Tehran, September 29 (Xinhua) — Attempts by European countries and the United States to reinstate repealed UN Security Council resolutions against Iran constitute a "unilateral rewriting" of international law, Iranian Foreign Minister Abbas Araghchi stated in a letter addressed to his foreign counterparts.

He said these "allegations" must be rejected because they, among other things, contradict the spirit of Resolution 2231, which endorsed the 2015 nuclear deal between Iran and world powers, officially known as the Joint Comprehensive Plan of Action (JCPOA).

Resolution 2231 terminated previous UN Security Council resolutions on Iran's nuclear program, including all sanctions measures, and established a clear timeframe for all nuclear-related restrictions to expire on October 18, 2025, the Iranian Foreign Minister noted. He added that the resolution does not grant any country the right to unilaterally amend, reinterpret, or expand its provisions.

A. Araghchi noted that the snapback procedure referred to by the European “troika” (France, Great Britain, Germany) and the United States was “invalid,” citing the US withdrawal from the JCPOA in 2018 and the failure of European countries to fulfill their obligations under the deal.

Neither Iran nor any other UN member state was legally obligated to comply with such “illegal” demands, he noted, declaring that Iran would continue to defend its sovereign rights and legitimate interests while remaining open to “genuine negotiations on an equal basis.” –0–

CHENGDU, Sept. 29 (Xinhua) — The opening of the first expressway linking Jiuzhaigou Valley and Mianyang City in southwest China's Sichuan Province on Monday has cut travel time from Chengdu, the provincial capital, to the UNESCO World Heritage site from eight hours to four.

The Jiuzhaigou-Mianyang Expressway is approximately 246 km long and has two lanes in each direction, with a design speed of 80 km/h.

Built in northwestern Sichuan Province, in a cold, high-altitude region with challenging terrain, the expressway was designed according to the principles of maximum environmental protection, minimum ecological damage, and maximum natural restoration, avoiding excessive excavation, soil fill, and reducing land use, according to its designers.

The new highway not only puts an end to the lack of expressways in Pingwu and Beichuan counties of Mianyang City, but also becomes a major transportation corridor linking Sichuan Province with Gansu, Qinghai, and the Xinjiang Uyghur Autonomous Region.

Jiuzhaigou Valley, also known as Jiuzhaigou National Park, is known for its spectacular waterfalls, lush forests, serene plateau lakes, and karst rock formations.

Situated in the mountains on the eastern edge of the Qinghai-Tibet Plateau, it is one of the most popular tourist destinations in China.

According to Guo Xiaomin, deputy director of the Jiuzhaigou Tourism Zone Administration, the number of visitors to the Jiuzhaigou Valley has grown rapidly in recent years. Since the beginning of this year, 5.075 million people have visited the national park, a 26.81 percent increase from the previous year, including 296,000 foreign tourists, a 52.51 percent increase year-on-year.

The opening of this expressway also makes it easier for visitors to access the Bao'en Temple, which inspired the creators of the world-famous AAA Chinese role-playing game "Black Myth: Wukong" to design one of the game's locations. -0-

BEIJING, Sept. 29 (Xinhua) — China's Ministry of Industry and Information Technology on Monday announced it has granted China Mobile a license to operate satellite mobile communications services.

This means that all three major Chinese mobile operators – China Mobile, China Telecom and China Unicom – now have licenses to provide satellite mobile services covering application scenarios such as emergency communications, maritime communications and communications in remote areas.

The aforementioned ministry expects that a market characterized by moderate competition and favorable interactions will emerge in China, which will make satellite mobile communications services more accessible to ordinary consumers.

The ministry promised to further optimize market access procedures for satellite communications, strengthen supervision and security in the industry, and promote the high-quality development of China's satellite communications industry. -0-

Evgeniya Shuvaeva, Associate Professor of the Department of Architectural and Urban Heritage at St. Petersburg State University of Architecture and Civil Engineering, completed a research project titled "Estates of the High Nobility in Remote Districts of the St. Petersburg Province in the 18th – Early 20th Centuries." The study was conducted as part of a grant competition for research projects by faculty members of the St. Petersburg State University of Architecture and Civil Engineering in 2025.

This paper examines the historic estate complexes of the St. Petersburg province to identify their distinctive features, as well as potential for preservation and contemporary use. It analyzes the landscape and geographic aspects of the estate territories' locations, identifies patterns in the formation of the complexes' compositional and planning structure, analyzes functional planning zones, identifies the relative positions of the objects under study, and identifies the main areas of estate settlement.

In addition, general proposals for the preservation and modern use of the type of objects under study were formulated, and specific design solutions were developed.

The research can be continued in the form of a more detailed study of estate complexes of an expanded typological series (imperial, grand ducal, ordinary noble, merchant) for comparison with the estates of the highest nobility and a comprehensive study of the influence of this type of objects on the formation of the historical St. Petersburg province.

As a result of the research work, two articles were published in journals included in the Higher Attestation Commission list.

Opening the event, Zhang Wei, Chargé d'Affaires of the Chinese Embassy in Russia, stated that in recent years, against the backdrop of the high-level development of Chinese-Russian relations, humanitarian exchanges between the two countries have been constantly deepening, and the interest of peoples in each other and in each other's cultures is growing.

This year, the Confucius Culture Festival's program became even more extensive. Visitors, many of whom were children and teenagers, enjoyed vibrant performances featuring traditional songs and dances, participated in Chinese calligraphy workshops, and recited classic verses from Confucius's works. These events provided a richer understanding of Chinese culture.

The festival featured an exhibition of Chinese calligraphy and painting dedicated to Confucius and his legacy. It featured nearly one hundred works of art on the theme of Confucian culture, including paintings by Russian artists. Artists and calligraphers from Confucius's birthplace—Shandong Province in China—brought exquisite works reflecting Confucius's ideas, demonstrating Chinese culture, and celebrating Sino-Russian friendship.

Beijing, September 29 (Xinhua) — From September 23 to 28, the Russian Cultural Center (RCC) in Beijing successfully hosted the cultural project "ECHO of the 17 Moments Festival." The project, dedicated to strengthening humanitarian ties between China and Russia, became a highlight in the cultural life of the Chinese capital, the center reported on its public account on the Chinese social network WeChat.

"This festival became a bridge across which not only films flowed, but also emotions, thoughts, and parts of the souls of our peoples. And we see how the solid foundation of friendship between Russia and China is being cemented by new, vibrant cultural ties," noted Tatyana Urzhumtseva, head of the Russian Cultural Center in Beijing.

The festival organizers offered a rich program for guests of all ages. Audiences saw the best Russian films of recent years, including "Going Vertical," "The Crew," "Mr. Knockout," and "Salyut-7."

A screening of the Chinese feature film "Red Swan" by renowned director Gu Rong, starring Soviet cinema legend Vyacheslav Tikhonov, attracted particular attention. The event also featured a special program showcasing contemporary cinema from the CIS countries.

The central event was the Saturday concert program dedicated to Russian-Chinese friendship. It featured Russian artists who presented both classical and contemporary compositions.

Animation workshops led by animation director Nikolai Shakin were particularly popular with the festival's young guests. Thanks to his sensitive guidance, the children created their own animated film based on the Russian folk tale "The Turnip," which became one of the festival's most vibrant and touching events.

The festival not only introduced Beijing audiences to contemporary Russian culture, but also clearly demonstrated the deep interest of Chinese youth in Russia, as evidenced by the active participation of students from China's leading university, the RCC in Beijing noted.

On September 25-26, 2025, the State University of Management hosted an introductory session, "Russian Education and Science in a Changing World," which opened a series of training events on managing international activities in the academic environment ("Academic Reserve: International Track"), initiated by Konstantin Mogilevsky, Deputy Minister of Science and Higher Education of the Russian Federation.

More than 140 people from among the heads of international departments of higher education and scientific organizations gathered for training at the Business Center of the State University of Management.

On behalf of the host party, Vladimir Stroev, Rector of the State University of Management, welcomed those gathered.

"Today, a new Academic Reserve program begins at SUM, this time with an international track. A year and a half ago, we implemented a rector's track, and a quarter of its graduates have already become university rectors and vice-rectors. So the system is working, there's a need for qualified personnel, and we need to actively participate and demonstrate our strengths. The project is not just about studying, but also about building a community and networking in the relevant field. I wish you success and, upon completion of the course, the positions you aspire to or strengthening your existing positions. SUM is always happy to assist you with this."

Reports on the status, trends, objectives, and challenges of international cooperation between higher education institutions and scientific organizations were presented by:

Ksenia Trinchenko, Director of the Department of International Cooperation of the Ministry of Education and Science of Russia; Alexey Svistunov, Director of the Department of Personnel Policy of the Ministry of Education and Science of Russia; Elena Galaktionova, Deputy Director of the Department for Multilateral Humanitarian Cooperation and Cultural Relations of the Ministry of Foreign Affairs of Russia; Armen Oganesyan, Acting Deputy Head of the Department of Permit and Visa Work of the Migration Service of the Ministry of Internal Affairs of Russia.

Of particular value to those gathered was the presentation by Olga Petrova, Deputy Minister of Science and Higher Education of the Russian Federation. She emphasized the need for interdepartmental cooperation in creating conditions for the full adaptation of international students and their integration into Russian society. She also emphasized the importance of universities and research organizations in shaping Russia's attractive image internationally, as they convey to international students the values, ideas, and potential that make our country worthy of admiration.

A key element of the program was a lively dialogue between its initiator and mastermind, Konstantin Mogilevsky, and the meeting participants. Konstantin Mogilevsky emphasized the importance of receiving open feedback from those directly involved in developing international relations to ensure the synchronous work of the Ministry and the international services of universities and research organizations.

During the two-day intensive course, students were able to learn about current priorities for international activity, receive expert analysis of the current state of international cooperation in education and science, and master the fundamentals of strategic planning for international activity.

Participants will then undergo intensive distance learning on a digital educational platform, as well as two in-person modules on mastering best practices in international management.

By December 4, 2025, teams of specialists, led by experienced experts and mentors, will develop 15 framework strategies for developing international activities, differentiated depending on the initial parameters of the organizations represented.

The course's comprehensive program will foster the development of a talent pool of international cooperation specialists, foster a professional community, and serve as a foundation for participants' continued professional growth, shaping a comprehensive vision, and developing international activities within a specific educational or scientific organization.

It should be noted that "Academic Reserve: International Track" is the successor to the "Academic Reserve" program for the systematic training of a reserve of management personnel for higher education and scientific organizations, which was launched at the State University of Management in 2022.
