From September 3 to 6, the Eastern Economic Forum (EEF) is taking place in Vladivostok, with Vladimir Stroyev, Rector of the State University of Management, taking part in the forum.

On the first day of the Forum, Vladimir Stroyev spoke at the session "Youth Technological Entrepreneurship: Achieved Results and Development Plans in the Eastern Direction". The rector outlined the differences between technological entrepreneurship and traditional forms of doing business and drew special attention to the significant role of universities in innovation activities.

In his report, Vladimir Stroyev spoke about the progress of the State University of Management’s implementation of a major scientific project, “Ensuring the country’s food security based on the creation of software and hardware systems and intelligent platform digital solutions in the development of agro-industrial technologies of the full life cycle.”

"As part of the project, young scientists from our university are developing a Unified Digital Platform for the Agro-Industrial Complex, which has a decentralized architecture, the main element of which is the "agro-node" localized at the level of an agricultural enterprise. The platform collects, analyzes and structures data from various sources within a single model: equipment telemetry, remote sensing of the earth, meteorological data and laboratory analysis results. The development of the SUP is potentially a significant factor in the growth of agricultural exports in the Far Eastern Federal District and can make a significant contribution to the development of cooperation with the DPRK, helping to optimize logistics, promoting state control and increasing the competitiveness of Far Eastern agricultural products," said Vladimir Stroyev.

Also on the evening of September 3, Vladimir Stroyev took part in the expert discussion "Play to learn: new formats of upbringing and education of youth in creative industries", which was held on the campus of the Far Eastern Federal University. Together with the rector, modern game forms of education were discussed by Deputy Minister of Science and Higher Education of the Russian Federation Olga Petrova, Deputy Chairman of the Government of the Republic of Sakha (Yakutia) Anatoly Semenov, General Director of the AMIK Television Creative Association, GUU graduate Alexander Maslyakov and other experts.

In his speech, Vladimir Stroyev pointed out that any gamification of the process should primarily solve educational problems and be of an auxiliary nature, without becoming the main form of teaching disciplines. Project-based learning implemented at the State University of Management meets these requirements, allowing students to try themselves in various roles in a simulated form: manager, logistician, designer, public relations specialist, and others. And since within the framework of project activities, students are given problems, not ready-made solutions, this helps to actively include and develop creativity and creative abilities.

"For students who want to realize themselves in creative economies, several areas of activity operate within the project ecosystem of the State University of Management. For example, the educational method "Service Learning" is successfully operating, involving students in volunteering and social activities. At the All-Russian competition of the best practices in this area, our university took 2nd place in the nomination "Service Learning". The practice of final qualifying works in the format of "Startup as a Diploma" is popular. In the summer, our student Danila Yakovlev was recognized as the author of the best startup in Russia with an ecological entrepreneurial project related to the processing of glass into decorative elements for landscape design. For creative guys, there are many different projects, from KVN, the organization of which can be counted as project work, to the parade of freshmen's talents – the first large adaptation project for freshmen, helping yesterday's applicants easily immerse themselves in university life," the rector of the State University of Management shared his developments.

The Eastern Economic Forum is a leading platform for developing the economy of the Far East and expanding international cooperation in the Asia-Pacific region. Last year, more than 7,000 people from 74 countries took part in it, and 313 agreements worth 5.569 trillion rubles were signed. Vladimir Stroyev also had a busy work program at EEF-2024.

The main theme of the Eastern Economic Forum 2025 is "The Far East – Cooperation for Peace and Prosperity". The Forum events are held in the format of panel sessions, round tables, televised debates, business breakfasts and business dialogues dedicated to Russia's relations with various countries of the world.

GUU athletes took part in the race along the Garden Ring

Athletes from the State University of Management took part in the Garden Ring race, which was included in the Russian Book of Records as the largest free start.

11 thousand people competed in covering the distance against the clock, and more than 30 thousand residents and guests of the capital took part in the race.

Deputy Mayor of Moscow for Transport and Industry Maxim Liksutov noted that the Garden Ring has become a single continuous running route for the first time.

“What we can really think about is how catastrophic the Second World War was. Do we want that to happen to our future generations? It could happen again if we don’t take precautions. So we need to really understand what happened, what happened, the aftermath, the hardships that people went through, through the testimonies of those who are still alive or the memories of those who have passed away… Today we have new technologies, not just written form. All of that can be turned into documentaries or films to have an impact on a new generation,” he said.

R. E. Rogers particularly noted the enormous contribution of the Chinese people to the outcome of the war in the East, especially the unity and resilience of the Chinese people, who survived the conflict from 1931 to 1945 – a much longer period compared to the conflict in Europe.

He explained that the efforts of the Chinese people resonated across Asia. “It was a really tough moment in China’s history. It showed the resilience of the people at that time… Despite all the difficulties, they survived. I think that spirit of resilience motivates people not only in China but across the region,” the scholar said.

Resolution of September 2, 2025 No. 1357

On the instructions of the President, the Government established preferential tariffs for railway transportation of coal through the territories of the Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions. The resolution on this has been signed.

A reduction factor of 0.48 has been set for such transportation. It will apply to coal transportation carried out by the Federal State Unitary Enterprise Novorossiya Railways.

In January-June 2025, ordinary motorists issued 17.9 million classic MTPL policies for personal cars, which is 4.2% more than a year earlier. The number of motor hull insurance contracts with citizens also increased by almost 5%.

During this period, the average cost of classic MTPL policies for private cars of ordinary people decreased by 4%, to 6.8 thousand rubles, and the payment on them increased by an average of 17% and amounted to 108.4 thousand rubles. The average insurance premium for motor hull insurance for individuals remained virtually unchanged – 20.3 thousand rubles, while the payment increased by an average of almost 12%, to 183.1 thousand rubles.

Marat Khusnullin: Glazing of the front part of the façade of the cultural and educational complex has begun in Vladivostok

A large cultural and educational complex is under construction in Vladivostok. Specialists have begun installation work on glazing the front part of the building's façade, Deputy Prime Minister Marat Khusnullin reported.

"The construction of modern cultural clusters undoubtedly entails the comprehensive development of regions. This is a worthy decoration of cities and the entire country, because the emergence of such centers makes culture more accessible. The cultural and educational complex on the Eagle's Nest hill – the highest point of the historical part of Vladivostok is being built on the instructions of the President. Branches of the Tretyakov Gallery, the Russian State Institute of Performing Arts and the Mariinsky Theater will appear there. At the site, specialists have begun glazing the main front part of the building's facade, which looks out onto the Golden Horn Bay. Residents and guests of the capital of the Far East can watch the progress of the work from anywhere in the city. To date, 10 thousand square meters of aluminum frame out of 26.5 thousand square meters have been installed there," said Marat Khusnullin.

Work on installing the façade system on the building of the cultural and educational complex under construction is being carried out by the company Stroytransgaz-Vostok (part of JSC Stroytransgaz).

"We used a special technology to construct the large-scale façade – we install the stained glass not in elements, as usual, but in large sections. Each element, more than 7 m in length and width, has to be raised to a height of 45 m. Sometimes the weight of the structures reaches 300 kg. At the same time, we should not forget that there is a high wind load on the Eagle's Nest hill," said Mikhail Khachatryan, Deputy General Director of STG-Vostok.

The visual image of the large-scale complex will be completed by pergolas. These are metal structures that are erected on the edge of the roof and externally resemble a crown. They will become a continuation of the facade, and the complex will acquire the shape of a triangle and a trapezoid. If you look at the complex from a bird's eye view, it resembles an eagle's nest.

The highlight of the facade will be multimedia lighting, which will allow the projection of videos, event posters and even a huge clock face on the outside of the complex.

Construction of the cultural and educational complex in Vladivostok began in 2019.

Branches of the Moscow State Academy of Choreography and the Central Music School, an educational center with a canteen and a swimming pool, boarding schools for students, a dormitory for students of the Russian State Institute of Performing Arts, as well as three apartment buildings for teachers and artists have already been built and put into operation on Russky Island. In September 2023, children's education began on Russky Island.
