The Fifteenth Five-Year Plan (2026-2030) – what place will it occupy in the historical coordinates of the Chinese national rejuvenation process and in an era of accelerating, unprecedented global change? What will these five years be like?

These will be five years marked by important historical events. In 2026, we will celebrate the 105th anniversary of the founding of the Communist Party of China. In 2027, the 100th anniversary of the People's Liberation Army. In 2029, the 80th anniversary of the founding of the People's Republic of China.

These will be five years of further acceleration of unprecedented changes in the world.

Beginning with the Fourteenth Five-Year Plan, a new round of scientific, technological and industrial revolution gave a powerful impetus to the development of productive forces.

The balance of power on the international stage is shifting. The main theme remains the tension between multilateralism and unilateralism. Local conflicts and instability have become more frequent, global problems have intensified, and external pressure and deterrence are increasing.

China has entered a period characterized by strategic opportunities, risks, and challenges, as well as growing uncertainty and unpredictability. The trend toward accelerating global change, unprecedented in the past century, will inevitably continue during the Fifteenth Five-Year Plan period.

This is one of three key five-year periods on the path to the basic implementation of socialist modernization by 2035.

In accordance with the strategic plans adopted at the 20th CPC Congress, China intends to essentially complete socialist modernization by 2035, implementing three five-year plans: the Fourteenth, Fifteenth, and Sixteenth. The Fourteenth Five-Year Plan is the starting point, the Sixteenth Five-Year Plan is the finish line, and the Fifteenth Five-Year Plan is the key transitional stage.

This is the stage of completion of all reform tasks outlined by the 3rd Plenary Session of the 20th CPC Central Committee.

At the Third Plenary Session of the 20th CPC Central Committee held in July last year, more than 300 major reform tasks were proposed and a clear timetable was set: "Complete the reform tasks set out in this decision by the 80th anniversary of the founding of the People's Republic of China in 2029."

2029 is the fourth year of the Fifteenth Five-Year Plan. Chinese-style modernization is the theme, and further comprehensive deepening of reforms is the content. The Five-Year Plan is a development plan. To bring this plan to fruition, it is necessary to actively implement reforms and adjust production relations.

The Fifteenth Five-Year Plan is destined to become a period of even more extensive and profound reforms.

JERUSALEM/Gaza, Oct. 20 (Xinhua) — Military escalation in the Gaza Strip between Israel and Hamas killed at least 46 people on Sunday despite a ceasefire agreement in place, Israeli and Palestinian sources said.

The Israeli army announced that two of its soldiers were killed in an early morning attack by Hamas. According to the Israel Defense Forces (IDF), Hamas militants fired an anti-tank missile and opened fire on Israeli troops dismantling infrastructure in the southern Gaza Strip city of Rafah.

In response to the attack, the IDF launched a series of airstrikes and artillery shelling on various areas of the enclave.

At least 44 Palestinians have been killed in Israeli attacks in Gaza, according to health authorities.

Gaza Civil Defense spokesman Mahmoud Basal told Xinhua that crews on the ground have responded to more than 20 distress calls since the morning.

Late Sunday evening, the Israeli army announced the resumption of the ceasefire agreement in the Gaza Strip.

IDF spokesman Avichai Edri said: "The IDF has begun re-implementing the ceasefire agreement in accordance with the political leadership's instructions, following a series of significant airstrikes carried out in response to Hamas' violation of the agreement."

The ceasefire agreement, brokered by Egypt, Qatar and Turkey with US support, has been in effect since October 10.

Under the agreement, both sides committed to ending hostilities, conducting a prisoner exchange, withdrawing Israeli troops from several areas of the enclave, and ensuring the flow of humanitarian aid and fuel to restore medical and rescue services.

However, despite these commitments, Israel and Hamas continue to accuse each other of violating the terms of the agreement. –0–

Bogota, October 20 (Xinhua) — The Colombian government has rejected recent accusations from Washington that Colombian President Gustavo Petro is involved in the production and distribution of illegal drugs, the country's Foreign Ministry announced on Sunday.

"These accusations are extremely serious and are contrary to the dignity of the President of Colombia, who leads and tirelessly fights drug trafficking in our country," the department said in a statement.

The Colombian Foreign Ministry also accused the White House of directly threatening the country's sovereignty and condemned Washington's proposal for illegal intervention on Colombian territory, which violates international law and diplomacy, as well as international treaties protecting the sovereignty, independence, and self-determination of states.

Colombia intends to appeal to international organizations to defend its sovereignty and the dignity of its president, as well as to condemn interference in the country's internal affairs, the statement said.

In his post on social media, G. Petro stated: “I am not a businessman, and certainly not a drug dealer.”

The president also accused the United States of using its anti-drug policy as a pretext to justify the use of force in the Caribbean region to establish control over oil reserves. –0–

China has entered the top 10 of the Global Innovation Index for the first time! The Shenzhen-Hong Kong-Guangzhou cluster has taken first place globally among innovation clusters.

The World Intellectual Property Organization's (WIPO) recently released Global Innovation Index 2025 report gave China an impressive score.

"Being among the top ten reflects China's outstanding position as a global leader in innovation," praised WIPO Assistant Director General Marco Aleman.

In recent years, such significant scientific and technological achievements as the successful collection and return of samples from the far side of the Moon by the Chang'e-6 mission and the "high-quality burning" for 1,000 seconds at 100 million degrees Celsius in the "artificial sun" EAST have appeared one after another, demonstrating a new height of Chinese science and technology.

Scientific, technological, and industrial innovations are accelerating integration, and the benefits of scientific and technological progress are constantly entering the lives of millions of families: 5G communications are being widely deployed, the Beidou navigation system provides global precision services, brain-computer interfaces help paralyzed patients stand and walk, and Chinese brain stimulators have helped 30,000 Parkinson's patients improve their motor function.

Data show that China has the highest volume of international patent applications under the PCT system in the world. China became the first country to exceed 4 million active invention patents. As of June of this year, the number of active invention patents in strategic emerging industries reached 1.472 million, with a number of important patents accumulated in key areas such as artificial intelligence, new energy, and health and well-being.

In 2024, China's total R&D expenditure exceeded 3.6 trillion yuan, ranking second in the world, with basic research expenditure reaching 249.7 billion yuan.

According to WIPO, 24 Chinese clusters have entered the top 100 innovation clusters in the world, marking the highest number for the third year in a row.

China provides support for enterprises' participation in major national research and development projects: enterprises act as lead contractors or participate in approximately 80% of key R&D programs. Tax incentive policies are being continuously optimized: the excess deduction rate for enterprise R&D expenses has been increased from 75% to 100%. New industries are being actively developed in many regions, and government application scenarios for enterprises are being opened up.

Today, there are more than 500,000 high-tech enterprises in China, and in 2024, 524 companies from mainland China entered the global top 2000 in terms of industrial R&D investment.

As was recently announced at the opening ceremony of the 2025 Global Coastal Forum in Yancheng, Jiangsu Province, the population of milu (David's deer) in the Dafeng National Nature Reserve in Jiangsu has increased from 39 individuals introduced in 1986 to more than 8,500 individuals.

Today, this reserve has become the world's largest gene pool for milu, with birth rates, survival rates, and annual population growth rates for these deer ranking first in the world.

The IUCN's Species Introductory Guide states: "Milu is one of the 15 most successful reintroduction projects out of 138 such projects worldwide."

Milu, known as "sibuxiang" (unlike anything else), inhabited Chinese soil millions of years ago, are endemic to China, and are essential for maintaining the security of wetland ecosystems and the integrity of trophic functions. Later, due to human hunting and habitat destruction, the Milu population gradually declined. By the end of the Qing Dynasty (1644-1911), the few dozen deer remaining only in the Nanhaizi Imperial Deer Park in Beijing were dispersed abroad due to wars.

In 1986, the World Wildlife Fund (WWF) selected 39 milus from British zoos and parks and donated them for protection and breeding in Dafeng, Yancheng.

The first breeding took place in 1987, the population exceeded 100 individuals in 1992, and then exceeded 1000 in 2006… Thanks to the constant efforts and meticulous care of local authorities and the reserve, the milu population in Dafeng is constantly breaking records.

Dafeng, Yancheng, is located in the economically developed Yangtze River Delta region, where preserving the milu's original natural habitat is extremely challenging. As the Chinese government at all levels continues to increase human and material investment in environmental protection, the milu population in Dafeng is accelerating its recovery, and animal protection has become a national consensus.

He will take office on November 8 for a five-year term from 2025 to 2030.
