On February 19, Peter the Great St. Petersburg Polytechnic University celebrates its anniversary. 127 years ago, in 1899, Nicholas II approved the memorandum of the Russian Empire's Minister of Finance, Sergei Yulyevich Witte, on the "establishment of the Polytechnic Institute in St. Petersburg." The history of our university begins on that day.

Rector Andrey Rudskoy has already congratulated the Polytechnic University students on this significant event: Dear friends! Today, our beloved Polytechnic University turns 127 years old! These years have been filled with remarkable scientific discoveries, constant progress, and the energy of creation for the benefit of the Fatherland! We are proud of our alma mater, the scientists and engineers of the past and present. Polytechnic University confidently looks to the future: participating in major federal programs, creating technologies in demand by industry, and nurturing new generations of highly qualified specialists. Prosper, dear Polytechnic University!

Several celebratory events have already taken place today. The highlight was the grand opening of a new classroom-cum-coworking space, created with the participation of PJSC TGC-1. This modern educational space is located in Room 315 of the Main Academic Building.

The opening ceremony was attended by SPbPU Rector Andrey Rudskoy, Deputy General Director for Company Development Eduard Lisitsky, representatives of the university and company management, faculty, and students.

The ceremony began with welcoming remarks from the distinguished guests, followed by a symbolic opening of the auditorium—the pressing of a button, marking the opening of the new educational space. Guests toured the coworking auditorium, familiarized themselves with its functional areas, digital solutions, and educational equipment, and saw how students use the space for project and teamwork.

The new auditorium is designed to offer a practice-oriented learning format and closely connect the educational process with real-world challenges in the energy industry. The space combines areas for lectures, independent and teamwork, project-based activities, and professional networking, creating the conditions for developing students' engineering and digital competencies.

Addressing students, SPbPU Rector Andrey Rudskoy emphasized the importance of the university's collaboration with industrial partners: "The classroom we're opening today is a space where education directly connects with real-world engineering practice. It was created thanks to trust and deep cooperation with TGC-1. By engaging in such university-industry collaboration, students begin to think like practicing engineers, working with real-world cases and modern technologies, and we, as a university, gain the opportunity to prepare graduates who are truly in demand in the energy sector today."

On behalf of the industrial partner, Eduard Lisitsky, Deputy General Director for Development at PJSC TGC-1, noted the significance of the project: "The opening of the classroom is just the tip of the iceberg of the enormous amount of collaborative work that has been accomplished. Together with our specialists, Polytechnic University updated, updated, and refined the training programs, incorporating interesting and important case studies from the actual operation of our power plants. Furthermore, digital twins of our power plants have been developed and will be used in the training process. This approach allows us to prepare future energy specialists to address current challenges."

Following the ceremony, representatives of PJSC TGC-1 continued their interaction with the students. They discussed internships, graduate employment, career paths, and joint educational and project initiatives.

The opening of the coworking classroom marked the next step in the development of the strategic partnership between SPbPU and PJSC TGK-1. This collaboration encompasses research, education, and human resources, creating a sustainable model of "education-science-industry" interaction and facilitating the training of sought-after specialists for the energy industry.

After the opening of the coworking auditorium, guests and students attended a celebratory Musical Break. On the Polytechnic's birthday, the Ingenium pop and symphony orchestra performed music from popular films and TV series, as well as other contemporary hits. The event culminated with the song "I Love You, Life."

PROF also held a promotion that day. Anyone could receive a checklist with tasks, including writing a wish, taking a photo, and taking a quiz. Completing these tasks earned participants "spins," which, if used, earned a guaranteed prize.

Moscow, February 19 /Xinhua/ — All proposals Russia made to NATO regarding security guarantees in 2021 remain valid, Russian Deputy Foreign Minister Alexander Grushko stated on Thursday.

"If we look at each of the proposals that was made and not supported by our partners, the implementation of each of them would significantly strengthen security in Europe. In this sense, they all remain relevant as real tools, as a real opportunity to improve the security situation," TASS quoted the Russian diplomat as saying.

A. Grushko is confident that implementing Russia's proposals is an opportunity to improve the security situation and reverse the negative trends observed today.

He recalled that Russia's proposals included eliminating the deployment of short- and medium-range missiles in Europe, halting further expansion of the alliance, and returning its military configuration to its 1997 status. "We could continue listing other elements, but in any case, each of them represents a significant contribution to European and Euro-Atlantic security," the deputy minister noted.

According to A. Grushko, the rejection of Russian security proposals in the context of the Ukrainian crisis has largely led to the compromised concept of European and Euro-Atlantic security today. He emphasized that Russia and its allies are currently focused on promoting the concept of Eurasian security.

“We and our like-minded partners are focusing on promoting the concept of Eurasian security based on the principle of the indivisibility of security, respect for the legitimate rights of all participating states, respect for the identity of these states, and so on,” the Russian diplomat concluded.

TEHRAN, Feb. 19 (Xinhua) — The Iranian and Russian navies conducted joint exercises in the Gulf of Oman and the northern Indian Ocean on Thursday, successfully completing a number of operations.

During the exercises, special forces of the Iranian and Russian Islamic Revolutionary Guard Corps (IRGC) Navy successfully carried out an operation to free a captured vessel, according to a statement published on the Iranian armed forces' website.

Ships and air units from the two countries also took part in the operation, which included aerial reconnaissance, surface operations and the capture of pirates, the statement said.

It added that the Iranian destroyer Alvand, missile-launching warships, helicopters, landing craft, special operations groups, combat speedboats and ships, among others, participated in this stage of the exercise.

Spokesman for the drills, Hasan Maqsudloo, said the exercises aim to enhance maritime security, expand cooperation between the two navies and improve coordination in joint operations, the semi-official Mehr news agency reported on Wednesday.

The joint exercises come after IRGC exercises in the Strait of Hormuz that temporarily closed the strait on Tuesday, and amid heightened tensions between Iran and the United States and a buildup of the US military presence in the region.

Moscow, February 19 /Xinhua/ — No documents were signed following the talks between Russia, Ukraine, and the United States on resolving the Ukrainian crisis, which took place in Geneva, Switzerland, on February 17-18. This was reported on Wednesday by RIA Novosti, citing a source.

“There were no signatures,” the news agency quotes the source as saying.

Vladimir Medinsky, aide to the Russian president and head of the Russian delegation, noted that the negotiations were difficult but businesslike. "As you know, the negotiations lasted two days, a very long time yesterday, in various formats, and also about two hours today. They were difficult, but businesslike," TASS quoted him as saying. Medinsky also announced that the next meeting would take place soon.

Commenting on the recent talks, Russian Foreign Ministry spokesperson Maria Zakharova stated that the Russian delegation in Geneva had clear instructions to act within the framework of the agreements reached during the Russian-American summit in Alaska last August.

In turn, Rustem Umerov, Secretary of the National Security and Defense Council of Ukraine and head of the Ukrainian delegation, stated that progress had been made in the negotiations, with the parties clarifying a number of issues, while others required further coordination. "The next step is to achieve the necessary level of consensus and submit decisions for the presidents' consideration. Our task is to prepare a practical, not just formal, basis for such decisions," the Ukrainian television channel Novosti.live quoted him as saying on Telegram. The Ukrainian representative did not disclose details of the meeting, describing it as substantive but tense.

Ukrainian President Volodymyr Zelenskyy also noted progress in the negotiations. He said that ceasefire monitoring with the participation of the United States was discussed in Geneva. "Regarding the substantive nature of the negotiations… We were constructive on the military front… The military understands how to monitor the ceasefire… if there is political will. They agreed on almost everything there. Monitoring will definitely be with the participation of the American side," Zelenskyy stated.

Earlier, US Special Presidential Envoy Steven Witkoff wrote on the social media platform X about significant progress in the Ukraine settlement negotiations. He emphasized that the United States "has moderated trilateral negotiations with Ukraine and Russia," adding that the success of the current US administration lies in "bringing both sides of this conflict to the negotiating table."

The meeting in Geneva marked the third round of trilateral consultations on a Ukrainian settlement involving Russia, Ukraine, and the United States. The previous two rounds took place on January 23-24 and February 4-5 in Abu Dhabi, United Arab Emirates.

WASHINGTON, Feb. 19 (Xinhua) — Washington Mayor Muriel Bowser on Wednesday declared the month-long sewage spill in the Potomac River a local emergency to request federal support.

On January 19, a section of a sewer pipe ruptured, releasing over 200 million gallons of wastewater into the Potomac River. The US capital and surrounding areas are grappling with the consequences of the leak. The sewer pipe was maintained by DC Water, the water utility that serves Washington, D.C.

The mayor asked the federal government to direct the Federal Emergency Management Agency to establish regular interagency coordination meetings among federal agencies, affected states, and the District of Columbia to maintain shared situational awareness and coordinate federal assistance.

In a post on X's social media platform Wednesday, the mayor said the request asks for 100 percent "reimbursement" of costs incurred by the county and DC Water.

The mayor's latest request comes after President Donald Trump recently criticized local leaders for their handling of the spill.

In a post on Truth Social on Tuesday, he said officials in the District of Columbia, Maryland, and Virginia "must get to work, immediately," to address the sewage spill in the Potomac.

“If they can’t handle this issue, they should call me and politely ask me to fix it,” Trump said. –0–

The maximum number of utility workers, major Moscow engineering companies, and specialized equipment are deployed to deal with the aftermath of the unusual snowfall in the capital, according to the Deputy Mayor of Moscow for Housing, Utilities, and Public Works. Petr Biryukov.

"The city is experiencing extremely challenging weather conditions today—heavy snowfall accompanied by winds gusting up to 15-17 meters per second. Forecasters estimate that more than 70 percent of the monthly precipitation will fall. The maximum number of municipal service personnel and specialists from major Moscow engineering companies are involved in clearing Moscow of snow. A fleet of municipal and engineering equipment has been deployed to the streets. Work is ongoing, and warming and food stations have been set up for the workers," noted Pyotr Biryukov.

All city services are working in an enhanced mode, constantly monitoring the condition of streets and major highways. As precipitation progresses, continuous mechanized sweeping of roadways and pedestrian areas is carried out on a cyclical basis, followed by de-icing.

Particular attention is being paid to the prompt clearing of key thoroughfares. This is necessary to ensure the passage of ambulances, emergency services, and public transportation. Specialists are also clearing sidewalks, approaches to bus stops, public transportation facilities, and social amenities.

In addition, a 24-hour duty of heads of enterprises and organizations has been organized in the capital urban economy complex, emergency dispatch services, emergency crews from engineering companies, and administrative district prefectures. Trucks and heavy-duty cranes are on duty along the Moscow Ring Road, as well as in the Troitsky and Novomoskovsky administrative districts. They are ready to assist truck drivers.

Once the snowfall subsides, utility services will begin clearing snow and ice from pitched roofs of apartment buildings, protruding building facades, gutters, and downspouts. The work areas will be cordoned off with tape and special barriers to prevent pedestrian access.

Residents are asked to be understanding about the inconvenience associated with snow removal and disposal, and to not interfere with the operation of municipal and utility equipment.

The management company can also take advantage of an investment tax deduction of up to 90 percent of the costs of equipping the site and constructing capital facilities, while applying a reduced 13.5 percent income tax rate for the regional portion. These benefits allow technology parks to reduce their regional tax burden by up to 25 percent.

The technology park's anchor resident status allows the company to take advantage of an investment tax deduction and write off up to 90 percent of its fixed asset investments, applying a reduced 13.5 percent income tax rate in the regional portion.

Technology park residents can also receive grants for equipment installations worth up to 30 million rubles per year. Management companies can also receive subsidies for equipment acquisition and property development, utility connections, and partial reimbursement of lease payments and loan interest.

Since 2016, investment in the development of Moscow technology parks has totaled approximately 182.7 billion rubles. For every ruble in tax incentives, private investment accounts for more than 13.2 rubles.

"The development of the technology park network remains one of the key drivers of growth for Moscow's high-tech economy. The city is attracting investment in the construction of new sites and expanding business opportunities," added Sergei Sobyanin.

You can learn more about how this work is organized, which companies can become residents of technology parks, and what support measures are available to developers and entrepreneurs at II Forum of Technological Infrastructure, which will take place on March 19 and 20 in the Lomonosov cluster of the Vorobyovy Gory Innovation Scientific and Technical Center of Lomonosov Moscow State University.
