BEIJING, July 30 (Xinhua) — The Philippines is a troublemaker and a source of danger in the South China Sea (SCS), Chinese Defense Ministry spokesman Zhang Xiaogang said.

Zhang Xiaogang made the remarks at a press conference on Wednesday, commenting on the Philippine defense minister's statement that the Philippine military will resolutely respond to China's "aggressive" actions in the South China Sea and reports that the Philippines is strengthening defense cooperation with the United States, Australia, Japan and India.

BEIJING, July 30 (Xinhua) — Since 2015, the Peacekeeping Operations Center of the Chinese Ministry of Defense has sent experts abroad to train more than 1,600 UN peacekeepers from over 70 countries, Zhang Xiaogang, a spokesman for the Chinese Defense Ministry, said on Wednesday.

Moscow, July 30 (Xinhua) — Authorities in Russia's Kamchatka Krai and the North Kuril District of Sakhalin Oblast have cancelled the tsunami warning issued after a powerful earthquake struck off the coast of Kamchatka on Wednesday morning, TASS reported, citing the regional authorities' Telegram channels.

“Our colleagues from the UGMS (Department of Hydrometeorology and Environmental Monitoring) have issued the all-clear tsunami alarm,” the words of the Minister of Emergency Situations of the Kamchatka Territory, Sergei Lebedev, are quoted in the Telegram channel of the regional government.

“Attention! The tsunami alert has been lifted,” reads the message on the official Telegram channel of the Severo-Kurilsky Municipal District administration.

Dushanbe, July 30 /Xinhua/ — The World Bank /WB/ forecasts a decline in the growth rate of gross domestic product /GDP/ of Tajikistan from 8.4 percent by the end of 2024 to 7 percent in 2025, 4.9 percent in 2026 and 4.7 percent in 2027. This is stated in the WB report on the economy of Tajikistan, published on Wednesday.

“This trajectory reflects an expected normalization of remittance inflows, ongoing uncertainty in global trade that could disrupt supply chains, and weaker demand for metals and minerals other than gold,” the report said.

IAEA applies safeguards to 190 states – IAEA report

Of the 190 States in which the IAEA applied safeguards in 2024, 182 had CSAs in force, of which 137 also had APs in force. For 75 of these 137 States, the IAEA concluded that “all nuclear material in these States continues to be used in peaceful activities”. In addition, the Agency was able to make this conclusion, also known as an “expanded conclusion”, for the first time, for Morocco. For three States in which the IAEA implemented safeguards under item-specific safeguards agreements (Israel, India and Pakistan), the Agency concluded that “in these States, nuclear material, facilities or other items to which safeguards were applied continue to be used in peaceful activities.”

Safeguards were also applied to five NPT nuclear-weapon States that had voluntary offer safeguards agreements in force. For these five States (China, France, the Russian Federation, the United Kingdom and the United States), the IAEA concluded that “at selected facilities in these States, nuclear material to which safeguards were applied remains in peaceful activities or has been removed from safeguards as provided for in the agreements.”

“Under the slogan ‘Make America Great Again,’ the United States has been systematically abandoning international organizations, but its ‘greatness’ is built on the ruins of rejected commitments and broken treaties. The US’s ‘treaty-violating’ behavior not only undermines its own reputation, but also undermines the foundations of the world order and creates many threats. Zhang Hanhui recalled that on July 22, a representative of the US State Department announced the country's withdrawal from UNESCO. Earlier, under the pretext of "protecting its own economy," the United States again withdrew from the Paris Agreement on climate change, significantly reduced funding for the United Nations Sustainable Development Goals, announced the liquidation of the US Agency for International Development (USAID) and the termination of more than 80 percent of its projects, which led to the halt of numerous poverty alleviation programs in Africa and Southeast Asia. BEIJING, July 30 (Xinhua) — An international sniper shooting competition was successfully held in northwest China's Xinjiang Uygur Autonomous Region, Chinese Defense Ministry spokesman Zhang Xiaogang said on Wednesday.

“We intend to interact with China on international platforms in order to prevent the West from using the issue of the Iranian nuclear program to exert political pressure on Iran,” she said.

A meeting of the Presidium of the Government Commission on the Development of Unmanned Aircraft Systems (UAS) was held in Moscow under the chairmanship of Deputy Prime Minister Vitaly Savelyev. The event was attended by Transport Minister Andrei Nikitin, Minister of Industry and Trade Anton Alikhanov, representatives of the Ministry of Education and Science, constituent entities of the Russian Federation, as well as manufacturers of unmanned aircraft systems.

The Deputy Prime Minister presented the results of the commission's work in terms of developing a regulatory framework for the further development of the use of unmanned aircraft systems. In order to simplify the use of UAS for monitoring extended objects, forest protection activities and agriculture:

— the period for obtaining a flight permit has been reduced from 3–5 days to 24 hours;

— administrative barriers to access to the operation of individual UAS units upon receipt of an airworthiness certificate based on an assessment report have been eliminated;

— rules for performing UAS flights have been established that were previously absent. In particular, a separate procedure for preparing and performing UAS flights has been established for various operating conditions: visual flights, flights beyond the horizon, flights outside populated areas, flights over populated areas.

In order to develop the use of UAS in agriculture:

— the procedure for using UAS in agriculture during flights at an altitude of up to 30 m has been simplified;

— the possibility of using the declarative certification method for agrodrones weighing up to 495 kg is provided.

The Minister of Transport Andrey Nikitin reported on the development of a "road map" for the creation of a remote identification system for unmanned vehicles in the Russian Federation, which provides for the creation of a unified UAS identification system based on the ERA-GLONASS State Automated Information System. Since this year, UAS manufactured by the Transport of the Future company and equipped with an ERA-GLONASS transponder have been used within the framework of an experimental legal regime in the Samara Region.

The meeting participants also discussed the status of preparations for the upcoming international forum on the development of unmanned systems "Unmanned Systems: Technologies of the Future", during which the project and educational intensive course "Archipelago-2025" will be held. The work is being carried out by the Ministry of Industry and Trade together with the Ministry of Transport of Russia, the Moscow government, the NTI Platform, and the Agency for Strategic Initiatives. The business program will be held at the Skolkovo Innovation Center on August 14-17 and will bring together participants from more than 25 countries. The main issues to be discussed include UAS identification, regulation of air legislation, including industry legislation, and many other topics on the development of unmanned aviation. It is also planned to approve the methodology for rating the "droneification" of regions as part of the business program. The forum will start with the intensive course "Archipelago" on August 7. The participants, including representatives of the UAS industry, universities and government agencies, will develop a unified concept of the digital space for unmanned devices.

The forum will also feature a large-scale exhibition that will bring together about 750 exhibits from more than 200 developers.
