BEIJING, Sept. 10 (Xinhua) — Chinese Defense Minister Dong Jun held talks via video link with U.S. Defense Secretary Pete Hegseth on Tuesday.

Dong Jun stressed the urgent need to maintain an open position, maintain contacts and interaction, and build strong and stable relations between the Chinese and US armies based on the principles of equality, respect and peaceful coexistence.

The Chinese minister also pointed out the importance of mutual respect for each other's fundamental interests.

At the same time, as Dong Jun stated, any attempts or acts of intervention aimed at forcibly supporting separatist activities to achieve “Taiwan independence” or using Taiwan to contain China are doomed to failure.

The head of the Chinese Defense Ministry stressed that China is committed to working with other countries in the region to safeguard peace and stability in the South China Sea and firmly opposes encroachments and provocations by individual countries, as well as deliberate incitement of conflicts by countries outside the region.

China has always focused on its own development and firmly defended its legitimate rights and interests, Dong Jun said, adding that attempts to contain and intimidate China will never succeed, nor will attempts to interfere in its domestic affairs.

The parties also exchanged views on other issues of mutual interest. –0–

BEIJING, Sept. 10 (Xinhua) — Chen Binhua, spokesperson for the Taiwan Affairs Office of the State Council, said on Wednesday that cross-Ship consultations and dialogue should naturally be conducted on the basis of the one-China principle, since the mainland and Taiwan belong to one China, and Taiwan is part of China.

At a regular press conference, Chen Binhua commented on the statements of Taiwanese President Lai Qingde, who said that dialogue between the two sides of the Taiwan Strait should be conducted “on equal terms.” As the official representative recalled, from 2008 to 2016, cross-strait talks were resumed based on the 1992 consensus reflecting the one-China principle, resulting in a number of agreements and understandings.

However, after the Democratic Progressive Party (DPP) came to power in 2016, its leadership refused to recognize the 1992 consensus, leading to the cessation of interaction and consultation between the two banks, Chen Binhua noted.

He stressed that cross-shore consultations and negotiations can only be resumed if the DPP administration returns to the one-China principle and the 1992 consensus and stops separatist activities to achieve "Taiwan independence." Otherwise, such talk will be empty words.

The future of Taiwan and the well-being of Taiwanese compatriots depend on the peaceful development of cross-strait relations and the reunification of the motherland, Chen Binhua concluded. –0–

The Moscow Metro has updated the rolling stock of the Moscow Central Diameters.

Translation. Region: Russian Federal

In accordance with the Moscow Transport Complex Development Program, the rolling stock upgrade on the Moscow Central Diameters (MCD) has been completed. 4.5 thousand modern carriages were purchased, including the Ivolga and EP2D models. The noise level in the trains has decreased by 35%, and the average age of the rolling stock has decreased by 5 times — from 23 to 4.5 years. Thus, the MCD has the youngest fleet of suburban trains in Europe. The results of the upgrade were not long in coming — residents of Moscow and the region more often choose the diameters for intracity trips. Currently, about 1.6 million trips are made on them per day.

The delivery of new trains for the Central Transport Hub played a key role in the development and modernization of domestic transport engineering.

The next step will be the renewal of the rolling stock on the Yaroslavl and Paveletsky railway lines. In June 2025, deliveries of new trains began on the Yaroslavl line, where passengers are transported by four Ivolga 4.0. A total of 92 trains will be renewed by 2030, which will increase the number of passenger seats and comfort on the most congested line.

Moreover, by 2035, it is planned to purchase about 100 trains for railway routes connecting Moscow with Vladimir, Ivanovo, Kaluga, Tula and other nearby regions. In this way, new standards of passenger transportation comfort will be established throughout the Central Transport Hub, which is almost 75% of all suburban transportation in Russia.

"MCD is one of the favorite and most popular modes of transport among passengers. Muscovites and residents of the region choose them for their comfort, speed and convenient transfers to other modes of transport. On the instructions of Moscow Mayor Sergei Sobyanin, we have completed the renewal of the rolling stock on the MCD. The outdated trains have been replaced by modern trains equipped with climate control, an air disinfection system, clear information, media screens, ergonomic seats and modern chargers for gadgets," added Maxim Liksutov.

Marat Khusnullin: More than 80 million square meters of asphalt have been laid since the beginning of the year under the national project “Infrastructure for Life”

In Russia, work continues to bring roads up to standard within the framework of the national project "Infrastructure for Life". To date, the area of laying the upper layers of road surfaces at regional and local sites of the national project is 81.3 million square meters, or over 54% of the planned volume. This was reported by Deputy Prime Minister Marat Khusnullin.

"Modern and high-quality roads are not only convenient to travel, but also increase safety on the roads, reduce accidents, develop regions and improve the quality of life of people. Under the national project "Infrastructure for Life" in Russia, we continue large-scale work to update and bring roads to a standard condition. Road teams have gained a very good pace – since the beginning of the year, 81.3 million square meters of the upper layers of the road surface have been laid, which is over 54% of the planned volume. At the same time, if we compare it with last year, the area of laying has increased, which undoubtedly demonstrates good and well-coordinated work. In the same period of 2024, 75 million square meters of the upper layers of the pavement were laid," said Marat Khusnullin.

The Deputy Prime Minister noted that thanks to the systematic work and responsible approach of governors and regional teams, a number of regions have completed the largest volume of planned work to date.

Thus, in the Kursk region, the area of laying the upper layers of the road surface currently amounts to about 1.34 million square meters, or 78.1% of the planned volume of work. Among the most important objects on the regional road network is the Fatezh-Dmitriev road (14 km). The road is important for residents of the region, as it connects two district centers of the Kursk region – the cities of Dmitriev and Fatezh. In the current road season, special attention is paid to the repair of artificial structures. In the Kursk region, under the national project "Infrastructure for Life", four bridge structures with a total length of 89.7 linear meters were brought into regulatory condition.

In the Orenburg region, the area of asphalt concrete pavement on regional and inter-municipal roads to date has amounted to 712 thousand square meters. This is 74.8% of the planned volume. Two renovated bridges with a total length of 104.2 linear meters have been commissioned. Among the significant projects completed this year is the bridge across the Suunduk River at the 17th km of the Krasnoyarsk – Kvarkeno – Komintern road in the Kvarkensky district. Major repairs are ongoing on one of the longest projects this year – 22 km of the Bugulma – Buguruslan – Buzuluk – Uralsk highway. Of these, 10 km are in the Buguruslan district and 12 km are in the Buzuluk district. This is the largest transport corridor in the western Orenburg region. The road connects about 150 settlements of five districts of the region and provides transit traffic to the Republic of Kazakhstan. The task is to gradually bring the asphalt concrete surface of the highway to a standard condition along its entire length – almost 350 km.

In the Bryansk region, as of early September, the area of asphalt concrete pavement on local, regional and inter-municipal roads amounted to 681 thousand square meters. This is 64.2% of the planned volume. On the eve of Builder's Day, Russian President Vladimir Putin launched traffic on a new overpass in the city of Unecha in the Bryansk region. This strategically important facility connects the city with the federal highway and with other districts of the Bryansk region, as well as with the regional center. In Bryansk, the implementation of a major infrastructure project is being completed: a new street and road network with 9 km of storm sewer pipes has been built in the Flotsky microdistrict.

Dmitry Patrushev: Thanks to the concession mechanism, 37 waste management facilities will be built by 2028

Deputy Prime Minister Dmitry Patrushev held a meeting within the framework of incident No. 58 "Organization of the system for handling municipal solid waste". The work was attended by the management of relevant departments, industry companies, heads of regions and representatives of the Federal Assembly.

Dmitry Patrushev reported that construction of industry infrastructure continues in the regions. The capacities that will appear in 2025 will ensure the processing of more than 1.5 million tons of waste.

"To implement the instructions of the President of Russia and move to a closed-loop economy, it is important that each new facility meets all modern requirements for sorting and environmentally sound disposal. The Russian government is expanding opportunities to increase the pace of commissioning modern waste management facilities. In 2025, 19 regions have been granted the right to conclude concession agreements for the construction of industry infrastructure without a tender. Thanks to this, by 2028, 37 waste management facilities with a total processing capacity of 4.5 million tons should appear," said the Deputy Prime Minister.

The Deputy Prime Minister drew the attention of the heads of the subjects that have already concluded concession agreements to the importance of detailed development of the project implementation deadlines and their integration into the incident information system. This will allow possible deviations to be seen in real time.

The Deputy Prime Minister also added that on-site inspections of facilities have proven their effectiveness, and this practice will be continued on a systematic basis.

One of the most important indicators of the effectiveness of the waste management reform is the order at the container sites in the yards. According to Dmitry Patrushev, over the first eight months of this year, the regions have equipped almost 5 thousand container sites and purchased almost 36 thousand containers.

The fleet of special equipment is being actively updated. Since the beginning of 2025, more than 600 units have been purchased in the regions, a third of them through the preferential leasing mechanism. Dmitry Patrushev instructed the Ministry of Natural Resources and the Russian Ecological Operator to only proceed from real requests when expanding the list of equipment types purchased through this mechanism.

Incident No. 58 “Organization of a system for handling municipal solid waste” was created on the instructions of the Chairman of the Government to ensure the implementation of reform in the area of waste management.

When working in the incident format, a special project management system is used, which is deployed on the basis of the Government Coordination Center. It allows for prompt coordination of the actions of participants and monitoring of project implementation in real time.

Mikhail Mishustin held a meeting on economic issues.

Translation. Region: Russian Federal

An important disclaimer is at the bottom of this article.

M. Mishustin: Good afternoon, dear colleagues!

Today we will discuss a number of economic issues. First of all, in terms of returning the economy to a trajectory of balanced growth and reducing inflation. This is a key task in further work when forming the budget for the next three years. This work is also actively underway in the Government and is based on the instructions of the President in coordination with the Bank of Russia and in interaction with representatives of the Federal Assembly, as well as the expert, scientific and business communities.

Participants of the meeting

List of participants of the meeting on economic issues, September 10, 2025

The main macroeconomic indicator – gross domestic product, despite the challenges that arose, maintained positive dynamics. Let me remind you that, according to the Ministry of Economic Development, it grew by 1.1% over the seven months.

After the high values that were in 2023 and 2024, some cooling was inevitable. We predicted this. The period of the first anti-crisis decisions has passed. Due to the rapid expansion of domestic production, a number of niches were quickly filled. Now the Government is seeking to form long-term trends in accordance with the tasks that the head of state has defined for the period up to 2030 and beyond.

The structural restructuring of the economy continues. Business is reformatting its trade operations and processes based on new realities, adapting to changing conditions, looking for new partners, raw materials and sales markets.

We also continue to create a basis for strengthening the country's technological and industrial sovereignty. Large-scale projects are being launched across the country, requiring systematic work and serious resources.

The manufacturing sector remains the main driver of growth in industry – growth was 3.3% from January to July of this year. The leader here was mechanical engineering – an industry where the share of added value is high. It added about 10%. Growth was also noted in the metallurgical and chemical complexes.

The overall dynamics were supported by the construction industry – the volume of work increased by 4.2%, as well as agriculture.

Overall, industrial production volume increased by approximately 1% in the first half of the year.

Now, regarding inflation. The expansion of Russian capacities, as well as a number of decisions taken by the Government and the Bank of Russia to contain prices, have allowed for a gradual slowdown in its dynamics. At the end of August, the decline in the cost of fruits and vegetables accelerated and returned – for milk and milk products.

Positive trends continued in the labor market. The unemployment rate remained at a historical minimum of 2.2% for the third month in a row.

Dear colleagues, another important topic is the budget. The government must submit its draft to the State Duma by October 1. It must take into account all current challenges. We discussed them in detail when forming the forecast for socio-economic development until 2028. The Budget Commission should meet in the near future, where it is necessary to approve all the main parameters – income and expenses. After that, the draft law will be presented at a meeting of the Government of the Russian Federation.

The unconditional priorities are ensuring macroeconomic stability, balance of the main financial document of the country, fulfillment of social obligations. And achievement of national development goals that were defined by the head of state.

Today we will look again at what resources should be directed towards solving these issues, as well as towards stimulating production, supporting regions, and technological and infrastructure projects.

Particular attention, as the President noted, should be paid to the formation of additional sources of income. Given the realities, it is necessary to concentrate on the topic of efficiency, including in terms of labor productivity. It is necessary to accelerate its growth in every possible way. For this purpose, we must continue to remove system-wide barriers to entrepreneurial initiative, reduce excessive administrative burdens, and create incentives for independent development through internal corporate programs of the companies themselves.

One of the key tasks of further changes will be to improve the quality of the investment climate. This is planned to be implemented through a national model of target conditions for doing business. The structural change plan being developed by the Government is also aimed at increasing the efficiency of the economy.
