Our university is not simply participating in the discussions; it is actively developing the new ranking system. Since February 2025, SUM experts have reviewed over 200 questionnaires from participating companies and are providing consultations on completing the documents in constant contact with business representatives.

Ecology, personnel, state

The national standard has been in effect since 2024, essentially serving as a "certificate of integrity" for businesses. It establishes a business assessment methodology aimed at determining the level of trustworthiness, social, and environmental responsibility. The assessment is conducted in three areas: "E" — ecology and responsible attitude toward the environment; "K" — personnel, social policy, and corporate culture; and "G" — government, transparency, and partnership with government agencies.

The business program included more than 20 sessions devoted to economic, social policy, demography, and environmental issues.

Forum participants discussed priority development areas in demography, social policy, ecology, corporate culture, and business-government partnerships, and developed proposals to strengthen the role of responsible business in the country's development.

The So.Znanie ECG Forum is supported by the Office of the Presidential Plenipotentiary Envoy to the Central Federal District and the Nizhny Novgorod Region Government. Event partners include Sber and Rosseti Centre and Volga Region, and business partner Ruspolimet.

UN High Commissioner for Human Rights Volker Türk today called on the Kyrgyz authorities to immediately cease efforts to reinstate the death penalty, warning that such a regressive step would constitute a serious violation of international law.

Kyrgyzstan abolished the death penalty in 1998 and then legally banned it permanently in 2010 after ratifying Second Optional Protocol to the International Covenant on Civil and Political Rights (ICCPR)This treaty obliges states parties to take all necessary measures to abolish the death penalty.

However, following the rape and murder of a girl in late September, Kyrgyz authorities proposed amending the Constitution to allow for the death penalty for the rape of a child, as well as for the rape and murder of a child or adult. They also propose withdrawing from the Protocol. These proposals are expected to be put to a referendum in the coming weeks and, if approved, submitted to the country's parliament.

"The rights enshrined in the Covenant and the Second Optional Protocol, once granted, belong to individuals living within the territory of a State party and cannot be taken away, regardless of the justification offered," the High Commissioner emphasized. He added that no justice system is flawless, and if the death penalty is reintroduced, it will eventually lead to the deaths of innocent people at the hands of the state.

The UN Human Rights Committee, which monitors compliance ICCPR, made it clear that, since the Covenant and the Second Optional Protocol contain no provisions for denunciation, the abolition of the death penalty is legally irreversible for states that have accepted these treaties. This also means that states are prohibited from reintroducing it. Furthermore, a state that has ratified the Protocol without reservations is not permitted to apply the death penalty even for the most serious crimes.

"For many years, Kyrgyzstan has been part of a growing—and very encouraging—global consensus on the universal abolition of the death penalty. Current legislative initiatives run counter to the spirit of the country's commitments, including its recent support for the Human Rights Council resolution calling on states to ratify the Second Optional Protocol," Türk noted.

Around 170 countries have abolished the death penalty or introduced a moratorium on its use in law or practice.

"The crimes cited by the authorities as grounds for reinstating the death penalty are undoubtedly horrific, and they must be properly punished. However, there is no evidence that the death penalty plays a significant role in deterring serious crime," Türk stated.

He called on the Kyrgyz authorities to abandon proposals to reinstate the death penalty and instead focus their efforts on ensuring effective protection of the law and adequate access to justice and reparations. "The response must be a victim-centered and adequately resourced approach to combating violence, including sexual violence," the High Commissioner stated.

Working meeting at SPbGASU

On October 20, the Saint Petersburg State University of Architecture and Civil Engineering hosted a delegation from Vietnam. A delegation from the Hanoi University of Architecture (HAU), led by Rector Le Quan, Doctor of Architecture, paid an official visit to the university.

First Vice-Rector Svetlana Golovina reported that SPbGASU has been collaborating with Vietnamese universities since 2008. Representatives from the Hanoi University of Architecture first visited our university in July 2017. In March 2025, during a visit by a SPbGASU delegation to the Hanoi University of Architecture, a memorandum of understanding was signed. Three students from Vietnam are studying at our university in the 2025–2026 academic year, two of whom are in the Faculty of Architecture.

During a working meeting with the leadership of SPbGASU, the parties discussed possible areas of cooperation. The idea of teaching Russian in Vietnam generated considerable interest. Vice-Rector for Academic Affairs Sergey Mikhailov informed SPbGASU that it has a preparatory department for international students. This department teaches Russian as a foreign language. Furthermore, the university has a Department of Intercultural Communication, whose faculty are fully qualified to spread the Russian language and culture to other countries.

The discussion focused on joint projects, academic mobility programs, and the participation of SPbGASU students in an international workshop in Vietnam. The best SPbGASU students participating in this event will have the opportunity to study at KhAU for a year.

After completing the official part, the delegation took a tour of the Faculty of Architecture and became acquainted with its departments, studios, and workshops.

SPbGASU is confident that the visit opens up opportunities for partnership between universities.

"There's ample scope for cooperation. We'll soon draw up a roadmap, present it to the Vietnamese side for discussion and signature, and begin implementing it in 2026," concluded Sergey Mikhailov.

BEIJING, Oct. 20 (Xinhua) — China's railway passenger traffic totaled 3.54 billion in the first three quarters of 2025, up 6 percent year-on-year, according to the China State Railway Corporation (CSRC).

This week, China is hosting a meeting of enormous importance – not only for the country itself, but for the entire world.

The meeting is about the Fourth Plenary Session of the Central Committee of the Communist Party of China (CCC), which is taking place in Beijing from October 20 to 23. During the session, the CPC Central Committee will consider proposals for developing the 15th Five-Year Plan (2026-2030) for the country's socio-economic development.

The new Five-Year Plan is significant because it will define the fundamental guiding principles for China's socioeconomic progress over the next five years. In fact, the 14th, 15th, and 16th Five-Year Plans share a common strategic goal: achieving socialist modernization in China by 2035. This entails, among other things, raising per capita income to the level of moderately developed countries through the expansion of emerging industries, digital transformation, accelerated urbanization, and agricultural modernization. From an environmental perspective, China has also committed to peaking greenhouse gas emissions by 2030, which coincides with the end of the 15th Five-Year Plan.

These ambitious goals are within reach thanks to the successful implementation of the 14th Five-Year Plan (2021-2025). The country's modernization process maintains steady momentum, fueled in particular by high levels of investment in research and development, which reached approximately US$510 billion in 2024. The digital economy currently accounts for approximately 10 percent of China's GDP, and emerging industries—from advanced machinery to new materials—are projected to contribute 17 percent of GDP this year. Furthermore, energy consumption per unit of GDP in China has decreased by 11.6 percent in 2024 compared to the 13th Five-Year Plan (2016-2020).

China is moving from a stage of industrial development characterized by large-scale investment, low-value-added exports, and environmental pressures to a more advanced model of a developed economy.

Investment continues to flow into high-tech, high-value-added sectors, which accounted for 34.6 percent of all foreign direct investment in 2024. According to data from the General Administration of Customs (GAC), China's electric vehicle exports exceeded two million units for the first time in 2024, marking another rapid breakthrough in moving up the value chain.

Just a few years ago, the phrase "Made in China" was associated with a low-value-added production system that allowed Western companies to reduce labor costs without concern for the environment. Today, many products are still manufactured in China, but with a new label—"Invented in China." This transformation not only increases product value but also significantly contributes to social well-being by creating more skilled jobs and "green incentives" that ensure the environmental sustainability of the new model.

The new paradigm, “Invented in China,” aims to make scientific and cultural contributions to global development: from lunar south pole exploration to the development of fusion energy, open-source artificial intelligence (the DeepSeek chatbot), hyper-realistic video games (Dark Myth: Wukong), collectible toys (Labubu), futuristic robots (Unitree), and box-office animated films (Nezha Conquers the Dragon King).

Thus, the 15th Five-Year Plan is more than just a list of economic goals to be achieved by 2030. Achieving developed country status will also require cultural development, a world-class education system, a highly skilled workforce, athletic excellence, and high levels of public health. Consequently, the next Five-Year Plan represents not only a roadmap for the next five years but also a crucial step toward realizing China's socialist modernization by 2035.

It is well known that China consistently advocates openness, international cooperation, and multilateralism. In this regard, the 15th Five-Year Plan will also contribute China's experience of modernization to ensuring global stability and economic growth, global technological innovation, the transition to a green and low-carbon economy, the alignment of international development strategies, and strengthening the resilience of global supply chains through China's engagement with the world.
