During his working visit to Tajikistan, Deputy Prime Minister and Chief of the Government Staff of the Russian Federation Dmitry Grigorenko held a series of bilateral meetings dedicated to strengthening the partnership between Russia and Tajikistan in the field of digitalization. The Deputy Prime Minister noted that recent international trips to China, Belarus, and Tajikistan have revealed particular interest among foreign colleagues in Russia's experience in digitalizing public administration and implementing artificial intelligence.

The discussion with First Deputy Prime Minister of the Republic of Tajikistan Hikmatullo Kholikzoda focused on developing digital partnerships and building on Russian experience to accelerate digital development. In terms of digital development, the host country prioritized the development of electronic government services, cybersecurity, and training IT specialists, including in the field of AI. At the meeting, a decision was made to explore the creation of a Russia-Tajikistan working group on digital transformation.

"Russia has extensive experience in digitalizing government processes and providing public services. We've digitized document flow in the government and created and implemented user-friendly information systems for citizens. We continue to develop the government services portal: over 1,600 government services are already available, and we're now transitioning their provision to a proactive format. We're implementing artificial intelligence, including in large-scale government projects, such as the national project monitoring and management system. We have much to share with our international colleagues, and we see demand for domestic developments. Tajikistan has actively embarked on the path to digitalizing government systems. Sharing experiences and proven practices will help expedite this process," noted Dmitry Grigorenko.

During his visit to the IT Park in Dushanbe, the Russian Deputy Prime Minister met with Khurshed Mirzo, Director of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan.

During the meeting, it was discussed that Russian IT companies are already successfully operating in the Tajik market. Specifically, they are actively involved in implementing digital systems within the country's government.

For example, a domestic solution from JSC IRTech has enabled the refinement of the information system for the Ministry of Education and Science of Tajikistan. Some 562 schools in the country are already implementing electronic diaries based on the Russian solution.

Another company with Russian founders, ERA Group, is working with the Dushanbe city administration to implement a "Smart City" system that, through data digitization and the use of surveying drones, improves resource management efficiency and the quality of life for city residents.

Furthermore, Tajikistan is seeing demand for communications services from Russian operators. MegaFon Tajikistan, a subsidiary, operates successfully in the country: the company was the first to launch 3G, 4G/LTE, and 5G in the country and provides services to over 2 million foreign subscribers.

Russian digital platforms are also in demand. One domestic marketplace is the absolute market leader, with a share of over 50%.

The 7th Forum of Russian and Cuban University Rectors, a key platform for strengthening cooperation between the two countries in scientific and educational fields, opened at Lomonosov Moscow State University.

As part of the BRICS university community, we are working to create a ranking of BRICS universities. A year ago, during the leaders' summit in Kazan, the pilot results were presented. Currently, this is one of the largest international rankings in the world, surpassing the renowned QS ranking in scope. Participants in the 7th Forum of Russian-Cuban University Rectors from the Cuban side include the Minister of Higher Education of the Republic of Cuba, Walter Baluja García, as well as the rectors and vice-rectors of 10 leading Cuban universities. Key topics will include prospects for bilateral scientific and educational cooperation, the development of academic mobility, the creation of joint educational programs and research centers, strengthening inter-university associations, developing human resource potential for the economies of both countries, and expanding cooperation in multilateral formats, including within the BRICS framework.

The 7th Forum of University Rectors of Russia and Cuba is held with the support of the Ministry of Science and Higher Education of the Russian Federation, the Russian Union of Rectors, and the Ministry of Higher Education of the Republic of Cuba.

Deputy Prime Minister Alexander Novak chaired the 40th meeting of the Federal Headquarters for Gasification of the Regions. It was attended by Deputy Prime Minister Dmitry Patrushev, who oversees the Siberian Federal District in the Government, along with representatives of the Ministry of Energy, Gazprom, Rosneft, relevant legislative committees, federal agencies, and regional authorities.

"The topic of regional gasification is a crucial component of the country's socioeconomic development. This area requires special attention. Planning must take into account long-term needs so that work is proactive, as the President stated," noted Alexander Novak.

Particular attention was paid to the progress of gasification in the Siberian Federal District. The government approved a program for gasification in the Siberian Federal District, which will allow for the intensification of socio-economic and industrial projects. The main goal is to eliminate existing infrastructure constraints and ensure reliable supplies for the population and new investment projects.

The primary project aimed at improving the gasification situation in the Siberian regions is the construction of the West Siberian Gas Transmission System (GTS), which will increase gas supply to ensure the possibility of supplying additional volumes of gas to existing and prospective consumers.

"The Russian government has approved the Strategy for the Socioeconomic Development of the Siberian Federal District through 2035. Its implementation plan includes over 100 priority investment projects. Furthermore, the creation of a complex for the advanced processing of rare earth metals is being considered. Around 300 key population centers have also been identified in Siberia, and their infrastructure for residents should be developed at an accelerated pace. Further intensification of development in Siberian territories depends on the pace of accelerated gasification," said Dmitry Patrushev.

It was noted that natural gas has already been supplied to the Altai Territory, Kemerovo, Novosibirsk, Tomsk and Omsk Regions, the Altai Republic, a number of settlements in the Irkutsk Region and the Norilsk Industrial Hub in the Krasnoyarsk Territory.

Currently, there are 117 gas distribution stations operating in the district with a design capacity of 3,400 cubic meters per hour. The gas distribution network extends 32,000 kilometers. Gas consumption is 16.5 billion cubic meters. 782 settlements and over 784,000 apartments and households are supplied with gas.

Additional opportunities to meet the growing gas needs of the Irkutsk Region and Krasnoyarsk Krai will become available with the construction of the Power of Siberia 2 gas pipeline.

Under the gas supply and gasification development programs for the period 2026–2030, 16 cities and 143 populated areas are planned to be connected to gas. LNG solutions will be used for a number of populated areas, providing gas to hard-to-reach areas.

Following the meeting, the Ministry of Energy and Gazprom were instructed to explore opportunities to leverage local resources to improve and develop gas supplies to regions within the Siberian Federal District.

Gazprom has been instructed to take measures aimed at signing long-term gas supply contracts with prospective consumers in Siberian regions, as well as to develop gas supply and gasification programs for the constituent entities of the Siberian Federal District for the period 2026–2030, taking into account the needs of new settlements not included in earlier gas supply development programs.

The Ministry of Energy will develop criteria for taking into account potential consumers in the projected gas consumption of regional gasification programs for housing and communal services, industrial and other organizations.

The Siberian Federal District's constituent entities will conduct an inventory of investment projects announced for implementation to update their natural gas supply plans, prioritizing existing gas consumers. Based on the results of this work, appropriate changes will be made to regional gasification programs for housing and utilities and industrial organizations.
