BEIJING, Sept. 19 (Xinhua) — By continuously improving policies supporting family development, China has strengthened the development capacity of families and created favorable conditions for women to lead more fulfilling family lives, according to a white paper titled "China's Achievements in All-Round Development of Women's Affairs in the New Era" released by the State Council Information Office on Friday.

Laws and regulations, including the Civil Code, the Law on the Protection of Women's Rights and Interests, and the Law on Combating Domestic Violence, were adopted in the country to protect women's rights in marriage and family, the document states.

In addition, marriage counseling services are widely available in China, provided by marriage registration authorities at the county level and above.

The maternity leave system has been improved, with many regions legislating for extended maternity and paternity leave, and introducing parental leave for parents.

Childcare facilities are being created. According to the White Paper, by the end of 2024, 403,000 enterprises and government agencies with trade unions will have provided childcare rooms for working women. Similar facilities also exist in public spaces.

The country is introducing more diverse services to reduce the burden of caregiving on families. Thus, the domestic service sector continues to improve qualitatively and expand in scale. As of the end of 2023, there were approximately 600,000 domestic service organizations and 16,000 women-led community domestic service centers in China. -0-

The Bank of Russia is recording cases in which underage bank clients (aged 14 to 18) are drawn into money laundering operations, illegal entrepreneurship, dropshipping, and other illegal schemes.

To banks recommended Warn teenagers about such risks immediately upon opening an account, and also inform their parents or other legal guardians about the cards issued to them. For this purpose, the terms of contracts, including existing ones, may be clarified.

Banks are advised to identify in their internal anti-money laundering documents indicators that may indicate the involvement of minors in illegal transactions.

Thus, to form an idea of the teenager's typical transfer transactions, banks should find out which relatives may transfer money to these clients and to whom the minors themselves plan to transfer funds. If it later turns out that the teenager has begun receiving large transfers from an unknown person or has begun transferring large amounts themselves, the bank will contact the minor's representative. The agreement may also specify a limit on certain transactions. Furthermore, if the bank suspects that the transactions are not being made by the teenager themselves or that they are acting under someone else's influence, the credit institution has the right to refuse the transaction.

BEIJING, Sept. 19 (Xinhua) — Promoting women's all-round development is of great significance as a national campaign in China, according to a white paper titled "China's Achievements in All-Round Development of Women's Affairs in the New Era" released Friday by the State Council Information Office.

The document notes that China continues to strengthen institutional support and guarantees for women's interests, which is an integral part of public administration, contributing to the creation of the necessary conditions for the comprehensive development of women.

The White Paper states that China has established a mechanism for work related to women's development, in which CPC committees exercise leadership, governments assume primary responsibility, working committees for children and women play a coordinating role, women's federations cooperate, and relevant departments provide support, with the participation of the whole society.

“These concerted efforts ensure gender equality in all areas of social and economic development and in all aspects of public life,” the document notes.

People's congresses strengthened legislation and oversight for women's development. The government developed and implemented a program for women's development in China and held meetings on related work. A gender statistics monitoring system was established, covering over 2,400 indicators. Furthermore, gender was included as a key indicator in the national population census and time-use surveys.

The White Paper states that China's national development plan clearly defines strategic objectives for women's development. Furthermore, China's women's development program also outlines step-by-step goals for improving women's status.

China has established a legal system based on the Constitution, encompassing over 100 laws and regulations, dominated by the Law on the Protection of Women's Rights and Interests. China also ruthlessly combats illegal and criminal activities that infringe on the personal rights of women and girls, the White Paper states.

China is committed to conducting targeted public education on gender equality in all aspects and through all channels, raising awareness of gender equality in the media, and building a clean cyberspace. -0-
