According to the signed decree, the export duty rate will be 10% of the raw material's customs value. This decision will be in effect until August 31, 2026. It is aimed at stimulating the utilization of flax processing capacity and maintaining an optimal balance between the domestic market and export supplies.

Another government decree established tariff quotas for duty-free exports of corn produced in Primorsky Krai and Amur Oblast from Russia outside the Eurasian Economic Union. The export quota for corn from Primorsky Krai will be 280,000 tons, and from Amur Oblast, 130,000 tons.

This measure will be in effect until December 31, 2025. It was adopted based on the projected balance of corn production and consumption in the Far Eastern Federal District and will help local producers sell their surplus products abroad in the absence of demand from neighboring regions.

Both decisions were approved at a meeting of the subcommittee on customs tariff and non-tariff regulation, protective measures in foreign trade of the Government Commission on Economic Development and Integration on August 20, 2025.

The second Pushkin Map Award ceremony took place in the Bolshoi Theatre's Beethoven Hall. The winners were the cultural institutions and regions that made the greatest contribution to the development of the Pushkin Map program in 2024.

"I want to thank everyone who invested their time and soul into developing this project. The idea for the Pushkin Card was born in a difficult time – in 2020, when museums and theaters were closed due to the pandemic. But in 2021, the card was launched and opened up unique opportunities for young people aged 14 to 22. It was important to us that teenagers themselves choose plays, exhibitions, and concerts, and that cultural institutions be able to listen to and accommodate the interests of young audiences. At the same time, the card also served as support for the institutions themselves – an important financial tool for their development," the Deputy Prime Minister emphasized. "The results are impressive: since the program's implementation, 12 million young people and thousands of cultural institutions across the country have joined it. More than 860,000 events have been held, and the number of tickets sold has exceeded 95 million. It is especially gratifying that institutions in small towns – community centers, which are becoming a magnet for 14- to 16-year-olds – are increasingly joining the project."

The ceremony was held in a theatrical format. The foyer of the Beethoven Hall was transformed into an art salon, where guests were entertained by portrait artists and calligraphers creating commemorative postcards. During the ceremony, artists from the Bolshoi Theater performed famous arias, and actors from the Pushkin Moscow Drama Theater recited poems by the great poet. Renowned Russian actors Evgenia Leonova and Nikolai Rysev hosted the ceremony.

Winners were selected in 20 categories, including theaters, concert venues, museums, libraries, educational institutions, community centers, film screening organizations, and regions that have successfully implemented the program. Among them were the State Academic Mariinsky Theater, the A.P. Chekhov Moscow Art Theater, the State Russian Museum, the State Academic Capella of St. Petersburg, the Novosibirsk State Museum of Local History, the Primorsky State Art Gallery, the Moscow International House of Music, and others. A total of 80 cultural institutions and 10 regions of Russia received the coveted award in Beethoven Hall, including the Udmurt Republic, the Arkhangelsk and Magadan Oblasts, and the Yamalo-Nenets Autonomous Okrug.

The general partner of the second award ceremony was VTB Bank, which will become the operator of the Pushkin Card program from January 1, 2026.

The Pushkin Card program was launched by decree of the President of Russia in September 2021. Young people aged 14 to 22 are eligible. The card receives an annual balance of 5,000 rubles, which can be spent on tickets to theaters, museums, concert halls, cinemas, and other cultural institutions. The third All-Russian Long-Range Shooting Tournament, dedicated to the memory of legendary World War II sniper and Hero of the Soviet Union Fyodor Matveyevich Okhlopkov, is being held at the Sulus Shooting Training Center in Yakutsk. More than 120 people attended the tournament, including participants in the special military operation. The competition is taking place in the year of the 80th anniversary of Victory in the Great Patriotic War.

The tournament is being held under the leadership of Yuri Trutnev, Deputy Prime Minister and Presidential Plenipotentiary Envoy to the Far Eastern Federal District. The event is organized by the Office of the Presidential Plenipotentiary Envoy to the Far Eastern Federal District, the Russian Combat Sniping Federation, the Government of the Republic of Sakha (Yakutia), and the "Voin" Center for Military Sports Training and Patriotic Education.

"This is the third time we've met at the Hero of the Soviet Union Fyodor Matveyevich Okhlopkov Memorial Tournament, here on the hospitable land of Yakutia. I want to salute the participants who came from the special military operation zone, directly from the line of contact. Thank you. Why are we holding this tournament? We want to create a platform where we can exchange secrets of the complex and important art of sniping for our country. When we created this tournament, we thought about how to make it balanced. We tried to ensure that the best shooters came here and that they had a platform for growth, space for development. I think we're succeeding. The number of qualifiers has already doubled since last year, but not everyone has yet participated in the qualifying round. This means there's a reserve, and the number of those advancing to the main tournament can grow even more. I'd like to especially thank Aisen Sergeyevich for his great work. It's also connected to sniper art, which, I believe, has deep roots in Yakut soil. And recently, a team from the regional branch of the Voin center reached the finals of the all-Russian military tactical competition, "The Path of the Warrior." The parade of participants was led by Hero of Russia, Guards Lieutenant Colonel Yaroslav Yakubov, Deputy Chief Referee of the All-Russian Long-Range Shooting Tournament in Memory of Fyodor Okhlopkov. Hero of Russia and General Director of the Sulus Shooting Training Center, Alexander Kolesov, also participated in the ceremony.

Representatives of the Voin Center are participating in the tournament. Dmitry Poloskov, Head and Deputy Head of the Sniping Department at the Voin Center, and Nikolai Zimin will serve as judges in the Combat Sniping event. Konstantin Puchkov, Assistant Head of the Sniping Department at the Voin Center, will compete for the victory. It is worth noting that the Voin Center introduced sniping into its educational programs in 2025. Training in this new discipline was first conducted during the "Time of Young Heroes" summer camps. A cooperation agreement is in effect between the Voin Center and the Russian Combat Sniping Federation.

Military personnel, law enforcement officers, instructors from law enforcement training centers, and civilian shooters are eligible to participate in the precision shooting tournament.

The championship is held in two modes ("day" and "night") and consists of a sniper pair competition, with one participant being the shooter and the other an observer/spotter. All participants compete on equal terms, regardless of their sporting rank, position, gender, or age. Winners and runners-up will receive special prizes and cash prizes.

An exhibition has been organised at the tournament venue, with participation from various enterprises and organisations, including the Kalashnikov Concern (Moscow), the Russian Combat Sniping Federation, and Dedal-NV JSC (Moscow).

The tournament is held at the Sulus training and shooting center, built on behalf of Yuri Trutnev. Sulus is one of the best in the country in terms of its technical specifications. The training center, headed by Hero of Russia Alexander Kolesov, trains and improves the skills of civilians, law enforcement officers, and specialized organizations. They learn safe weapons handling techniques and long-range shooting skills.

The winners of the third All-Russian Long-Range Shooting Tournament, dedicated to the memory of legendary World War II sniper and Hero of the Soviet Union Fyodor Matveyevich Okhlopkov, were announced in Yakutsk. The tournament was organized by the Office of the Plenipotentiary Representative of the President in the Far Eastern Federal District, the Russian Combat Sniping Federation, the Government of the Republic of Sakha (Yakutia), and the Voin Center for Military Sports Training and Patriotic Education.

At the Sulus Shooting Training Center, over 130 top marksmen from across the country, including participants in the special military operation, competed in daytime and nighttime shooting events. Among those who demonstrated their skills and took to the firing line were active military personnel, law enforcement and special forces personnel, and civilian shooting enthusiasts.

To gain admission to the main stages of the competition, participants had to pass the qualification round and hit a 400 mm diameter target at a distance of 1,000 m with two shots.

Sniper Evgeny Solovyov and spotter Sergey Kirichenko took third place in the "Night" stage. Second place in the "Night" stage went to sniper Gusar and spotter Hunter. First place in the "Night" stage, with a distance of 2,100 meters, went to sniper Fizruk and spotter Ridik. This result set a tournament record. An additional prize—a special certificate for 3 million rubles—was awarded for this achievement.

Sniper Sergei Antonovsky and spotter Alexander Antonovsky took third place in the Day stage. Second place in the Day stage went to sniper Bely and spotter Dobry. First place in the Day stage, with a distance of 2,000 meters, was awarded to sniper Leonid Arkhangelsky and spotter Mikhail Efimov.

Third-place winners in both stages received a cash prize of 500,000 rubles. Silver medalists received a Sokol all-terrain vehicle. The competition's grand prize was a pickup truck.

The panel of judges awarded a number of special prizes. The first special prize—combat knives from the tournament's head judge, Yuri Trutnev—was awarded for courage to Sergey Klyug and Maxim Tokarev, who attempted to hit a target at a distance of 3,200 meters.

Following the two stages of the tournament, special prizes were awarded from the Russian Combat Sniping Federation and weapons and equipment manufacturers.

JAKARTA, October 5 (Xinhua) — The death toll from the school building collapse in Indonesia's East Java province has risen to 45, a regional rescue official said on Sunday.

According to Nanang Sigit, head of the East Java Search and Rescue Agency, all the victims were taken to Bhayangkara Regional Police Hospital for identification.

"Procedural actions will be carried out after the rubble is cleared," said East Java Police Chief Nanang Awianto.

Part of the multi-story building of the Al-Khozini Islamic Boarding School in Sidoarjo County collapsed on September 29 during unauthorized renovation work, trapping dozens of students under the rubble.

On October 2, rescuers deployed heavy equipment after signs of life ceased to be detected at the collapse site. Previously, they had primarily relied on manual methods to clear the rubble due to concerns that using heavy equipment could cause further collapse.

FUZHOU, Oct. 5 (Xinhua) — Five people were confirmed dead on Sunday after entering an abandoned mine in Yuxi County, east China's Fujian Province, local authorities said.

At approximately 9:50 a.m. Sunday, the county fire and rescue service received a report that five people had entered a mine in Banmian Township and had lost contact with them. Rescue teams were immediately dispatched to the scene to conduct search and rescue operations.

By 1:20 PM, all five were found and taken to the hospital for medical attention. By 3:00 PM, despite medical efforts, all were pronounced dead.
