Dear colleagues! Dear friends!

Congratulations on Road Workers Day!

The road sector is one of the systemic pillars of national development. Its efficient operation determines the pace of economic growth and opportunities for spatial development. This directly contributes to improving the quality of life of our citizens.

Russian road workers are confidently addressing the challenges of developing and constructing the country's road network. Road infrastructure renovation has accelerated in recent years. By 2030, Russia plans to build and reconstruct over 3,700 km of highways. By the end of 2030, at least 60% of regional roads should be in good condition, while federal highways, roads in major metropolitan areas, and the backbone network should reach 85%. More than 50 new bypasses are planned for cities and large population centers.

The development of road infrastructure is driving sustainable growth in population and freight mobility, creating additional opportunities to unlock our country's investment and tourism potential.

The implementation of measures to develop the road network will also contribute to the fulfillment of the Russian President's directive to achieve growth rates of at least 1.5 times the 2021 level for the volume of transportation along international transport corridors by 2030.

I would like to highlight the road industry's achievements in digitalization. Digital twins of routes are being created, and services using AI technologies are being implemented. Russia has successfully implemented the first driverless cargo route, covering over 1,000 km, along the M-11 "Neva" and A-113 "Central Ring Road" highways. Major tasks lie ahead in expanding the geographic scope of highly automated vehicles, as well as developing and deploying Level 5 automated transport systems.

A special thank you to the veterans of the road industry. You have laid a solid foundation upon which the construction of Russia's modern road network continues. Your dedication and experience are an example for future generations of workers.

Once again, I congratulate all road workers on this holiday. I wish you and your families good health, prosperity, and continued success in your work!

V. Saveliev

JERUSALEM/Gaza, Oct. 19 (Xinhua) — The Israel Defense Forces (IDF) on Sunday said it carried out a new round of strikes on military targets of the Palestinian Hamas movement in the southern Gaza Strip.

According to the statement, the strikes were carried out by the IDF Southern Command “in response to the ceasefire violation that occurred earlier today.”

According to Israeli state television channel Kan TV, among the targets hit were tunnels that Hamas used to hold hostages.

This was the second series of Israeli strikes on Sunday, following previous airstrikes on the southern and northern Gaza Strip. According to Israeli television channel Channel 12, a total of 104 targets were hit that day.

The IDF said the initial strikes were in response to Hamas launching an anti-tank missile and fire on Israeli troops dismantling infrastructure in the southern Gaza city of Rafah.

Following the Hamas attack, Israeli Prime Minister Benjamin Netanyahu held consultations with Defense Minister Israel Katz and security officials, instructing them to act decisively against targets in the enclave.

SHANGHAI, Oct. 19 (Xinhua) — China's Ministry of Transport on Sunday unveiled a cooperation initiative on international green shipping corridors at the 2025 North Bund Forum in Shanghai, calling for joint efforts to build a safer, more efficient and greener global shipping ecosystem.

The initiative identifies seven key measures to develop international cooperation on green shipping corridors: the gradual expansion of international green shipping corridors; accelerating the development of environmentally friendly and low-carbon vessels; building ports with zero or near-zero carbon emissions; strengthening the potential for green fuel supplies; unlocking the role of government-market interactions; sharing best practices; and promoting innovation.

The forum announced a number of achievements in this direction, including the joint construction of a green shipping corridor between the port of Qingdao in eastern China and the port of Hamburg in Germany.

According to the Chinese Transport Authority, China has maintained global leadership in maritime transport connectivity for several years running, steadily expanding its opening-up and international cooperation in this sector. As of April of this year, China had signed bilateral or multilateral maritime transport agreements with 70 countries and regions worldwide.

China's major ports, including the Port of Shanghai and the Port of Ningbo-Zhoushan, are accelerating the development of green fuel supply infrastructure.

The Beiwai Tan Forum, now in its fifth year, is organized by the Ministry of Transport of the People's Republic of China and the Shanghai Municipal People's Government. The event runs until October 21.

Ukraine: Work has begun to restore external power supply to the Zaporizhzhia Nuclear Power Plant.

October 19, 2025 Peace and security

At the Zaporizhzhia Nuclear Power Plant (ZNPP), Ukraine, maintenance work to restore external power began yesterday. As a reminder, Europe's largest nuclear power plant has been without external power for almost a month, raising serious concerns about nuclear safety at the facility.

This was announced by International Atomic Energy Agency (IAEA) Director General Rafael Mariano Grossi. After weeks of difficult negotiations, the Russian Federation and Ukraine agreed to an IAEA proposal to establish temporary ceasefire zones around two specific areas on both sides of the front line so that IAEA specialists can repair two power lines damaged during the fighting.

On Saturday morning, after demining was completed, repair work began on two cables of the 330-kilovolt Ferrosplavna-1 line, which was disconnected from Zaporizhzhya NPP on May 7. Later this weekend, after the necessary demining work is completed on the other side, repairs are planned to begin on the damaged section of the 750-kilovolt Dneprovskaya line, which was disconnected on September 23. It was this outage that led to the complete blackout at the plant.

IAEA teams will monitor and report on repairs at both sites, located several kilometers from the plant. Six reactors at Zaporizhzhya NPP have been shut down since 2022, but they still require electricity to operate the pumps that cool the nuclear fuel.

There's finally light at the end of the tunnel. Both sides have been constructively engaging with us to make this possible.

"The start of repair work is a significant step forward in our persistent efforts to restore off-site power to Europe's largest nuclear power plant, which has been forced to rely on emergency diesel generators in recent weeks. This is clearly an unsustainable situation," Grossi said.

He said it would take some time before the plant was reconnected to the grid, as repairs would take about a week. "There's finally light at the end of the tunnel. Both sides engaged constructively with us to make this possible. There's a shared understanding that the current situation is not beneficial to anyone. The process was complex, as the power lines are located in an active combat zone, and we first needed to ensure the necessary safety conditions were in place before proceeding with repairs," the IAEA chief noted.

Until external power is restored, the plant receives electricity from seven emergency diesel generators, which support key nuclear safety and security systems. An additional 13 generators are in standby mode.

The current power outage is the tenth since the conflict began and the longest. "Reliance on emergency diesel generators is the last line of defense for nuclear power plants. What was once unthinkable has now become all too common. As long as this devastating conflict continues, nuclear safety and security remain seriously compromised. Today, we have a rare opportunity to deliver good news, but we are still far from a safe situation," Grossi emphasized.
