputy Prime Minister emphasized.

Health Minister Mikhail Murashko noted that each facility represents a new lifesaving hub, a center for healthy living and prevention, and ensures access to high-quality medical care for thousands of people.

"In 2025, 683 new medical facilities, including modular ones, have already been commissioned across the country's regions and are providing medical care. Additionally, 1,381 medical facilities have been overhauled, outfitted, and equipped," the Minister of Health noted.

Such a large number of primary care medical organizations is fundamentally changing the landscape of medical care, added Mikhail Murashko.

"Convenience combined with information technologies such as electronic medical records, appointment scheduling, and much more make the work of medical personnel more comfortable," he noted.

As part of the event, new medical facilities were opened in 4 regions:

A new outpatient clinic has opened in the Republic of Bashkortostan at the Askinsky Central District Hospital. Designed to handle 250 visits per shift, it will serve over 17,000 residents of the region. The facility was built as part of the primary healthcare modernization program and is fully equipped with modern technology.

A children's clinic has opened in the Voronezh Region at the Bobrovskaya District Hospital, with a capacity of 150 visits per shift. It provides a wide range of medical care using modern equipment.

A new five-story outpatient clinic, designed to handle 500 visits per shift, has opened in Sarapul, Udmurt Republic. The facility will serve over 23,000 people and include diagnostic, treatment, and preventive care units, as well as an outpatient oncology center.

Russia's second inpatient emergency medical care unit has opened in the Kabardino-Balkarian Republic following a major renovation. The unit is organized according to color zones, equipped with modern diagnostic equipment, and designed to handle high-volume workloads.
