The following issues are planned to be considered at the meeting:

The draft order is aimed at reimbursing expenses incurred in 2024–2025 by the budgets of the constituent entities of the Russian Federation for the accommodation and meals of citizens of the Russian Federation, foreign citizens, and stateless persons permanently residing in Ukraine, as well as in the territories of constituent entities of the Russian Federation where the maximum and medium response levels have been introduced, who were forced to leave their residential premises and were located in temporary accommodation and meals centers on the territory of the Russian Federation.

Financial News: The Working Man: A New Coin (October 3, 2025)

On October 6, 2025, the Bank of Russia will issue a commemorative coin made of base metals with a face value of 10 rubles, “Worker in Agriculture and Processing Industry,” from the “Man of Labor” series (catalog No. 5714-0107).

The coin has a round shape with a diameter of 22.0 mm.

The coin has a raised edge along the circumference on both the front and back sides.

The side surface of the coin is intermittently corrugated with alternating sections having a different number of corrugations.

The obverse of the coin features the inscriptions "BANK OF RUSSIA" at the top and "2025" at the bottom. On the left and right sides are images of laurel and oak branches, respectively. In the center is the number "10" and the inscription "RUBLES" beneath it, indicating the coin's denomination. Within the number "0" is a protective element in the form of the number "10" and the inscription "RUB," visible from various angles. At the bottom is the Moscow Mint trademark.

The reverse side of the coin features a relief image of a female agricultural worker among ears of grain, against the backdrop of an image of a machine operator standing on the footboard of a combine harvester; at the top right, along the circumference, is the inscription: "MAN OF LABOR."

The mintage of the coin is 1.0 million pieces.

Financial News: Improving Credit Institution Reporting: A Public Consultation Report

The regulator proposes that credit institutions in the future submit information to the Bank of Russia not in the form of reporting forms, but in the form of data sets linked by a single model.

The collection of individual types of detailed data can be implemented in such a way that the main body of information is collected once, and then only updated data is presented.

Among the promising methods for operational work with big data, the organization of direct access by the Bank of Russia to the data marts of credit institutions in real time is being considered.

Application of the approaches outlined in the report "Improving the collection of reports from credit institutions", will reduce the frequency of changes made to reports and the number of requests sent by the Bank of Russia, while significantly increasing analytical potential, quality and speed of data delivery.

Responses to the questions presented in the report, as well as comments and suggestions regarding it, can be sent to the Bank of Russia up to and including October 31, 2025.

Financial News: New players will appear on the financial market – mortgage microcredit companies

Mortgage microcredit companies (MCCs) will begin operating on October 22, 2025. They are created in accordance withby law, to implement state programs to expand housing affordability in the regions.

100% of the shares of such organizations will be owned exclusively by constituent entities of the Russian Federation. No more than one mortgage microfinance company may exist in any one region. The Bank of Russia will oversee them and maintain a list of such companies.

To adapt new market participants, the Bank of Russia established a moratorium on the application of a cap on the total cost of a loan by mortgage microfinance companies. The moratorium will be in effect until March 31 inclusive.

Dmitry Chernyshenko chaired a meeting of the organizing committee to summarize the results of the 5th International Financial Security Olympiad.

The 5th International Financial Security Olympiad, which had been held in Krasnoyarsk at the Siberian Federal University since September 29, concluded on October 3. A total of 188 participants emerged as winners and runners-up: 27 Russian schoolchildren and 161 students from Russia and abroad.

The results of the fifth Olympiad were announced at a meeting of the organizing committee chaired by Deputy Prime Minister Dmitry Chernyshenko. Participants included Deputy Speaker of the Federation Council Nikolai Zhuravlev, Presidential Plenipotentiary Envoy to the Siberian Federal District Anatoly Seryshev, Director of Rosfinmonitoring Yuri Chikhanchin, Governor of Krasnoyarsk Krai Mikhail Kotyukov, Deputy Minister of Science and Higher Education Dmitry Afanasyev, Chairman of Promsvyazbank Pyotr Fradkov, and others.

"This year, five more countries joined the Olympiad. In total, there are approximately 600 finalists from 40 countries. Of these, 188 participants won or took runners-up: 27 Russian schoolchildren and 161 students from Russia and abroad. I congratulate the young people and wish them continued growth and continued striving for new heights," the Deputy Prime Minister said.

Rosfinmonitoring Director Yuri Chikhanchin emphasized the growing interest of young people and the expert community in the international Olympiad.

"More than 1,100 people participated in the final week's events, including approximately 600 schoolchildren and students and 500 experts. Over the course of five days, over 100 events were held across all four tracks: educational, professional, cultural and moral, and sports. A recurring theme of this year's Olympiad was new technologies—from the perspective of their use by both criminals and those who oppose them," the head of the department said.

The Deputy Prime Minister noted the high level of organization of the event, as well as the personal contributions of Yuri Chikhanchin, Mikhail Kotyukov, Pyotr Fradkov, the leadership of the Siberian Federal University, and all the Olympiad partners to its preparation and implementation.

"Congratulations to the Krasnoyarsk Territory on winning the competitive selection. We'll gather again next year. Next year, I'm confident you'll demonstrate an even higher level of organizational and technical excellence," noted Dmitry Chernyshenko.

The Deputy Prime Minister instructed that the issue of involving an even larger number of foreign competitors and using the Sodruzhestvo platform to implement Olympiad events be explored.

During the final week, the students took part in panel discussions and master classes, "Conversations on Important Things," the "Olympics in Colors" festival, sports competitions, and a phygital chess tournament.

The international forum "Financial Security in the Era of New Technologies: Threats and Solutions" was a major event. A roundtable discussion of the Council of Heads of Financial Intelligence Units of the CIS member states was also held, focusing on countering youth involvement in criminal activities.

Deputy Minister of Science and Higher Education and head of the Olympiad's executive committee, Dmitry Afanasyev, discussed the procedure for determining the venue for the Olympiad finals starting in 2026, in accordance with the President's instructions.

Krasnoyarsk Krai Governor Mikhail Kotyukov also proposed creating a library of Olympiad problems on the platform, which could be used, among other things, in financial literacy and security classes.

The Deputy Prime Minister invited all members of the organizing committee and Olympiad participants to take part in the 5th Congress of Young Scientists, which will be held at Sirius from November 26 to 28.

With the support of Rosneft, a comprehensive school in the Samara region was reconstructed.

Samaraneftegaz (part of the oil production complex of NK Rosneft) provided support for the reconstruction of a comprehensive school in the village of Savrukha in the Pokhvistnevsky district, completely renovating the building, which was built in 1968.

The school, which reopened after reconstruction, enrolls 190 students in grades 5 through 11. Students come to Savrukha and other nearby communities to attend school.

The project included a complete renovation of the building's façade and interior, repairs to the walls, ceilings, and floors, and replacement of utility systems in a short timeframe. The school now has a ramp for students with limited mobility, outdoor lighting, and video surveillance.

The Savrukh school is a winner of the national "Education" project. It serves as a regional experimental site for robotics, hosting internships for students from the Institute for Education Development.

The school reconstruction project aims to support education in the region, consistent with the objectives and national development goals outlined by the Russian President in his Address to the Federal Assembly. Rosneft actively supports initiatives aimed at creating favorable living conditions in the regions where it operates.

In 2025, Samaraneftegaz also supported capital repairs and classroom equipment in schools in the Alekseevsky, Borsky, and Shigonsky districts, a kindergarten in the Krasnoarmeysky district, and the construction of a children's art school in the Neftegorsky district, as well as sports and outdoor playgrounds in other municipalities in the Samara region.

The All-Russian Mentoring Forum "Guiding Students" was held in the Moscow Region from September 30 to October 3. This large-scale educational and communication platform brought together 100 leaders of student mentoring communities from over 60 educational institutions. SPbGASU was represented by students from the Faculty of Environmental Engineering and Urban Management, Evgeniya Nurulina and Ekaterina Borisova.

Participants noted the relevance of the event, which allowed them to exchange experiences in adapting, socializing, and engaging students in the university environment.

"Participating in the forum allowed me to explore in more detail the key aspects of successful mentoring—mentor positioning, working with academic groups, and organizing self-governance," noted Evgeniya.

"The forum provided an opportunity to exchange experiences with colleagues at the federal level. The discussion of real-life cases and new working methods was particularly memorable. We gained valuable experience for the further development of student communities and the mentoring system at SPbGASU," Ekaterina shared her impressions.
