On amendments to the distribution of subsidies to the budgets of the constituent entities of the Russian Federation and the budget of the city of Baikonur for the implementation of measures to modernize the public utility infrastructure for 2025 and for the planning period of 2026 and 2027, approved by Appendix 31 (Table 141) to the Federal Law "On the Federal Budget for 2025 and for the Planning Period of 2026 and 2027"

The draft order provides for the redistribution of federal budget funds between the constituent entities of the Russian Federation within the framework of the federal project “Modernization of Public Utilities Infrastructure”.

5. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation to the Ministry of Construction of Russia in 2025 to provide a subsidy from the federal budget to the budget of the Murmansk Region

The draft order is aimed at co-financing expenditure obligations arising from the implementation of measures to stabilize the situation in the housing and utilities sector.

6. On the allocation of budgetary appropriations from the reserve fund of the Government of the Russian Federation to the Ministry of Construction of Russia in 2025 to provide a subsidy from the federal budget to the budget of Kamchatka Krai

The draft order is aimed at co-financing expenditure obligations arising from the implementation of measures to stabilize the situation in the housing and utilities sector.

7. On Amendments to the Resolution of the Government of the Russian Federation of June 5, 2008 No. 438

The draft resolution provides for the granting of powers to the Russian Ministry of Industry and Trade to develop state policy and legal regulation in the sphere of circulation of methanol and methanol-containing liquids.

8. On the distribution of subsidies provided from the federal budget to the budgets of the constituent entities of the Russian Federation

The draft order provides for approval of the distribution of subsidies for the development and bringing into compliance with the standards of regional or inter-municipal, local roads, including artificial road structures.

9. On the allocation by the Ministry for the Development of the Russian Far East in 2025 of budgetary allocations reserved in the federal budget for the provision of subsidies to the budgets of individual constituent entities of the Russian Federation that are part of the Far Eastern Federal District, for the purpose of co-financing expenditure obligations arising from an increase in the amount of state support from 450 thousand rubles to 1 million rubles for families with three or more children, as part of the implementation of the federal project "Assistance to constituent entities of the Russian Federation in the implementation of powers to provide state support to citizens in providing housing and paying for housing and communal services"

The draft order is aimed at implementing in 2025 state support for families in providing housing in the territory of individual subjects of the Russian Federation that are part of the Far Eastern Federal District.

10. On the allocation of budgetary allocations to the Ministry of Digital Development of Russia in 2025 from the reserve fund of the Government of the Russian Federation to ensure the refinement and implementation of Russian solutions in the field of information technology with the support of the Russian Fund for the Development of Information Technology of the federal project "Domestic Solutions" of the national project "Data Economy and Digital Transformation of the State"

The draft order envisages the implementation of grant support for particularly significant projects to refine and implement Russian solutions in the field of information technology, the implementation of which is aimed at eliminating the risks and consequences of restrictive measures taken by foreign states in relation to the Russian Federation.

We would like to inform you that amendments and additions have been made to the Rules for Electronic Document Management approved by the Order of Moscow Exchange PJSC dated June 24, 2025 No. MB-P-2025-2286 (hereinafter referred to as the EDI Rules).

The main changes and additions made:

the procedure for using copies of electronic documents with visualization of an electronic signature (visualization of information about the signatory of an electronic document from the certificate of the electronic signature verification key of such signatory, the link to the certificate of which is contained in the electronic signature of the electronic document) has been clarified; the procedure for providing companies of the Moscow Exchange Group (NPO NCC (JSC), and (or) NPO JSC NSD, and (or) JSC NTB) with documents and information received from the Participant of the EDM in accordance with the EDM Rules has been clarified.

The EDI rules in the new edition were approved by the order of Moscow Exchange PJSC dated August 11, 2025 No. MB-P-2025-3055.

BEIJING, Aug. 12 (Xinhua) — China's commercial vehicle sector posted solid year-on-year growth in both production and sales in July, data released by the China Association of Automobile Manufacturers (CAAM) showed Monday.

Commercial vehicle production last month totaled 298,000 units, up 16.3 percent from a year earlier, while sales rose 14.1 percent to 306,000 units, CAAM data showed.

However, in this sector, sales of natural gas vehicles in July fell by 5.9 percent year-on-year to 16,000 units.

In January-July of this year, the production of commercial vehicles increased by 6 percent compared to the same period last year to approximately 2.4 million units, while sales rose by 3.9 percent, amounting to almost 2.43 million units.

CAAM data also showed that China's total auto output in the first six months of this year rose 12.5 percent year-on-year to 15.62 million units, while auto sales increased 11.4 percent to 15.65 million units.

Specifically, in the first half of 2025, NEV vehicle output soared 41.4 percent year-on-year to nearly 6.97 million units, while non-NEV vehicle sales jumped 40.3 percent year-on-year to about 6.94 million units. -0-

UNITED NATIONS, Aug. 11 (Xinhua) — United Nations Secretary-General Antonio Guterres condemned the killing of six Palestinian journalists in an Israeli airstrike on Gaza City on Sunday, his spokesman Stephane Dujarric said on Monday.

“These recent killings highlight the extreme risks journalists continue to face when covering this ongoing war,” Dujarric said at a daily press briefing.

According to him, the UN Secretary General called for an independent and impartial investigation into these killings.
